The incumbent has worked on this contract for approximately 9 months

No transition period and performance begins on 13 July 2020

5. 52.212-2—Evaluation Commercial Items
(a) The Government will award a contract resulting from this combined synopsis to the responsible vendor whose offer conforming to the PWS will be most advantageous to the Government. The following factors shall be used to evaluate offers:
i. Price – fair, reasonable, and balanced
ii. The technically acceptable lowest priced offer will be determined by an evaluation of the proposed solutions to meet the requirements of the PWS on an Acceptable/Unacceptable basis.
If the Government receives 3 or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives 3 or more initial quotes the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.
5. What Occupational Code from the SCA Wage Determination should be used?
01000 - Administrative Support And Clerical Occupations. There are several occupations codes that fall under this category. View the requirements of the PWS and determine which occupation code suit the skill set of your selectee for this requirement. At the minimum 01051 Data Entry Operator I.
6. Can the government confirm that this position falls under Executive Order (EO) 13706 which allows 1 hour of paid sick leave for every 30 hours of work up to 56 hours of paid sick leave each year?
Yes. Coverage Executive Order 13706 applies to new contracts and replacements for expiring contracts with the Federal Government that result from solicitations issued on or after January 1, 2017 (or that are awarded outside the solicitation process on or after January 1, 2017).
Service Contracts: Under the Final Rule, both procurement and non-procurement contracts that are subject to the SCA and its implementing regulations are subject to the Executive Order’s requirements.
7. Can the government confirm if the SCA Wage Determination paid Health and Welfare benefit of $4.22 under EO 13706 is applicable?
Yes, review attached Wage Determination
8. In addition to the SCA requirement for paid government holidays, can the government confirm that paid vacation will accrue after one year of work, according to the Wage Determination timetable?
Guidance from Wage Determination: VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor 3 weeks after 8 years and 4 weeks after 15 years. Length of service includes the whole span of continuous service with the present contractor or successor wherever employed and with the predecessor contractors in the performance of similar work at the same Federal facility. (See 29 CFR 4.173)
9. Can the government confirm if a resume is required for the proposed Key Personnel/employee?
Yes, a resume is required.
10. Can the government confirm what is the Past Performance requirement?
Refer to synopsis –Paragraph 8. B- 52.212-2- Evaluation –Commercial Items for evaluation factors.
11. Can you confirm that the required annual work hours are 1920? With regards to pricing, what are the required number of hours annually for this position?
The contractor will perform a maximum of 40 hours per week. The hours of operations are listed on the Performance Work Statement. Please refer to paragraphs 12.0 Hours of Operations, 12.1 Normal Hours, and 12.2 Federal Holidays.
12. I noticed the solicitation number listed on the combined synopsis/solicitation is different than that listed in Beta Sam F1G3C80147AW01 so I am sending this again.
The solicitation number for this requirement is listed on the combo/synopsis (FA4608-20-Q-S107); F1G3C80147AW01 is the purchase request number.
