PROTESTANT RELGIOUS EDUCATION COORDINATOR

PERFORMANCE WORK STATEMENT (PWS)

1. SECTION 1. DESCRIPTION OF SERVICES

1.1. Description of Services. The Protestant RE (RE) Coordinator (Contractor) will work with the

RE Chaplain to provide a comprehensive Christian Education program for the Dyess AFB

Chapel (Customer). The contractor shall provide all personnel, equipment, supplies, supervision, and other items and services necessary to function as Protestant RE Coordinator, Dyess Air Force Base, Abilene, Texas in accordance with this PWS. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions and commercial practices.

1.2. PERFORMANCE REQUIREMENTS:

1.2.1. QUALIFICATIONS: The Contractor must submit a resume to document that the following qualifications are met. The Protestant RE Coordinator must:

1.2.2. Have 6 months previous experience within the past two years by employment or volunteer preferred as: 1) a RE Coordinator in a military chapel, or 2) a civilian director of RE or equivalent. Documentation of this experience must be in the form of a resume.

1.2.3. Be open to working in a military chapel in a pluralistic environment. This includes working on ecumenical projects with the chapel’s Catholic parish and involvement with persons from a wide variety of Protestant theological backgrounds and viewpoints.

1.2.4. Be able to maintain professional relationships with teachers, students, parish members, chapel staff from a variety of denominational backgrounds.

1.2.5. Consistently reflect a positive, encouraging attitude through dress, appearance, and demeanor.

1.2.6. Undergo a government background investigation (at government expense) in accordance with Department of Defense Instruction 1402.5.

1.2.7. Undergo a successful background criminal history check (at government expense) at (local), state, and national levels, including an Installation Records Check (IRC), a State Criminal

History Repository (SCHR), and a National Agency Check and Inquiries (NACI).

Contractors may be hired pending successful completion of background checks. Background checks are completed IAW AFI 31-113, Homeland Security Directive 12, and DoD Directive

5200.08-R. This background check normally takes one business day.

1.3. PERFORMANCE WORK STATEMENT: The Protestant RE Coordinator will:

1.3.1. Organize and manage the Protestant RE program at Dyess AFB.

1.3.2. Be accountable to the Deputy Wing Chaplain, through the Protestant RE Chaplain, as the resource person, advisor, and coordinator of RE for the Protestant Parish; being responsible for planning, promoting, and implementing a comprehensive and unified Christian education program at the Dyess Air Force Base chapel.

1.3.3. Recruit, prepare, and assign volunteer teachers and substitutes, and other necessary staff;

organizing and providing teacher-training workshops/events as required. Provide orientation to new volunteers in the area of facilities, funding, policies, and resources, while presenting follow up training and education in coordination with the RE. Ensures volunteers submit a background check application with the chapel monitor and follow up on its completion.

1.3.4. Implement Sunday school promotion activities.

1.3.5. Conduct Sunday School class and or provide volunteers to ensure a well-balanced educational approach.

1.3.6. Keep records of enrollment and attendance on file utilizing current system. Maintain

Protestant RE files and submit attendance reports to chapel staff monthly. The RE Chaplain will include data in AFCCARS report and utilize as needed. Maintain a current roster of the volunteer Sunday school staff, ensuring all volunteer staff are aware of local safety requirements and procedures.

1.3.7. Ensure timely follow-up contact is made with all Sunday school visitors and absentee members.

1.3.8. Oversee the weekly Sunday school program held in chapel or base facilities including, but not limited to: unlocking classrooms, preparing and distributing materials, arranging and maintaining on-site storage (as necessary), coordinating facility availability and arrangements.

1.3.9. Responsible for monitoring the handling of all funds received to insure compliance with

Dyess Chapel Operating Instruction.

1.3.10 Provide administrative support for all Protestant religious programs including, but not limited to: procurement of curricula and supplies, attendance at the semi-annual Chapel Financial

Working Group where the annual CTOF and Appropriated fund budgets and calendar of events will be submitted (for curricula, supplies, events and other materials). These suspenses will be submitted in accordance with Dyess Chaplain Corps AFI and OI guidance. Following guidance in AFI 52-105V1 and 52-105V11.

