SECTION I
1.0 DESCRIPTION OF SERVICES
1.1. General
This is a non-personnel services contract to provide Medium Power (MP) Radar Absorbing Material (RAM) and testing of the MP RAM prior to delivery. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1.1. Overview Description of Services/Introduction
The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform testing of the RAM to ensure increased power handling performance to accommodate higher power systems, without major degradation of performance across frequency, as defined in this Statement of Work (SOW) except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources applied to accomplish all tasking under the contract. The Contractor shall be responsible for maintaining communication with the Contracting Officer (CO), and to immediately notify the CO of any problems that would prevent timely performance of this contract. The Contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.
1.2. Background
The 772d Test Squadron (TS), Edwards AFB, CA has a requirement to provide electromagnetic energy absorption in the MP handling range for use in the Benfield Anechoic Facility (BAF). This capability requires increased power handling performance to accommodate higher power systems, without major degradation of performance across frequency. The overall use of RAM is to eliminate multi-path reflections back to the System Under Test (SUT). The RAM must be of open-cell foam with proportionally consistent pore sizes to help dissipate the heat generated by higher power energy. This request is for a total of 2,050 pieces of 24-inches long by 24-inches wide by 24-inches high pyramidal MP RAM.
1.3. Inherently Governmental Function
The Contractor shall not perform Inherently Governmental functions as defined in FAR Subpart 7.5 in relationship to this SOW.

1.5. Place of Performance
The contractor shall perform the services in the SOW at the contractor location.
1.6. RAM Requirements
The following outlines the requirements for the contractor to manufacture MP RAM and provide testing for reflectivity across frequency and power handling performance, manufacturing constraints, delivery and installation constraints, fire retardant, physical characteristics for RAM, and past performance requirements. In addition to the required reflectivity and power data along with link budgets, the 772TS requires a test plan for reflectivity and power testing prior to testing for the 772TS’ review.

1.6.1. Measurement of RAM Reflectivity
Contractor shall conduct measurements of the RAM reflectivity across frequency for each lot. (A lot is defined as a manufacturing run for which there is no break in production, base materials are mixed from the same supplier’s batches, and a mixture operation is not stopped/restarted). The 10% required of each lot of RAM shall be uniquely numbered and representative samples tested. The individual RAM pieces must be randomly selected for each lot sample test. The frequency range required for these measurements is from 500 MHz to 18 GHz at a normal incidence angle. The table below has the Normal Incidence Reflectivity minimum specifications. Test samples will be taken from lots throughout all manufacturing runs. Electronic and/or paper copies of the measured reflectivity data shall be delivered for each set of RAM being tested. All test sample batches will be labeled with serial numbers and data that indicates which serial numbered pieces were tested out of which batch. An additional test requirement for lot 1 is to number each piece of RAM so it has an identifying number on it and then place them on the reflectivity table so they will be documented before the first reflectivity measurement. Record the individual RAM pieces location by number. Make the first reflectivity measurement. Next step the placement of the numbered RAM pieces will be randomly shifted on the reflectivity table and the reflectivity data will be recollected.
Record the numbered RAM placement by number location. Next the same pieces will be put back on the reflectivity table in their original record numbered locations and a repeatability measurement will be made of the original data. This process will be repeated for each of the seven frequencies for one complete Lot.
This data will be delivered prior to shipment.

1.6.2. Radio Frequency (RF) Power Handling
The contractor shall conduct RF power handling tests for MP RAM. The RF power handling will be ran at a power level of two (2) watts per square inch. These power measurements will run for a duration of one
(1) hour at each frequency listed, 500 MHz, 1.0 GHz, 3.0 GHz, 6.5 GHz, 9.0 GHz, 12.0 GHz and 18.0 GHz.. For the seven (7) test frequencies listed, there will be one sample of RAM to be tested from each manufacturing lot. The sample will be randomly selected from the build of each lot. For each one (1) hour test at each frequency at the specified power level, temperatures will be monitored by thermocouples at three locations which are three (3) inches, six (6) inches and twelve (12) inches from the pyramid tip in the middle pyramid of the two (2) foot by two (2) foot block. The data to be recorded is Temperature versus Time at a power of two (2) watts per square inch. The rise time to temperature and cool down time to ambient will also be recorded.
1.6.2.1. High Power Test Range
The high power test range will be free space with minimized reflections. The illumination wave front where the peak energy is will be pointed at the center pyramid of the two (2) foot by two (2) foot test sample. The two (2) foot by two (2) foot test sample is to be made up of nine (9) pyramids. A probe of the test area is
ATTACHMENT 1 FA9302-17-P-K004 Page 4 of 8 required with measurements of the amplitude taper over the two (2) foot by two (2) foot test area. A bi-directional coupler will used in the amplifier output path prior to the transmit antenna to measure and record forward and reflected output power during the testing. A link budget for all seven (7) frequencies of power testing of the two (2) watts per square inch will be delivered with the data. The power measurements will be performed in an ambient air flow condition (no forced air at the material).

