ELECTRICAL SUBSTATION MAINTENANCE Q & A
Q: Are you sure you do not want to perform relay testing on all the relays every two years?
A: We no longer use reclosure on base so it is not worth spending money to test those relays.
Q: Please confirm the relay quantity for this contract.
A: The relay quantity is confirmed to be 53.
Q: Load testing does not seem to appear on work statement. Please confirm if load testing is required.
A: Per the referenced AFH 32-1282 load testing shall be performed every 5 years. The expectation is that this would be performed the base year.
Q: The frequency of maintenance actions and schedule states that it needs to be included 30 days after award. I just want to make sure that this is not required with the bid.
A: We would expect a schedule and checklist to be submitted 30 days after the bid.
Q: Is an internal inspection of LTCs compartment required at any point in contract?
A: Please comply with sections 3.17 – 3.20 of the PWS.
Q: Under circuit breaker maintenance the work statement indicated annual and 3 inspections- would you clarify
A: Annual
Q: Protective relay testing is indicated as every two years. The price sheet has it listed every year. Should we place a $0 in for year we are not performing PM on relays or can you clarify if you want relays tested every year.
A: Testing is every other year. Please use “0” for off years.
Q: Is ground testing to be performed on the entire Hanscom facility or just the main substation area? This is schedule for yearly testing.
A: Just the substation.
Q: As a part of the RFQ package do you need us to restate your testing requirements is a separate workscope letter?
A: No.
Q: One question I have after looking this over quickly is that the scope is somewhat different and more comprehensive than the previous 4 years.
A: Yes, it is.
Q: My question regarding transformer testing is will we be performing monthly PM on transformers as we did in the past?
A: Referencing PWS #3, Annually and in accordance with Manufacturers recommendations.
