Polar Bear Range States Meeting 2018
Location: This project will take place over three days between January 29 and February 16, in Fairbanks, Alaska.
Background/History: The United States, Canada, Denmark (Greenland), Norway, and the Soviet Union (collectively referred to as “the Range States”) signed the Agreement on the Conservation of Polar Bears (commonly referred to as “the Range States Agreement”) in 1973.
Each country agreed to take appropriate action to protect the ecosystems of which polar bears are a part, and to manage polar bear populations in accordance with sound conservation practices based on the best available scientific data. The Range States adopted a 10-year Circumpolar Action Plan (CAP) in 2015. The CAP builds on international cooperation to conserve polar bears across their range.
The Range States meet bi-annually to discuss implementation of the Agreement. The Conservation of Arctic Flora and Fauna (CAFF) will also be holding a meeting in Fairbanks in January or February of 2018. Because there will be overlap in participants at both meetings, it is the hope of both the Range States and the CAFF that the meetings can take place back-to-back.
Scope:
Logistical Services A contractor will work with the FWS to coordinate the logistics of the meeting. Duties will include arranging meeting-related services, such as (but not limited to) securing a meeting location, securing lodging, IT/AV equipment and support, translation services, and working with CAFF meeting planners and potential donors/Range States partners.
The contractor must have experience with hosting events and working with vendors in Fairbanks.
The contractor should be familiar with existing Arctic groups (such as the Polar Bear Range States, the Arctic Council, and the CAFF) and their associated partners/potential donors. The contractor should have experience planning events for guests from Arctic countries, preferably with experience hosting Canadian, Greenlandic, Norwegian, and Russian governmental delegations.
Meeting Venue The contractor will secure a meeting room that can host a group of up to 100 people with tables, chairs, and linens setup per the attached diagram. The venue must be equivalent to facilities found at a 3-star hotel or university. The venue must also have the following:
• Fax machine
• Copy machine
• Scanner
• Wireless internet
• Fresh table linens
• Ability to secure meeting room at night
Preferred venue will be within walking distance of shops, restaurants, and hotels.
IT and A/V Equipment & Support Contractor will coordinate all IT needs, including wireless internet in meeting rooms, sufficient power strips throughout meeting room, overhead projector, 12x12 projection screen, table microphones, an interpretation/translation booth (including hood and computer monitor), and an AV technician on site for the duration of the meeting. The AV technician will set up the meeting room the evening prior to the first day of the meeting and adjust equipment as necessary throughout the meeting.
Government Furnished Equipment: The FWS will furnish audio equipment needed for oral translation except for translation booth. Contractor will be responsible for coordinating its setup and functionality with the appropriate IT and A/V technicians.
Translation The contractor will organize simultaneous oral interpretation (Russian-English only) during the meeting and written translation (Russian-English only) of meeting documents.
Two oral interpreters will be required and provided by the contractor; however, due to the specific vocabulary needs (i.e., knowledge of general scientific terminology and specific terms related to marine and arctic science in Russian and English) of the meeting, interpreters will be selected from a list provided by FWS. Translation will need to be simultaneous during the meeting. Interpreters will translate through an audio system during the meeting and participants will use headphones and receivers to hear the translations. USFWS will provide the headphones and receivers to the participants and headphones and transmitters to the interpreters; however, the A/V technician will need to ensure the compatibility with the IT and A/V setup.
Written translation will be needed to translate the outcome report from the meeting (approximately 4-6 pages) prior to the conclusion of the meeting; therefore, additional translation support on- or off-site during the meeting may be required. Translation of written documents associated with the meeting will be needed intermittently in the months prior to the meeting (August to January).
Government Furnished Equipment: The FWS will furnish audio equipment needed for oral translation except for translation booth. Contractor will be responsible for coordinating its setup and functionality with the appropriate IT and A/V technicians.
Meeting Coordinator The contractor will coordinate logistics for the meetings. This will include, but not be limited to, coordinating with interpreters for translation of handouts, PowerPoint presentations, or other documents as needed; creating name placards and/or posters for the meeting; greeting and directing meeting participants in the mornings, and other “behind-the-scenes” activities to ensure a smooth and consistent meeting.
Reception/Banquet The contractor will work with any potential donors to organize a welcome reception/banquet the first night of the meeting. The ability to hold an event and the scale of the event will be contingent on the amount received by donors.

A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.
Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
