TECHNICAL QUESTION & ANSWER SHEET

1. Is there an incumbent?

2. Does the U.S. Fish and Wildlife Service (FWS) intend to use Basic Primitive's Organization Management System (BPOMS) for the national rollout or does it intend to initiate a vendor search and assessment?

FWS will continue to use Basic Primitive.

3. What market research was conducted prior to selecting BPOMS for the pilot?

Incumbent conducted analysis of different technologies against FWS’ business requirements and recommended BPOMS as the best fit.

4. What other HCMS suites or applications are now in use by the FWS?

As stated in the SOW, Human Capital Management System (HCMS) includes: PD Express, Job Announcement Express, Workforce Planning Dashboards and Organization Chart Express.

5. Was any consideration made to ensure that BPOMS would integrate well with the other four HCMS modules or the Finance system (FBMS)?

As stated above, the incumbent conducted analysis of different technologies against the FWS’ business requirements and recommended BPOMS as the best fit

6. Are the four existing modules mentioned in the RFP, home grown business applications, COTS, or part of a larger HCMS suite?

PD Express and JAX are custom business applications, the dashboards are built off of Cognos Business Intelligence Suite 10.2 and Organization Chart Express is built off of BPOMS.

7. How does it align with LOB and DOI Core HC system?

These tools are leveraged enterprise-wide across FWS and are in-line with U.S. Department of the Interior’s direction for standardizing and streamlining HCMS processes and tools.

8. Has incumbent developed a rollout strategy/implementation strategy?

FWS has developed a rollout strategy for pilot implementation but does not yet have a nationwide rollout plan in place.

9. Does FWS have an existing Helpdesk Solution or is vendor expected to recommend, configure and install?

FWS has an existing help desk support solution.

10. Would the Helpdesk support all of the HCMS modules or just the OMS?

All modules.

11. Is FWS managing the system internally or has it been outsourced?

FWS manages the oversight of this system internally.

12. Where and how has system been deployed to date?

The Organization Chart Management tool pilot has not yet been deployed into Production. The pilot is currently on target to be available in Headquarters in August 2015.

13. Can you provide the business case for this project? Is this procurement part of a larger effort?

The business case is not relevant to this SOW. As stated in the SOW, the Human Capital Management is made up of multiple modules.

14. Does an Exhibit 300 or Exhibit 53 apply\exist for these services as I was not able to locate one in either case?

HCMS is a module within the Cost and Performance Management System.

15. Was there an Internal Review Board for this project?

No and is not relevant to the SOW.

16. Has either the OIG or GAO commented on the project and if so, could you please provide further details, and\or a link to a copy of the comments?

No and is not relevant to the SOW.

17. Is the current contract or opportunity in any High Risk report within DOI or FWS?

No and is not relevant to the SOW.

18. Is this effort considered Steady State or DME funding?

This is not relevant to this SOW.
