MEMORANDUM FOR 7 CONS/LGCB

FROM: 7 EMS/CC

SUBJECT: Sole Source Justification for the Aircraft Structural Maintenance Corrosion Control Facilities Preventative Maintenance by Aerospace Facilities Group, Inc. (AFG) Las Vegas, Nevada.

In accordance with the requirements established by FAR Part 6, the following information is provided as justification for the use of the authority set forth in FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”

1. Contracting Activity: 7 CONS/LGCB

2. Nature of Acquisition: Request sole source for: Services required are Paint Booth preventative maintenance and inspection of the booth, AMUs, fans, motors, heaters, lights, magnehelic gauges, pitot tubes and all associated equipment. This includes everything that makes the booth run. Preventative maintenance and inspection of the two small and one large blasting booths, inspection of hoses and lines, dust collectors, valves, and all supporting equipment is also required.

3. Description of Supplies or Services (including the estimated value): Preventative maintenance for all Aircraft Structural Maintenance Corrosion Control corrosion equipment and facilities. Estimated value is ________ for the base year with a 4 additional years option totaling ______ for all five years.

4. Applicability of Authority: 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. Contractor’s Unique Qualifications: AFG has vast experience performing preventative maintenance and nonscheduled maintenance of paint booths (from small cross‐drafts to large aircraft inserts), blasting booths, blasting cabinets, breathing air systems and all the other equipment for the support of corrosion control maintenance of aircraft and parts. AFG is the expert in this area with years of experience. AFG is also the sole manufacturer who will warranty all existing equipment for one year at the start of contract, no other company will and use of a less equipped or experienced company will void the one year warranty on the smaller parts already installed due to no maintenance contract, for example, pumps, sensors, air lines, costing the Air Force approximately $10,000.00 a year. The company is also well versed in military and civilian regulations, laws and rules for the equipment and technician safety. The company also uses their in house trained and certified professionals who are well versed compared to outsourced contractors who do not deal specifically with our equipment. AFG has access to any and all proprietary data pertaining to the equipment and can supply technical expertise responsible for the original design and implementation of the equipment. Smaller parts of the insert have been recently serviced in December of 2014 and are still under AFG warranty. In order to avoid jeopardizing the terms of the warranty, this work must be accomplished by the manufacturer, Aerospace Facilities Group, Inc., thereby precluding consideration of these supplies/services from being performed by another company.

6. Effort to Obtain Competition: No other companies will warranty existing equipment on the large booth insert. There is $4,000,000.00 in existing equipment that has not had scheduled service since installation 2 years ago, only emergency service has been provided on an as-fail basis. AFG manufactured the equipment and can guarantee the service life for one year, matching the original warranty.

7. Fair and Reasonable Cost: No other companies will warranty existing equipment on the large booth insert. There is $4,000,000.00 in existing equipment that has not had scheduled service since installation 2 years ago, only emergency service has been provided on an as-fail basis. AFG manufactured the equipment and can guarantee the service life for one year, matching the original warranty.

8. Market Research: Structural Maintenance supervision researched the Internet, called companies on the telephone and e-mailed companies with no response or insufficient responses to us as the customer/corrosion experts. We have researched companies that can not only perform the maintenance and upkeep of our specific equipment but also warranty it and have the specific rights. No other company to our knowledge can support our requirement

9. Listing of Sources: Aerospace Facilities Group, Inc. (AFG) Las Vegas, Nevada.

10. Barriers to Competition. Currently the new insert has just begun operations after two years of awaiting validation to begin operations. The $4,000,000.00 worth of equipment that has lain dormant has expired its original warranty that came with the whole system by one year, excluding the smaller parts we have replaced due to work stoppage. Because the equipment has lain dormant for two years, it has become unreliable due to dry seals and buildup on corrosive parts. AFG will warranty those parts for one year during the new contract potentially saving the Air Force $1,500,000.00. Also, AFG is the only company authorized by Global Finishing (equipment manufacturer) to maintain and provide parts for this type of paint booth, and the only authorized dealer that can provide genuine replacement parts, software maintenance and repairs to the operating system. Non-genuine parts may compromise the safety and operation of this paint booth and related support equipment. Non-genuine parts can also affect product component life span and increase future system repair/replacement costs along with making the booth non-compliant with base bio-environmental.

11. User’s Certification: The undersigned hereby certifies that the information contained herein is accurate to the best of their knowledge and belief. Based on the forgoing information, I hereby determine the service required acceptable for sole source procurement using FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

12. Contracting Officer’s Certification: The Contracting Officer’s signature below represents a certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief.
