II. Nature and/or description of the action being processed.
The proposed action will result in a new Sole Source, Firm-Fixed Price (FFP), commercial contract. The proposed source is:

III. Description of supplies/services required to meet agency needs.
The components below will be assembled to create the radios required. Total acquisition is which will be paid by appropriation 3600. The estimated delivery date is 150 days ARO.

IV. Statutory authority permitting other than full and open competition.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Harris Series Radios are the cornerstone of the Testing program design and mission. The Series has been in use with the and are of paramount importance to accomplishing Test Milestones within anticipated completion estimates. Similar model Harris radios have been previously acquired under acquisitions:
The proposed action differs from previous awards of Harris radios, due to the approved and capable , of which Harris is the only known source that can satisfy the requirements of supporting all the necessary test support needs for current and known future capabilities that are to be implemented onto platforms. Previous awards listed in Section V, sole source to Harris, did not require the approved requirements to provide an capability. After extensive online research, Harris is the only vendor that creates a approved radio that will satisfy current and known future capabilities that are to be implemented onto platforms.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
In order to ensure that the anticipated cost to the government will be fair and reasonable, the Contracting Officer shall review market research, IAW FAR Part 10, comparison of the proposed price with pricing found reasonable on previous purchases, current price lists, and comparison with similar items in related industry.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was performed to seek and identify products that can provide the same features as the Radio as well as the Radio. Due to the unique nature of this product - the approved
