JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

IL NATURE AND/OR DESCRIPI10N OF THE ACfiON BEING APPROVED

This Justification and Approval (J&A) has been prepared to justify a FFP sole source procurement for a 4-year and 10..month ( 1 O..month base plus four one-year option periods) subscription to EBSCO's Vutual Medical Lllrrary to support Air Force Medical Service Agency (AFMSA)/8030. The tentative period of performance is 15 Nov 14 through 14 Sep 15 plus four

(4) one-year option periods and an evaluated 6-month extension of services CLIN with the option to extend services at any time during the period of performance.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET

AGENCY'S NEEDS

The AFMS depends upon online resources to replace physical medical Hbraries. The contractor shall provide approximately 3500 au1horized users from all Air Force Medical Service (AFMS) duty locations with the capability to access and to perform searches through the Air Force Virtual Library, at bttps://kx2.afin.s.mil/kj/kx81Virtua1Librazy/Pageslhome.as_px. for a virtual library or database of medical and veterinary journals, and content including figures, pictures, index and graphs, 24 hours a day, 7 days a week, and 365 days a year. The online resources provide full-text books and journals to the desktop ofphysiciens, nurses, joint coalition partners (e.g. Army veterinarians) and allied health personnel through the AFMS Virtual Lilmny.

CITED ABOVE (APPLICABILITY OF AUTHORITY)

EBSCO's Medline is needed for patient care, education and research, and pertinent health information necessary to provide quality healthcare to military and civilian personnel. EBSCO maintains full-text proprietorship of these journals. This specific collection offers over 1000 full texf journals (Attachment 1) and is delivered electronically to the desks of providers at approximately 75 MTFs. Several vendors provide books and journals, but are limited by EBSCO's proprietary rights for the titles that they can sell. The barrier to entry within the

Medical journal market is restricted by the number of researchers authoring books either for completion of their PhD, or for further career advancement. Once these journals are published, vendors seek exclusive license deals for these journals to obtain full-text proprietary rights from the authors.

VL DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

In order to ensure offers were solicited from as many potential sources, an RFI/Sources Sought was issued on 09 ~er 2014, with a closing date of 1 :00 pm local San Antonio Time on 23 September 2014.~endors responded:

Upon approval, this justification and approval document will be posted to www.fbo.gov upon 14 days of award, for 30 days IA W FAR 6.305.

VIL DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE

The Contracting Officer has determined the estimated cost o~ be fair end reasonable based on the Independent Government Cost Estimate provided by the Air Force technical expert. The Contracting Officer has also determined this is a commercial requirement Therefore, in accordance with FAR 15.403-3( c) the Contracting Officer may require EBSCO to submit other than certified cost or pricing data to support further analysis.

The AFMS will continuously conduct market research to determine if other vendors ere capable of providing these services.

The Contracting Officer's signature on the Coordination and Approval Document evidences that she has detemllned this docmnent to be both accurate and complete to the best of her knowledge and belief.

XIIl. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION

As evidenced by their signatures on the Coordination end Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate end complete.