1.6.3. Data Delivery
The contractor shall adhere to data delivery requirements. All data collected for frequency versus reflectivity and power versus temperature/time testing must be provided on or before date of RAM delivery. The Government will not accept any shipments of RAM which do not have the required associated data supplied upon date of RAM delivery. Each measurement plot must identify by serial number which pieces were tested for that plot. Additionally, a table must be provided to show which serial numbers belong to which lot.
1.6.3.1. Storage Requirements
The contractor shall provide a manufacture warehousing specification sheet that will include the temperature and humidity requirements for storage locations outside of the Anechoic Chamber.
1.6.4. Manufacturing Constraints
The contractor shall adhere to certain manufacturing constraints due to the multi-use test nature of the BAF.
1.6.4.1. Glue/Seam Line of RAM
Glue lines are generally undesirable for high frequency BAF tests. If any manufactured RAM will include any seams whatsoever, the seams must be characterized for possible performance degradation. Appropriate data and graphs must be provided. The seam lines are to be specified.
1.6.4.2. Power, Shape and Color of RAM
The RAM to be purchased for this SOW shall be of standard MP pyramid design with nine (9) pyramids per RAM piece for 24-inches long by 24-inches wide by 24-inches high size. The RAM paint color will be maroon (purple).
1.6.4.3. Dimension of RAM
The RAM shall be manufactured to a 24-inch length by 24-inch width base with a maximum size tolerance of +0.25 inch/-0.25 inch.

1.6.4.4. Shed or Leaching Restrictions
The RAM must not shed or leach carbon and fire retardants through the outer paint. All RAM to be purchased as part of this SOW must not shed carbon particles during normal handling including dropping an upright piece of RAM from a height of three (3) feet onto a concrete surface (with the bottom RAM surface impacting the concrete).
1.6.4.5. Manufacturing Process
The RAM manufacturing processing must use a binder for both the loading ingredients and fire retardant ingredients.
1.6.4.6. Delivery and Installation Coordination
The contractor shall ensure RAM delivery and installation is coordinated with the 772 TS EWOI Flight Chief (772 TS/EWOI) at or 772 TS Civilian Director of Operations (772 TS/DO) at
. Delivery and installation must be scheduled to begin no later than the week of June 15, 2018. The last delivery of the entire order should not exceed two (2) weeks from the first delivery.
1.6.5. Flammability of RAM
The contractor shall independently test the flammability of the RAM’s manufacturing method to meet the fire retardant required by NRL Report 8093 (Tests 1, 2, and 3). Additional fire retardant standards may be used as well such as UL 94 HBF.
1.6.6. Pyramidal RAM Physical Description
The physical description of the 24-inch and 24-inch pyramidal RAM is provided in the table below:

1.6.7. Prior Success
The contractor shall provide evidence of previous contract success in meeting identical or similar requirements with data:
a. RAM manufactured to similar specifications (SOW Para 1.6.4.3).
b. Ram testing to similar specifications (SOW Para 1.6) (SOW Para 1.6.1) (SOW Para 1.6.2) (SOW Para 1.6.2.1).
c. Meeting flammability testing requirements IAW NRL Report 8093 (Tests 1, 2 and 3)
d. Ability to deliver a similar quantity of RAM within the time frame specified (SOW Para 1.6.4.6).

DEFINITIONS
Contract Administrator (CA). The individual within the contracting office who performs the day-to-day administration of the contract. The contract administrator may also be the contracting officer.
Contracting Officer (CO). The duly appointed Government agent authorized to award or administer contracts. The contracting officer is the only person authorized to contractually obligate the Government.
Link Budget. An accounting of all of the gains and losses from the transmitter, through the medium (free space, cable, waveguide, fiber, etc.) to the receiver in a telecommunication system.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate, to obtain a vehicle pass.
(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management citing the appropriate paragraphs as applicable.

(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
(f) Failure to comply with these requirements may result in withholding of final payment.

FAR 52.209-7 INFORMATION REGARDING RESPONSIBILITY MATTERS (Jul 2013)
(a) Definitions. As used in this provision—
“Administrative proceeding” means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract Appeals Proceedings). This includes administrative proceeding at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.

“Federal contracts and grants with total value greater than $10,000,000” means—
(1) The total value of all current, active contracts and grants, including all priced options; and
(2) The total value of all current, active orders including all priced options under indefinite-delivery, indefinite-quantity, 8(a), or requirements contracts (including task and delivery and multiple-award Schedules).
“Principal” means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager;
