DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Security Chain-link Fence Removal, Repair, and Replacement Crab Orchard National Wildlife Refuge

1. GENERAL

1.1. INTRODUCTION

This Statement of Work (SOW) is to request services, equipment, labor, and materials necessary for removing, repairing, replacing, and installing six-foot chain-link fences at secure areas within Crab Orchard National Wildlife Refuge, near Marion, Williamson County, Illinois. All of the fence activities are within a radius of ten miles. Repairs and replacement will be made in accordance with existing Illinois and federal specifications for fencing, posts, braces, and railings, as authorized by the General Services Administration (GSA).

The total length of the fence that needs to be removed is about 0.6 of a mile from Area 2D. The total length of fence that needs to be installed is about 0.5 of a mile at Area 2D. The installation of fence at Area 2D needs to include a double gate for entry into the enclosed area. See figure 1 enclosed for the fence line to be removed and the location of the replacement fence line. The red line represents the fence line that needs to be removed. The yellow line represents the fence line that needs to be installed.

The fence that needs to be repaired and replaced is around the landfills near Area 7. The fence at the landfill has various spots in disrepair. There are about 20 locations with broken posts, fence panel tears (approximately 2 to 6 feet), or gaps (approximately 2 feet) under the fence that need repairs or additional fencing to secure the areas. The four outer corners of the fenced around the landfill shall be removed and the fence line truncated at approximately 45 degrees angle. The contractor will also replace the outer corners with diagonal lengths of fence of about 90 feet along with posts at the current post spacing. The new fence and repaired fence will match existing conditions in post type, wire mesh size and gauge, fence height, and post spacing. See figure 2 enclosed for the fence line around the landfill in need of repairs. The red line represents the outline of the current fence with spots in disrepair. The yellow lines represent the new fence for diagonal corners.

The USFWS seeks a Contractor to furnish the required equipment and labor to perform the required work described in this SOW.

1.1.1 Requirements

In accordance with above, The Contractor shall repair and replace all fence panel tears, broken posts, and install new diagonal outer corners.

Upon completion of the work, a Government inspector may determine if the requirements have been met, if not it will be considered unacceptable and the area must be re-done at no additional cost to the Government.

1.1.2 Supplies and Equipment Required

1.1.3 Point of Contact

USFWS will establish a local Point of Contact (POC) to the Contractor.

1.2. SCHEDULE AND HOLIDAYS

The Contractor shall perform services during normal business hours at each location. Work may not commence before 8 am and will be completed no later than 4:30 pm. Any variation from this schedule must be approved in advance by the POC.

Begin: 15 June 2016 End: 15 November 2016 Contractor shall not perform services on federally recognized Holidays. When one of the Federal Holidays falls on a Sunday, the following Monday is observed as a legal Holiday. When a federal Holiday falls on a Saturday, the previous Friday is observed as a legal Holiday.

Equipment breakdown is not considered an adequate reason for an extension of the specified contract completion date. If the Contractor is unable to accomplish work in accordance with the requirements of this contract within the times specified, the Contractor shall immediately obtain additional equipment, materials, and supplies necessary to fulfill the requirements of this contract and notify the USFWS Contracting Officer and the POC. The Contractor shall provide a seven day advance notification of performing work per event to the POC.

2. SERVICES

2.1. LOCATION OF CONTRACT AREA

See Figure 1 and 2 for a map of the Contract Areas. The Contract Areas are located within Williamson County in Southern Illinois at Crab Orchard National Wildlife Refuge. The Contractor shall pick up and turn in gate key and day pass at the headquarters building located at 4503 West DeYoung Street, Suite 201, Marion, Illinois.

2.2. SUPPLIES AND EQUIPMENT

2.2.1. Equipment Condition

The Contractor shall furnish and maintain sufficient equipment suitable to perform the work, as well as personnel, supplies, tools, and vehicles required to perform the fence panel and post repairs and replacement. All equipment shall be maintained in safe operating condition. The Government reserves the right to reject equipment that is not in safe and operative condition.

In the event of equipment breakdown, the Contractor further agrees that any repairs shall be accomplished at the Contractor’s expense within seven days of the breakdown; or, if such repairs cannot be completed within the seven day period, that the equipment shall be replaced with other suitable equipment and resume operations.

If the Contractor fails or refuses to resume operations with the stated period, the Contractor may be declared in default and its right to proceed may be terminated in accordance with the provisions of the default clause. No mobilization cost will be paid.

The Contractor is responsible for taking the action necessary to protect Contractor supplies, material and equipment, as well as protecting the personal property of Contractor from loss, damage or theft. The Government assumes no responsibility for theft, damage or etc. of above items.

