WORK REQUIREMENTS

A. The purpose of the project is to reconfigure an existing (.33 acre) storm water retention pond into two discrete ponds - one for collection of storm water (.11 acres) and one which will be used for algae culture (0.22 acres). Work will also include installation of three (3) new pond liners, two are replacements for failed liners in the Mussel Ponds B1 (.31 acres) and B2 (.29 acres), and one is for newly configured (.22 acre) algae pond. A slide gate shall be added to the outlet structures of all three (3) ponds, and electrical outlets shall be added at 50’ on center along the entire outer edge of Pond B1 and along one side of Pond B2 as well as along the dike separating Pond B1 and Algae Pond. An aerator shall be installed in the algae pond to maintain dissolved oxygen levels.

Note: Government provided square footages and acreages have been provided to give a scale of the scope of work involved for the project. Prospective quoters are responsible for obtaining their own field dimensions for estimating purposes.

B. In general the work includes:

Demolition and Disposal: Removal and disposal of existing chain link fence as shown on Contract Drawings, electrical wiring, electrical boxes, Hypalon liners and all associated components (e.g. battens, etc.), approximate 6-inch layer of excess fill from under the liners of Mussel Ponds B1, B2, and from the area were the Algae Pond will be constructed.

1. Material Salvage: Stockpiling creek gravel from Mussel Pond B1.

2. Earthwork: Dividing the existing storm water detention pond to create a new algae pond.

3. Construction: Procurement and installation of new EPDM liners (approximate 45,600 square foot), fill, sand bedding, stone dust, geotextile filter fabric, chain link fence, bollard, slide gates, surface aeration system, drain pipe, couplers, fittings, and all associated components. An independent testing agency shall be hired by the Contractor to confirm soil suitability and compaction results.

4. Electrical: Procurement and installation of electrical materials to connect to an existing panel, to establish a new subpanel to power a series of electrical outlets and one timer control.

C. Drawing number 5F-WV-22-77.0 consisting of 8 sheets is provided as an attachment to this performance work statement to provide further guidance for the Contractor.

D. The Contractor shall furnish all plant, labor, equipment, appliances and materials and carry out all operations as necessary to accomplish the work, complete and in place. The work shall be performed in accordance with all applicable Federal, State and local regulations. All work shall comply with codes and standards applicable to each type of work as specified within these contract.

E. All Federal, State, and local laws in regards to soil erosion and air and water pollution shall be adhered to.

MATERIAL REQUIREMENTS

A. Described below are the levels of quality the materials for the work shall meet. Specific products and manufacturers are listed to indicate the basis of design. The standard methods used to define the level of quality are also listed.

● Pond liners shall be 45 mil non-reinforced ethylene propylene diene monomer (EPDM) geomembrane manufactured by Firestone Specialty Products – PondGard or approved equal.

Firestone Specialty Products contact number (317) 575-7153 (office). Liner shall be certified by manufacturer for use with potable water, and to be non-toxic to fish

● Stainless steel termination bar shall have a minimum thickness of .25 inches and a width of 1

½ inches.

● Neoprene gaskets shall have a minimum thickness of .25 inches and a width of 2 inches.

● Lag wedge type anchor bolt, nut, and washer shall be stainless steel and a minimum size of

3/8 inch by 3 ½”.

● Fill material shall consist of approved fill material imported from off-site conforming to the following requirements:

● Satisfactory Soils: ASTM D 2487 Soil Classification Groups GW, SW, or a combination of these groups; free of rock or gravel larger than 3 inches (75 mm) in any dimension, debris, waste, frozen materials, vegetation, and other deleterious matter.

● Unsatisfactory Soils: Soil Classification Groups GC, GP, GM, SC, SP, SM CL, ML, OL, CH, MH, OH, and PT according to ASTM D 2487, or a combination of these groups.

● Unsatisfactory soils also include satisfactory soils not maintained within 2 percent of optimum moisture content at time of compaction.

