Medical Virtual Library Subscription SOW
STATEMENT OF WORK (SOW)
FOR
Medical Virtual Library Subscription
Dated: 04 September 2014
1. BACKGROUND
The Air Force (AF) Medical Service (AFMS) maintains a virtual library to replace physical medical libraries. Subscriptions to online databases of medical journals and indices from medical publishers are required. A link to the subscriptions is posted on the AFMS Virtual
Library site https://kx2.afms.mil/kj/kx8/VirtualLibrary/Pages/home.aspx and also Internet
Protocol (IP)-authenticated at each Air Force Medical Treatment Facility (MTF). The online resources provide full-text journals and indices to medical literature to the desktop of physicians, nurses, and allied health personnel throughout the AFMS. The database must have search tools including the National Library of Medicine Subject Headings. The database and full-text titles in the appendix to this SOW (Attachment 1) were carefully chosen to meet the clinical and research needs of the providers in the AFMS and cannot be substituted. Titles must include current full-text issues and access to older issues.
2. SCOPE
This subscription shall be available 24 hours a day, 7 days a week. Content will be linked to full-text journal content including figures, pictures, and graphs; electronic tables of contents, early release articles, and alerts concerning corrected articles. The vendor shall provide multiple, simultaneous access via internet/world wide web to the site. The vendor shall ensure an internet browser, such as Explorer, Firefox, or Netscape, enables authorized users to search the database and retrieve full-text journal articles and bibliographic citations.
3. MINIMUM REQUIREMENTS
3.1 Access to EBSCO MEDLINE (National Library of Medicine) Content.
3.1.1 Provide site availability 24 hours a day, 365 days a year excluding website maintenance requirements.
3.1.3 Provide 30 days prior notice of accessibility unavailability resultant from upgrade or other electronic maintenance requirements. Notice shall be accomplished by posting a notice to the website.
3.1.4 Provide specified content in a single interface with searching tools.
3.1.5 Provide the following coverage: Full text and PDFs of the journals, as well as tables of contents and abstracts, extensive full-text searching capabilities, links from cited references to https://kx2.afms.mil/kj/kx8/VirtualLibrary/Pages/home.aspx the full text of articles, and the ability to download figures and tables to slides. Additional journal features include downloading to a citation manager, retrieving relevant citations, emailing citations and full-text, and saving and printing citations and full-text articles.
3.1.6 Provide access to the journal titles listed in Attachment 1. Access must include current full-text issues and historical issues of the journals.
3.1.7 Access to EBSCO MEDLINE shall be available to be accessed using multiple search criteria to include but not limited to:
Selecting the current issue to view the current table of contents or past issues to view earlier content.
Performing a Simple Search to find articles in which the word(s) appears.
Using Advanced Search to search on specific fields (author, title, keyword, and National
Library of Medicine Subject Headings) within articles of all the journals accessible via this subscription.
Cited search to retrieve articles that have referenced the specific article or author.
3.1.8 Access to the vendor’s web site will be available 24/7 to authorized users via both IP authentication and some form of token/key generation. This token/key generation will only be permitted for authorized users that have logged into the AFMS Virtual Library.
3.1.9 Provide access to authorized users. Authorized users include: Air Force Medical Service active duty members, Air Force guard and reserve members, Government Service personnel, employees, students, contractors, physicians at USMEPCOM, and/or providers having privileges at an Air Force MTF who are directly involved in providing health care services to patients at an
Air Force MTF or at the San Antonio Military Medical Center campuses. Additional authorized users shall be added throughout the life of the contract at no additional cost to the Government, as needed.
3.1.10 . Ensure website is updated to provide the most up to date information to the AFMS customer.
3.2 Database Content
3.2.1 The database and full-text titles in the minimum requirements and in the appendix were carefully chosen to meet the clinical and research needs of the providers in the AFMS and cannot be substituted. Titles must include current full-text issues and access to older issues.
3.2.2 Include the content listed in paragraph 4.2.

5. GOVERNMENT FURNISHED INFORMATION
5.1 Government Furnished Information (GFI). The Government will supply the Vendor with a list of IP addresses for the government sites listed in paragraph . 4.1 As IP ranges are changed, the Government will provide the Vendor with an updated list.
