STATEMENT OF WORK

U.S. Fish and Wildlife Service

Division of Contracting and General Services

Project Background Effective November 7, 2011, the U.S. Fish and Wildlife Service (the Service) transitioned to the U.S. Department of the Interior’s (the Department) Financial and Business Management System (FBMS). With the implementation of FBMS, financial, procurement, and other administrative functions will be integrated and streamlined Department-wide.

Consequently, the Service retired its previous procurement desktop (Interior Department Electronic Acquisition System – IDEAS) and converted to the new contract writing system under FBMS. While measures have been taken to ensure the acquisition workforce is prepared for the changeover, the Service has abruptly encountered a strong need for assistance in ad hoc support for generating and analyzing requisitions in the new FBMS purchase request environment, Systems Applications and Products (SAP).

The Division of Contracting and General Services (CGS) serves as the headquarters for all regional contracting activities within the Service and is located at 5275 Leesburg Pike, Falls Church, Virginia.. Through its role as headquarters, CGS is accountable for guidance, direction, and information on all contracting subject matters, including supplementary requirements articulation development. With these responsibilities, CGS inherits the duty to ensure all requesting program offices are provided the necessary materials and instructions to properly produce clear and well-defined purchase requirements to facilitate and expedite the ordering process.

Scope of Work

CGS is requesting full time Requisitioner Surge Support contractor to analyze requirements submitted by program offices and upon approval, input the data into SAP to finalize the purchase request and allocate it to the appropriate contract specialist to begin the ordering process.

Qualifications:

The ideal candidate should, at a minimum, meet the following qualifications:

· Familiarity with FBMS roles, system components, and how they relate

· Knowledge of SAP software

· Comprehension of federal core financial systems and obligations

· Exceptional customer service skills

· Ability to handle multiple tasks

· Knowledge of federal acquisition policy and practices

· Proven experience performing related tasks listed below Tasks:

Please provide labor rates equivalent to a “Requisitioner” labor category to accomplish the following:

· Coordinate with a variety of customers from all program offices within headquarters to establish clear requirements in proper format for entry into SAP as a purchase request

· Analyze requirements submitted by program offices to identify any errors and omissions (e.g. ensure correct funding lines are used or match the correct User Product Code to its line item description, etc.)

· Notify customers of any corrections necessary

· Assist with offering instructions on how to remedy issues identified

· Determine when requirements submitted by program offices are ready for entry into SAP; input the information accordingly

· Serve as the primary point of contact for SAP coordination amongst program offices and the headquarters’ contracting office

· Provide interval progress reports

Location of Work

All work shall be performed onsite at the Service’s current facility located at 5275 Leesburg Pike, Falls Church, VA 22041 Period of Performance

The Period of Performance will be for one (1) year with four (4) option years.

Deliverables

· Regular status reports detailing work accomplished and hours accrued

· Any written or communicational materials developed under contract

Applicable Performance Standards The contractor shall abide by all federal government rules and regulations while on federal government premises.

Any Special Requirements

The contractor shall be in accordance with the information security and non-disclosure terms established by the Service (through the Department). Upon contract award, the contractor will sign a non-disclosure agreement.

All deliverables furnished as a result of this contract shall become property of the Service. The contractor must deliver all completed and/or in progress work in an unprotected format prior to contract completion.

EVALUATION—COMMERCIAL ITEMS

The government will award a contract, resulting from this solicitation, to the responsible Offeror whose offer, conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Candidate Technical Ability/Experience

(2) Price

(3) Past Performance

Technical Ability/Experience and Price when combined are more important than past performance.

Quotation Preparation and Submission

1. Provide resumes of the proposed candidate for this requirement.

2. Provide a firm-fixed price solution to the maximum extent practicable in accordance with the SOW.
