Section B: Description of the Supplies/Services Required

The Battlefield Airman (BA) Training Group (TG) requires a Human Capital management strategy that effectively spans across all phases of the training enterprise, from Scout-Recruit-Develop to AFSC awarding courses. The program will have effective data collection for BA Operator assessment and development metrics that facilitates Human Capital enhancement, focused feedback, and provides leadership with quantifiable data for informed decision-making on student suitability, trainability, and developmental approaches.

Section C: Justification for Soliciting from a Single Source

Horizon Performance (HP), is comprised of both consulting services and software services that deliver cutting-edge selection, assessment, and development solutions to elite teams that work in high-impact activities and challenging or uncertain environments like special operations. Through extensive market research, HP was determined to be the only vendor with generative manpower/technological capacity to meet BA TG "enterprise" level requirements. HP is the only vendor to demonstrate proof of concept within elite special operations communities at the enterprise level. They have effectively delivered on contracts across the joint special operations community.

Section D: Efforts to Obtain Competition

Other companies were engaged to meet the BA training enterprise requirement. Those companies have a software service that has been applied in the military training realm, at a "small team" level. Those companies have a lower cost, but they do not have the necessary consultation service component, or the demonstrated capacity to meet the BA TG requirement.

Numerous programs from companies that provide Human Capital enhancement programs to civilian corporations were explored, but they all lack the specific expertise required for application in the high-impact and dynamic environment of military special operations training.

Section E: Steps to Preclude Future Single Source Awards The BA Human Capital tracking program will be a phased implementation across BA training pipelines. Additionally, it will eventually bridge to Scout-Recruit-Develop programs to meet BA TG/CC intent of cradle-to-grave coverage of BA Operator assessment and development, pre-accession to AFSC award.

Interoperability and continuity of data across the training enterprise will be imperative. Vendors will be examined for enhanced capacity and ability to inter-operate with existing software architecture.
