STATEMENT OF WORK
FOR
MOTOR-GENERATOR SET REPLACEMENT
BUILDING 700
JOINT BASE CHARLESTON-AIR BASE, SC
3/23/2016
STATEMENT OF WORK FOR F1M2X55337AW01
I. DESCRIPTION OF WORK/PURPOSE
The contractor shall furnish all necessary personnel, labor, supervision, materials, equipment, tools and vehicles as required to supply and perform the replacement (removal/installation) of one (1) each 60 to 400 Hz motor-generator
(M-G) set for frequency conversion to the 437th Maintenance Squadron (MXS) at Building 700, Joint Base
Charleston – Air Base, South Carolina.
II. SPECIFICATIONS
A. Existing Motor-Generator Set: The existing motor-generator has the following specifications:
MFG: KATO Engineering
60 to 400 Hz Motor-Generator
M-G Set Code: 60-400-5-300
Motor Data Type: 6 pole, 1200 RPM synchronous motor with a direct connected rotating brushless exciter
Motor Data: 210 HP, 1.0 Power Factor, 416 Volts, 3 Phase, 60 Hz 9 wire wye connected
Generator Data Type: 40 Pole, 1200 RPM, Synchronous with a direct connected rotating brushless exciter
Electrical Rating: 144 kw, 180 kVA, 0.8 Power Factor, 575 Volts, 3 Phase, 400 Hz, 4 wire wye connected
B. New Motor-Generator Set: The replacement (new) motor-generator set shall be technically, operationally, and functionally compatible with the facility’s existing electrical components and wiring infrastructure without the procurement of additional supporting equipment by the end user. Motor – Generator Set should be of a common frame type horizontally mounted with all rotating components mounted on one shaft. The shaft should be supported by two bearings and include rubber pad, mounted on a base with forklift provisions. A voltage regulator shall be provided with standard controls, protective devices necessary for paralleling and control. The
M-G set should have open drip-proof construction.
The control panel shall be enclosed in accordance with NEMA 250, type 1. The frame and enclosure shall be vermin proof and the M-G set painted RAL-7042 gray in color. The three phase, 1200 RPM synchronous motor, with 60 Hz rated input shall be adjustable to maintain unity power factor at full load and operate on a constant excitation regardless of load. The M-G set must also have adequate horsepower to drive the generator at 120 percent of rated load.
At minimum, the new motor-generator set’s control system shall possess the following features and/or characteristics:

Voltage adjust rheostat for A AVR with +/- 10% volt adjust
Series-wye parallel, reduced current, Open transition motor starter
Control transformer, for control power
LED reset push button
Start/Stop push button
LED test push button
Input circuit protection with shunt trip

Generator output over voltage protection relay
Motor on LED
Motor line ammeter, 3½” square, 2% accuracy
Generator undervoltage protection relay with LED indication

Generator output under frequency protection relay with LED indication

Generator ammeter, 3 ½” square, 2% accuracy

C. REGULATIONS/STANDARDS
The contractor shall comply with commercial/industry standards and certifications for all work performed.
Additionally, the following regulations or standards may apply to this requirement:
MIL-STD-704E, Aircraft Power Characteristics
MIL-STD-705C, Generator Sets, Engine Driven Methods of Tests & Instructions
ISO 9001 (current) standards
III. SUMMARY OF WORK
A. Replacement: Replacement shall consist of the contractor removing one (1) existing generator and installing one (1) new motor-generator set located on the ground floor of Building 700. Installation includes reassembly of all electrical components, wiring and tagouts/lockouts guidelines. A qualified electrician with current licensing/certifications on all task pertaining to the removal and installation of the M-G set must be onsite to disassemble and reassemble all electrical components, wiring, and tagouts/lockouts guidelines.
Installation of all bolts and anchors to properly secure generator in place. Top cable entry is required and all failure indication must include a manual reset.
B. Maintenance/Testing: Factory testing prior to shipping shall be performed in accordance with MIL-STD-
705 and IEEE Standard 115 to verify functionality and compatibility. The contractor shall perform testing/preventative maintenance (PM) after the installation of the new motor-generator set to ensure all electrical connections and components are functioning properly in accordance with the manufacturer’s recommendations to ensure reliable and continuous safe operation of equipment.
C. Removal/Disposal: The contractor is responsible for the removal and proper disposal of all packaging material and debris associate with the installation/removal of the M-G set.
D. Safety: The contractor shall comply with all safety regulations and procedures. Upon request, Contractor will provide OSHA 300 and 301 logs to the safety office for mishaps occurring on the installation. Any mishaps involving damage to Government property or injury to Government personnel will be immediately reported to the base safety office. Contractors, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards. In cases where the contactor will work with Government personnel, Government safety standards will be followed.
E. Performance: The contractor shall begin work within a thirty (30) calendar day period. Once started, all work must be completed within Sixty (60) calendar days.
IV. UTILITIES PROVIDED
The Government shall provide basic utilities to include electricity and water. There are no other government furnished property or other services in this contract; materials, equipment, labor, and supplies necessary for the successful performance of this contract shall be provided by the contractor.
V. GENERAL INFORMATION
A. Hours of Operation: The base hours of operation are 7:00AM to 15:30PM, Monday through Friday. The
Contractor will be provided a point of contact (upon receipt of award) for delivery and set-up.
B. Security Requirements:
1. FPCON (Force Protection Condition) Checks. Additional FPCON checks may occur sporadically.
Increased military security measures shall dictate the use of force protection conditions (FPCON) Alpha, Bravo, Charlie or Delta for the base. The government will notify the contractor if the base is placed under a FPCON and provide the appropriate FPCON instructions to follow.
2.Contractor Personnel. The contractor shall not employ persons for work on this contract if such employees are identified to the contractor, by the contracting officer, as a potential threat to health, safety, security, general well-being, or operational mission of the installation and its population. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor will be escorted by government personnel while working inside of building 700.
C. Base Access: The Contractor shall obtain personal identification passes for all employees and vehicle passes for all Contractor vehicles requiring entry onto Joint Base Charleston – Air Base. The contractor must complete Contractor Form 74 and submit it through the Contracting Officer to the Visitor Control Center.
Vehicle registration, proof of vehicle insurance and a valid driver’s license must be presented for all vehicles to be registered. All contractor personnel shall wear badge issued at all times while on Joint Base Charleston.
In addition, contractor personnel must be accompanied by their Project Manager.
D. Base Safety: It is the contractor’s responsibility to identify and comply with all federal, state and local regulations or laws and apply the procedures or protocols in provision of services identified within this SOW.
Any mishaps involving damage to US Government property or injury to personnel will be immediately reported to the base safety office (843)963-5603. Contractors, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards.
