Project/Program Name: Multi-Link 16 Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

Request brand name purchase of the following: licenses of MANDRIL for Multi-Links annual renewal.

This is an annual renewal of software license and support subscription to maintain licenses of MANDRIL for Multi-Links. MANDRIL is used across the AFFTC to decode and analyze recording of data link traffic from Link Line of Site and Beyond Line of Site RF networks.

Section C: Justification for Soliciting from a Single Source

The MANDRIL software, licenses, and product support are only available from Interoperable System Group who is the only US distributor of MANDRIL software. MANDRIL software is manufactured by Lockheed Martin UK.

Section D: Efforts to Obtain Competition

A request for information was posted to NETCENTS to 26 small business vendors. There was no response to this posting.

Section E: Steps to Preclude Future Single Source Awards

Efforts to identify an alternate solution to meet this requirement is an on-going effort.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