● The natural moisture content shall be less than the laboratory optimum moisture content as determined in accordance with AASHTO T 99, Method C.

● Sand bedding material shall consist of natural sand, or manufactured sand. Materials shall be obtained from sources provided by the contractor, and shall be free from loam or other organic matter, trash and debris. Sand bedding shall meet the following gradation requirements:

● For grains retained on No. 4 sieve, the grain shape shall be rounded or sub-rounded as defined by ASTM D-2488.

● Stone dust shall consist of stone screenings. Stone dust shall meet the following gradation requirements:

● Geotextile filter fabric shall be a nonwoven polypropylene or polyester polymer with the following fabric properties (minimum average roll values):

● Grab tensile strength (ASTM D 4632): 160 lbs, minimum

● Mullen Burst strength (ASTM D 3786): 190 psi, minimum

● Puncture (ASTM D 3787): 55 lbs, minimum

● Trapezoidal tear strength (ASTM D 4553): 55 lbs, minimum

● UV Resistance (ASTM D4355), 50% @ 500 hours

● Topsoil shall be fertile, natural soil, typical of the locality, free of stones, subsoil, debris, roots, sticks, clay, peat, weed and sod, and obtained from naturally well drained area.

● Lawn seed mixture shall consist of a blend composed of Kentucky bluegrass, rough bluegrass, zoysia grass, ryegrass, fine fescue, and turf type fescue. Blend shall contain, a minimum, three of the aforementioned grasses. Kentucky 31 seed is NOT acceptable.

● Fertilizer shall consist of a mixture of pulverized agricultural limestone and 10-10-10 fertilizer.

● Straw mulch shall consist of clean oat or wheat straw well-seasoned before bailing, free from mature seed-bearing stalks or roots of prohibited or noxious weeds.

● Polyvinyl Chloride (PVC) gravity drainage pipe and fittings shall be 6” diameter, ASTM D

2665, with socket fittings and solvent cement joints in conformance with ASTM D 2564.

Joints shall be solvent welded.

● Polyvinyl Chloride (PVC) cleanouts shall be ASTM D 3034 SDR 26, PVC cleanout threaded plug and threaded pipe hub.

● Chain link fence shall have the following features:

● Fabric: 72”, 9 gage, 2” mesh galvanized chain link fabric (approximately 270 lineal feet of fencing and gates – Contractor is responsible for determining actual length) with knuckle selvage at one end, twist selvage at the other, K&T.

● Top Rail: 1-5/8” O.D., top rail, with butt ends joined with 1-5/8” sleeve. Galvanized,

2.27 lbs per lineal foot.

● Line Post: 2-3/8” O.D., @ 10’-0” on-center. Set in 12” dia. X minimum 24” deep concrete footing. Galvanized, 3.65 lbs per lineal foot.

● Gate & Terminal Post: 2-7/8” O.D. Set in 16” dia. X minimum 42” deep concrete footing. Galvanized, 5.79 lbs. per lineal foot.

● Gates: Single swing & double swing gates; 1-7/8” O.D. Galvanized, 2.72 lbs per lineal foot. Braced & trussed as necessary with similar construction as fencing.

Positive locking gate latch fabricated of 5/16 in. thick by 1 ¾” pressed steel galvanized after fabrication. Provide galvanized drop rod on double swing gates.

● Tension Wire: 7 gage, Spring coil tension wire attached to bottom of fabric, 14-inches on-center with 9 gage hog rings.

● Tie Wire: 11 gage steel tie wire @ 8-1/2” & 6-1/2”, spaced 14- inches on-center, posts and rails.

● Fittings: Bands, carriage bolts, nuts, rail ends, post caps, tension bands, etc., shall be galvanized and appropriate to function.

