Section B: Description of the Supplies/Services Required

Purchase six (6) MFT1000 Multifunction Telemetry Units with internal PCIe Multifunction Telemetry Modules and six (6) PNL-MFT Rackmount I/O panels that are made for the MFT1000.

Section C: Justification for Soliciting from a Single Source or Brand Name

96 RNCS Engineering Flight Systems Engineering Section (96 RNCS/RNCEE) has the primary responsibility for the overall Bldg 380 Central Control Facility (CCF) Mission Room design, development and maintenance. The maintenance of production telemetry components as well as components in the Bldg 380 CCF Mission Rooms is critical to flight and range safety and overall mission accomplishment.

The award of a contract to L3 Telemetry & RF Products represents the best value to the Government in that they are the only manufacturer capable of providing components which not only satisfy the requirements set out by the 96 RNCS/RNCEE, but are also compatible with the current hardware suite installed in the Bldg 380 CCF.

L3 Telemetry & RF Products is the sole distributor of the following Telemetry Processing System products:

MFT1000 / Networked Multifunction Telemetry Unit with internal PCIe Multifunction Telemetry Module (Interface cables ordered separately) QTY: 6, PNL-MFT / Rack mount or table top signal I/O panel (for MFT800 or MFT1000) (Includes 15 single ended, 10 differential and 5 analog signals) QTY: 6

Delivery: TBD

1. The 96 RNCS has a requirement to purchase 6 additional two stream telemetry processing systems.

2. Telemetry System salient characteristics are in the attached technical requirements document (TRD).

41 U.S.C. 1901 as implemented by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The L3 Telemetry & RF MFT1000 Telemetry Processing System is the only system that will meet the Bldg 380 Mission Room requirements. Selection of the L3 Telemetry & RF MFT1000 Telemetry Processing System is the only option to avoid unacceptable schedule risk and cost increase.

The overriding factor in acquisition of this sole source is that NONE of the other vendors' (Wyle, Symvionics, MCS & Ulyssix) Telemetry Processing Systems:

1. Provide BOTH PCIe and Ethernet System Interfaces

2. Provide the correct forms of import/export required

3. Support single and multiple parameter delete or a user-friendly interface to build PCM characteristics and parameters

4. Provide API interface for Real Time Engineers to develop

The 96 RNCS believes that award to any other source would result in substantial non-recoverable duplication of cost and unacceptable delays in fulfilling the Air Force's requirements. We previously awarded FA2823-17-P-0072 for these same components and need to maintain compatibility with this existing hardware. An award to another source would result in both substantial delay and increase in cost, as the award would jeopardize compatibility and performance with existing hardware and require additional system training efforts and new development and installation cost.

Section D: Efforts to Obtain Competition

Market research was performed through internet searches and discussions with other technical persons familiar with communications systems. Internet research revealed multiple vendors offering COTS solutions for the hardware. None however can meet the strict government requirements.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This office will continue to monitor the industry through perusal of trade journals, technical symposiums and contact with industry representatives. Any future requirements will be researched and if a product meeting the requirements is identified then a competitive acquisition for the requirement will be considered.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
