SPECIFICATIONS

Law Enforcement, Region 8

Satellite Mobile System

1. GENERAL: Contractor shall replace existing Region 8 Division of Refuge LE mission critical law enforcement communications system. Officers are required to use the Cleveland NF dispatch center for day-to-day operations. We currently accomplish this through the application of satellite mobile radio system. The system functions as an in-car repeater, interconnected with our Motorola XTL and APX mobiles so officers can communicate outside the vehicle with portables through the mobile/satellite relay. The current system has an unacceptable delay of 6-9 seconds after a channel is opened.

2. REQUIREMENTS:

2.1. GENERAL:

2.1.1. Primary area of operation; California, Nevada, Klamath Basin (OR); additionally must have capability to work Nation-wide in the event of a response based on ESF13 requests.

2.1.2. Land Mobile Radio infrastructure, in the form of FWS or DOI owned repeaters are limited and not interconnected with our Dispatch center located at the Cleveland National Forest in San Diego area.

2.1.3. Interoperability with local, state and federal resources (nationwide) are necessary for job performance and safety of officers. Local interoperability via traditional terrestrial based LMR systems with Mobile and Portable two way radios must still be accessible by officers, most of which utilize Motorola devices (VHF, UHF and some 800mHz.)

2.1.4. System shall employ the use of LTE/4g/3g cellular, LMR (VHF, UHF, 800 mHz) and Satellite technology for 2 way radio/PTT communications between all units in the field and fixed site locations such as base stations, repeaters or a dispatch center.

2.1.5. Compatibility with a wide range of dispatch consoles and mobile radio’s. Current dispatch center is a Moducom. Current system utilizes cables and other hardware to interconnect mobile radios and consoles to satellite radio equipment

2.1.6. Utilize pass through technology to tx/rx GPS, emergency call, and other technology from traditional LMR portables/mobiles. An officer should be able to push his emergency button on his portable radio while away from the vehicle and transmit his Lat/Lon, if the portable is so equipped and ID number, to the dispatch center.

2.1.7. Have ability to interconnect with several media service types (Satellite, LMR, LTE/Cell).

2.1.8. Have the ability to act as an in-car repeater. (for officers out of the vehicle on portable radio).

2.1.9. Have data and voice simultaneously.

2.1.10. Have components readily available for maintenance/repair/upgrades/replacement.

2.1.11. System must have 24 hr system support and have a US based repair center.

2.1.12. Interoperability with other jurisdictions through software/hardware switching

2.1.13. Must have fleet mapping and fleet ID services/capability with up-to-date maps with key components such as cities, counties, and emergency services easily identified within the software or must be easily adapted to display that information.

2.1.14. Must be scalable, expandable. Including features such as:

2.1.14.1. Seamless integration of NCIC/NLETS consoles for in car computer checks with a wide range of compatible products/devices to perform those checks and is approved by DOJ, NLETS and DOI IRTM Security standards.

2.1.14.2. Must have capability to provide high speed data for use in access departmental records management systems.

2.1.15. System must be IP centric, IP capable to easily integrate it into DOI private network(s).

2.1.16. Antennas must be compatible with mobile operations, on vehicles, and not be such a high profile/size that they interfere with emergency lighting and/or other vehicle equipment/functions.

2.1.17. Must be reliable for operation in a variety of environments, rain/snow, cloud cover, near large bodies of water, dust storms, fog, urban and rural environments where buildings and mountainous terrain and foliage may interfere with signals in traditional systems.

2.1.18. Must provide seamless switching from satellite, radio or cellular data towers. i.e.

user is not required to select what satellite(s), radio tower or cellular tower to use.

2.1.19. Must be compatible with digital radios P25.

2.1.20. Must have capability of expanding number of talk channels, with a minimum of two dedicated to our program.

2.1.21. Must have programmable features to allow scanning, channel naming at the user level.

2.2. SYSTEM SETUP

2.2.1. Transition current system/function to new system/functions in phases to allow continued communication from field to dispatch center and area units;

2.2.1.1. Dispatch center system install/set-up

2.2.1.2. Installations and setup completed by zones (Northern Ca., Desert Zone (NV), Central California, Southern California)

2.2.2. This may require cross band services between new and old system at dispatch center until all field units are on new system.

2.2.3. System Set up must be completed in a short time frame once equipment is received (1-3 months).

2.2.4. This would include initializing all new equipment on vendor(s) service provider network(s) and systems.

2.2.5. This would include initializing all new equipment on vendor(s) service provider network(s) and systems

2.2.5.1. SIM Card installed and activated

2.2.5.2. Modems installed and activated

2.2.5.3. Cross band and communications interconnect cables installed and functioning in all mobile and fixed site units

2.2.5.4. Dispatch consoles set up and modulation levels adjusted for best performance and clarity of sound

2.3. CHANNEL SETUP AND CONFIGURATION

2.3.1. Channels/talk groups established on vendors network(s)

2.3.2. Channels/talk groups established on vendor supplied equipment and verified

2.3.3. Cross band and interconnect systems preloaded on hardware at vendor, fixed and mobile units

2.4. TRAFFIC MANAGEMENT AND PTT SERVICES:

2.4.1. Traffic management (least cost routing for LTE/Satellite) established in/at:

2.4.1.1. Vendor servers/fixed sites.

2.4.1.2. Vendor supplied modes/hardware in mobile units.

2.4.1.3. 24 hr Service numbers provided to users for assistance during outages/troubleshooting.

2.5. 2-WAY RADIO MOBILE DATA

2.5.1. Pass through technology from portable units/mobile units to dispatch center is active and verified. (includes mapping and emergency call button features).

2.5.2. This would include the future addition of adding NLETS terminals in vehicles.

2.6. HOSTED SERVICES

2.6.1. Hosted services, such as mapping/gps location are integrated and accessible via web access to dispatch center and command staff.

2.7. SYSTEM INSTALLATION AND INTEGRATION

2.7.1. Fixed site equipment installs should be conducted first and if necessary interconnected with existing system at dispatch center.

2.7.2. Remove old equipment and return to agency with no damage to mounting, hardware or wiring of vehicles, racks, and existing systems.

2.7.3. Mobile equipment installs should be conducted in phases as necessary within 3 months of receipt and activation/verification by vendor. Northern California, Nevada, Central California and Southern California.

2.7.3.1. Agency will centrally located vehicles in each of those zones at a predetermined location arranged with vendor.

2.7.3.2. Vendor will complete installs with no damage to existing equipment or vehicle & components.

2.7.4. All hardware and software will be integrated with network and systems as they are received/installed. Systems will be verified in proper working condition:

2.7.4.1. Includes integration of mapping software for visual identification of units in field.

2.7.4.2. Government has contract with GIS and other mapping software for unlimited use, such as ESRI. Overlays with jurisdictional lines (counties, State, etc) with road ways and other basic elements as one might see on Mapquest or Google Maps will be needed.

3. DELIVERY/PERIOD OF PERFORMANCE: All equipment purchase through this purchase shall be delivered, setup and configured within 120 days of award. Services under section 2.4, 2.5 and 2.6 shall commence upon installation. Services will include a base year and 4 options years.

4. EVALUATION AND ACCEPTANCE: Inspection of this project will be performed by a contracting officer’s representative and/or project inspector. The services/work performed under this requirement are subject to observation and review by the FWS. Acceptance of the work is contingent on compliance with the requirements set forth in the statement of work awarded with, referenced by, and/or developed within the scope of the contract for this project.