● Concrete mix shall conform to ACI 301; Compressive Strength, 28 days, 4000 psi; slump, minimum of two inch, maximum four inches; air entrainment 5-1/2 percent, plus or minus 1- 1/2 percent, water-cement ratio shall not exceed 0.45, inclusive of water in the aggregate.

● Under-ground-line warning tape shall be not less than 6 inches wide by 4 mils thick compounded for permanent direct-burial service, printed with a legend indicating type of underground line, and includes an embedded continuous metallic strip or core.

● Equipment identification labels shall be engraved, laminated acrylic or melamine label that is punched or drilled for screw mounting and include black letters with a minimum letter height of 3/8” on a white background.

● Electrical Materials:

● Electrical outlet boxes shall be non-rusting, single gang, cast box, with threaded hubs.

● Conduit shall be schedule 80 PVC or rigid galvanized steel.

● Wire shall be Copper.

● Circuit breaker panel DP shall be by Square D, General Electric, Siemens, or Cutler- Hammer or equal: sized to meet load (i.e. single phase, 3 wire), with amperage rating and thermal-magnetic breakers. Provide NEMA 3S rain-tight. Panelboard shall have copper bussing, locking door, solid neutral assembly, ground bar, filler plates in all empty breaker spaces (minimum 10 spaces), and bolt-on type circuit breakers.

Coordinate AIC rating with existing electrical system. Series interrupting ratings with main circuit breaker are acceptable.

● Circuit breakers shall be manufactured by the maker of the circuit breaker panel.

● Marker tapes shall be vinyl or vinyl-cloth, self-adhesive wraparound type, with circuit identification legend machine printed by thermal transfer or equivalent process.

● Grounding rods shall be copper-clad steel; ¾ inch in diameter by 10 feet long.

● GFCI receptacles shall be 20 ampere, straight blade, feed-through type, complying with NEMA WD 1, MEMA WD 6, UL 498, UL 943, Class A, and include indicator light that is lighted when device is tripped.

● 250V receptacle shall have a NEMA 5-20R receptacle.

● In-use weatherproof cover plates shall include a metal hinged door designed to be fully closed with plugs inserted.

● Handholes and boxes shall be for use in underground systems shall be designed and identified as defined in NFPA 70, for intended location and application. Boxes installed in wet areas shall be listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application. Comply with SCTE 77.

● Surface aeration system shall be a weatherproof, 1/3 HP aerator with centrifugal action (225 gpm) compatible with the new electric service being installed as part of this contract with a plug and power cord of sufficient length to extend a minimum of 20 feet out into the water.

Assume water elevation of 1980 and adjust length of the power cord as required.

● Surface aeration system shall include pontoons of sufficient size to support the aeration system.

● Aerator control timer shall be UL listed in a lockable NEMA Type 3R weatherproof enclosure with two cord entry at the bottom of the unit, 120V, single phase, 15 Amp single pole class A human rated GFCI, with a 24 hour mechanical timer incorporating two each ON and OFF trippers.

● Bollard shall be 4” schedule 40 steel pipe with a minimum 3/8” thick, 1 ½” diameter half ring welded to the upper portion of the pipe. The finished pipe and ring shall be galvanized after the welding shall be completed.

● Paint for bollard shall be a primer, and paint formulated for use on galvanized metal, Sherwin Williams Recoatable Epoxy Primer, and Sherwin Williams Acrolon Ultra Acrylic Polyurethane or approved equal. Color shall be safety yellow.

● Slide Gates shall be self-contained, rising stem, produced by a manufacturer specializing in slide gates, and shall include all appurtenances and incidentals required for complete and operational slide gate. Slide gates shall be fabricated aluminum construction consisting of frames, guides, embedded invert member, top member, and handwheel.

WORK PERFORMANCE CRITERIA

General

● All new materials shall be installed per manufacturer’s recommendations, per applicable

Local Codes and the most recent International Building Code (IBC) and National Electrical code (NEC) requirements. When these work performance criteria, building codes, electrical codes, and application instructions are in conflict, the more stringent requirements shall take precedence.

