Single Source Justification (Simplified Acquisition)
Section A: General Contract Information

8SOS Self Contained Communications Kit

Section B: Description of the Supplies/Services Required
The 8th SOS requires an Integrated and self-contained power/voice data case. Contains 3 transceivers for voice and data communications, 2 amplified speakers, and AC/DC uninterruptable power supply capable of using AC/DC from any power source to include batteries and aircraft power. All components must be mounted in a small robust transport case that is water/air/sand proof.
Section C: Justification for Soliciting from a Single Source
Automated Business Powers 3 Transceivers Power Supply Case, provides an all-in-one communications kit that meets the mobility and survivability requirements for the 8 SOS. Currently the 8 SOS owns three of these systems, however due to an increasing operations tempo, more are required. A common system is required to minimize additional training while ensuring repeatable results. Having a common system will reduce the amount of spare parts required to be kept on hand due to the old and new systems being exact copies. We currently have spare parts in inventory.
When it comes to training time, the current systems takes approximately 12 hours of one on one training to become comfortable with setting up, using, and troubleshooting the system. With the amount of personnel that we require be familiar with the system, having a second system would greatly increase the amount of time we have to train people on the new kit as opposed to their primary duties. If we were to have a mix of different communications systems, where the end capabilities may be the same, it would require our aircrew to devote extra attention during pre-mission planning, deployment, set-up, utilization, take down, and re-deployment to ensure that the separate requirements for the different kit are taken care of, as opposed to using the same procedures every time the kit is required. In addition, since we have used the previous kit for an extended period of time, most of the unit has a deep knowledge of the system. Which means if there is ever an issue, more often than not we are able to troubleshoot and correct the problem. Having multiple types of comm kits will require an extended period of time to gain this level of knowledge, which means until that point, any issues that arise will take more effort to fix (if even possible). This means that our operations as well as safety has a higher possibility of being negatively impacted.
Section D: Efforts to Obtain Competition
1 SOCONS issued a sources sought notice on FBO, we received 4 responses from contractors stating that they can provide an or equal item but not the exact ABP-ITPC-CV22-2S that the customer is requesting. We recommend going sole source directly to Automated Business Power, Inc (ABP) based on the justification in Section C.
Section E: Steps to Preclude Future Single Source Awards
In the future, the 8 SOS will continue to look for alternate contractors that can provide a product of equal capability. This will include checking on GSA, local businesses and products found by the Contracting Office through sources sought notices to industry or other means.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1)(SAP) that the circumstances of this contract action deem only one source is reasonably available.