The Contractor will be personally present on site or readily available by telephone to respond to any Contractor issue that may arise while work is in progress.

2.3. SAFETY

All work, personnel and equipment shall conform to the safety requirements set forth in Fish and Wildlife Service Manual, Sections 240 and 241, entitled, Safety Program and Safety Operations respectively, copies of which are available online at http://www.fws.gov/policy/manuals/default.cfm. All equipment or materials found not to be in conformity with the requirements of FWS Service Manual, Sections 240 and 241 shall be removed from Government property immediately. In addition to the specifications outlined in the SOW, the Contractor shall comply with all Federal, State, and local laws regarding environmental protection.

Contractor personnel must wear appropriate apparel and safety toe footwear, and long pants without holes (no shorts will be allowed). All Personal Protective Equipment (PPE) deemed necessary for the work performed will be worn and provided by the Contractor, as described in FWS Service Manual, Section 241 FW 3, including PPE for eyes, face, feet, hands and legs.

2.3.1. Physical Features and Environmental Risks of Contract Area

The Contractor may be inspected by the Government, or other Federal, State, and local officials without notice. Additionally, the Contractor shall be responsible for locating, identifying, and protecting structures, gates, fences, drainage structures, utility lines and boxes, monitoring wells and other facilities and equipment located in the Contract Area during performance of the work. In addition, the Contractor is responsible for locating physical obstacles or hazards within the area, prior to performance of the work.

Given physical and chemical dangers, Contractor personnel must stay in designated areas and all environmental protection matters shall be coordinated with the POC. The Contractor shall be responsible for his employees taking necessary precautions to prevent injury from poisonous plants and disease-causing insects.

2.3.2. Permits and Licenses

The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any applicable Federal, State, and Municipal laws, codes and regulations, in connection with the prosecution of the work.

The Contractor shall, at its own expense, provide and maintain liability insurance during the entire performance of the Contract and must obtain it before commencing work under the Contract. The Contractor must provide a certificate of insurance to the Government.

The Contractor may be subject to complete a Special Use Permit with the Crab Orchard National Wildlife Refuge office.

2.3.3. Damages and Fire

The Contractor shall be responsible for all damages to persons or property that occur as a result of his/her fault or negligence; shall take proper safety and health precautions to protect the work, the workers, the public, and all property; shall also be responsible for all materials delivered and work performed until completion and acceptance of the contract.

The Contractor agrees to take reasonable precautions to prevent the starting and spreading of fires. If a fire occurs, the Contractor will call the Fire Dispatch contact at 911. Fire of any size will be reported to the Fire Dispatch contact. The Contractor shall be responsible for damage and wildland fires suppression costs caused by Contractor operations.

2.4. ACCIDENT REPORTING

An accident constitutes an incident or act involving the Contractor which may or may not have caused obvious damage to persons or property. All accidents shall be reported within 24 hours of the occurrence. All serious accidents (those resulting in death or injury requiring medical attention) shall be reported immediately. In accordance with Fish and Wildlife Service Manual, Section 240 FW 7, USFWS personnel will investigate the incident, determine the causes and develop corrective measures to prevent recurrences.

3. UNUSUAL CONDITIONS

The Contractor shall inform the POC of any unusual conditions observed, including but not limited to power failure, heat and air conditioning unit problems and rain/storm damage. The Contractor shall contact the POC or their representative if additional damage is imminent or the problem needs immediate attention. If the condition is not serious, the Contractor shall contact the POC by 8 am the following day.

4. CONTRACTOR EMPLOYEE IDENTIFICATION

4.1. IDENTIFICATION OF CONTRACTOR VEHICLES

All vehicles used in performance of this contract shall be clearly marked with an identification sign showing the Contractor's name or possess a Refuge pass issued by the Environmental Remediation and Restoration Program at the Refuge Headquarters. Vehicles and equipment shall comply with Illinois Department of Transportation (DOT) requirements.

5. INSPECTIONS

5.1. INSPECTION AND ACCEPTANCE

The work will be conducted under the general direction of the POC and is subject to inspection by his/her appointed inspectors. No inspector is authorized to change any provision of the specifications without written authorization by the USFWS Contracting Office, nor shall the presence or absence of an inspector relieve the Contractor from any of the requirements of the contract. Formal acceptance will be made by the Contracting Officer for and on behalf of the Government. Each ordered work event completed in accordance with the Contract may be inspected and accepted by a Government inspector prior to payment

They are not guaranteed and the actual quantities may be more or less than shown.
