Procurement Description:

The purpose of this acquisition is to procure services to review the Environmental Conservation online System (ESOS) to assess its effectiveness and efficiency in managing the Services data needs for natural resources information and the Services management of the system. This requirement is being procured in accordance with FAR Part 12, Acquisitions of Commercial Items. The contract vehicle chosen to accomplish this task is firm fixed price contract. The Government intends to award one firm fixed price contract to one vendor, however please be advised that it is at the government discretion to either not award or to award a contract.

Evaluation - Commercial Item:

The source selection method used by the Government will be the best value method. Eligible offerors will be required to provide a technical and price proposal (Price Proposal must include all overhead charges) for consideration of award. The technical proposal will be evaluated based on the evaluation factors stated below:

Price Evaluation

Price / Business Proposals will be evaluated utilizing Price analysis techniques in accordance to FAR 15.404-1 (b) (2).

The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. This procurement will use the following:

Comparison of proposed prices with independent Government cost estimates.

Comparison of proposed prices with prices obtained through market research for the same or similar items.

Instructions to Offerors-Commercial Items:

All questions shall be in writing and emailed to Lauretha_Randle@fws.gov no later than February 1, 2017. Proposals are due no later than February 3, 2017 4:00PM Central Standard Time.

Proposals can either be sent electronically by email, by Fax, (be sure to call and verify fax proposal has been received) or sent via United States Postal Service (Postmarked by February 3, 2017 to the following address:

It is the offeror's responsibility that the proposal submitted, regardless of the method of transmission, is received in this office prior to the due date and time.

Proposal Package Instructions: Offeror shall provide a copy of the proposal package. The offeror must be registered in SAM.gov by the proposal due date.

Specific Instructions to Offerors:

Offerors must provide the following in the proposal package, as described below:

1. Name, address, and brief description of the firm.

2. Summary of corporate experience and capabilities to successfully manage this effort.

3. Succinct resume of proposed staff (i.e., all subject matter experts and key project personnel) that identifies key experience and expertise to successfully accomplish the desired objectives;

4. Overall project management plan that identifies the methodology to perform the above objectives, key milestones, and schedule.

5. Copy of actual deliverable report from previous project of similar nature to required deliverables above.

6. References of recent clients for closely related projects.

7. Budget broken down by costs over the life of the project to include labor categories, hourly rates, number of hours, and other direct and/or indirect costs.

Estimated travel costs shall not be included as a separate line item for this will be included in the order.