1.3.10. Submits Appropriated and CTOF funds request in accordance with regualtions to purchase program related supplies and curriculum. Will ensure correct funds are used for the literature, supplies and/or event/program.

1.3.11. Coordinate, schedule, and organize Vacation Bible School in conjunction with the RE

Chaplain. Recruit volunteer teachers and staff.

1.3.12. Responsible for selecting curricula, creating the educational and experiential environment

(e.g., transforming chapel facilities into ancient Jerusalem, under sea or other specialized environment), promoting program, recruiting and training volunteer leaders. Program does not need to be the traditional week-long event.

1.3.13. Coordinate special RE and Sunday school events for major religious holy days and special seasons (as required).

1.3.14. Select and cast program, implement rehearsal schedule, recruit volunteers for set design, music direction, choreography, wardrobe, etc. for special programs (e.g. Christmas Pageant, Resurrection Egg Hunt), and other events as coordinated with Deputy Wing Chaplain through the RE Chaplain.

1.3.15. Assist in other areas of the RE Program as needed.

1.3.16. Participate in at least one continuing education/professional development event each year (as funding is available through the Dyess CTOF Account).

1.3.17. Arrange for a fully qualified substitute to provide required services in the absence of the

Coordinator. The Chaplain in charge of RE in coordination with Deputy Wing Chaplain or the Wing Chaplain must approve absences and substitutes in advance.

1.4. COMPLIANCE AND STANDARDS:

1.4.1. Contractor will comply with all requirements set forth in applicable Air Force Instructions, regulations, and policies (includes locally established policies).

1.4.2. Contractor will comply with all procedures established by the Wing Chaplain, chaplain in charge, and Superintendent.

1.4.3. This contract is for twelve (12) months. The Contractor will be paid on a monthly basis, the amount being specified on the signed contract. Contractor will utilize WAWF for submitting invoices online on a monthly basis.

1.4.4. While on the military installation, the Contractor shall be subject to monitoring and inspection but under no circumstances shall such person be deemed to be employees or agents of the government.

1.4.5. The Chaplain in Charge of RE who will monitor performance for this contract in coordination with the Deputy Wing Chaplain or Wing Chaplain. The Customer will provide items deemed necessary to perform services described in this PWS.

1.5. DISPUTE CLAUSE:

1.5.1. Any grievance by the Contractor shall be resolved at the lowest level. The Chain of

Command is as follows: RE Chaplain, Deputy Wing Chaplain, and then the Wing Chaplain.

If this does not resolve the problem, the Contractor should follow guidance given from the base Contracting Officer.

1.6. SAFETY

1.6.1. Contractor shall comply with all applicable OSHA and AFOSH standards.

1.6.2. Contractor shall not bring any hazardous materials onto Dyess AFB or use hazardous materials in any Dyess Facility.

1.6.3. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned or privately-owned vehicles while on Dyess Air Force Base.

1.6.4. The government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employees, who is identified as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population.

2. SECTION 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1. Government Furnished Property. The government shall provide common office area equipment and supplies for use by the contractor in performance of official duties.

2.2. The Contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs.

2.3. The Contractor coordinates all support requirements with the Chaplain of RE or a designated representative.

3. SECTION 3. GENERAL INFORMATION

3.1.1 Hours of Operation. The contractor shall perform the services required under this contract during the hours listed below unless otherwise noted. Scheduled times may vary dependent upon mission requirements. Approximately 10 hours per week are required.

3.1.2. Federal Holidays. The following federal holidays are observed at Dyess AFB. If federal holidays fall on Saturday, the preceding Friday will be observed. If federal holidays fall on

Sunday, the following Monday will be observed. The contractor shall be required to provide services on some holidays in conjunction with religious observances.

New Year’s Day - 1 January Labor Day - 1st Monday in September

Martin Luther King Day - 3rd Monday in January Columbus Day - 2nd Monday in October

President’s Day - 3rd Monday in February Veteran’s Day - 11 November

Memorial Day - last Monday in May Thanksgiving - 4th Thursday in November

Independence Day - 4 July Christmas - 25 December

3.1.3. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

3.1.4. Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes.

The contractor shall comply with all requirements and procedures IAW FAR 5352.242-

9000, Contractor Access to Air Force Installations.