● Completed pond liner shall be weathertight.

● All demolition and construction debris is to be disposed of according to Federal, State and local regulations.

● All waste materials, debris, and rubbish shall be placed into waste containers on a daily basis.

● Excess fill and excavated materials must be disposed of off-site.

Pond Liner

● Minimum side slope of the ponds shall be 2 horizontal to 1 vertical unless as otherwise noted on the southeast end of Mussel Ponds B1 and B2.

● The bottom of the mussel ponds and algae pond shall have a constant slope to drain to the existing kettles on the northwest end of the ponds.

● Prior to installation of the liner, the compacted and prepared fill material base of the pond bottom and side slopes shall not contain debris or any material which has sharp, jagged edges which may puncture the liner. An additional 6” layer of compacted sand shall be placed over the prepared subgrade and fill material to prevent a puncture of the liner.

● The Contractor shall inspect the delivered materials at the jobsite and any materials with blisters, impurities, and unpigmented material in the calendared sheet shall not be allowed or used on this project.

● The manufacturer's instructions and recommendations as approved for handling, storage and installation of all materials shall be complied with.

● The liner shall be fabricated into large sections and seams bonded per manufacturer’s recommendations into a size that can be handled while minimizing the number of field seaming areas. In locations where field seams are required to join the factory fabricated liner panels, the following must be adhered to:

● The contact surfaces of the liner panels to be joined shall be cleaned and are free of dirt, dust, or other foreign matter.

● Liner material shall be installed with the factory seams and field seams oriented with the lap installed so water flows over the lap in the direction of the pond drain. The raw edge of the lap is installed closest to the drain.

● Field seams shall be formed by lapping the edges of the panels per the liner manufacturer's recommendations. Install the laps as described above.

● Field seams shall be formed per the liner manufacturer's recommendations.

● The manufacturer's recommendations for the installation and sealing of liner pieces, and termination details shall be followed. The strength of joints shall be equal to parent material.

● The liner shall be secured to concrete structures with a lamination of stainless steel termination bar, neoprene gasket, EPDM liner, neoprene gasket, and sealed with a polyurethane sealant on the top edge of the lamination.

● The termination bar shall be anchored to the concrete structures with stainless steel lag wedge type anchor bolt, nut, and washer at 6 inches on center.

● Air/gas vents shall be installed at 50’ on center around the upper perimeter of each of the three ponds.

● As work progresses and before liner is placed in service, it shall be visually inspected. All damaged or defective areas and improperly made joints are to be repaired or replaced as directed by the Contracting Officer or his representative.

Compaction

● The Contractor shall hire an independent testing agency to measure compaction.

● Compaction tests to determine degree of compaction of in-situ base material and fill materials shall be performed.

● Locations for the compaction tests shall be determined by a representative of the

Contracting Officer.

● Four compaction tests shall be performed for each lift of fill material at the new dike separating the algae pond from the storm water detention pond.

● A minimum of 12 compaction tests shall be performed for each lift of sand, and fill material at the location of the new underground electrical conduit and drain pipe.

● A compaction test shall be performed for each lift of sand bedding material for every 2,000 square feet of area of the sand bedding material.

● A minimum of 10 compaction tests shall be performed at the stone dust walkway around the ponds.

● Compaction of fill material, sand and stone dust shall be done during construction providing minimum percentage of density specified.

● Compaction of the fill material, sand and stone dust shall be obtained by the use of

Pneumatic Tired Rollers, Three Wheeled Power Rollers, Sheepsfoot Rollers, Tamping Rollers, or other approved types.

● Percentage of Maximum Density Requirements: Compact all fill material, sand and stone dust material to not less than 95 percent of maximum density in accordance with ASTM D 1557.

● The Contracting Officer will be sole and final judge of the suitability of all material.

Materials in question may not be used, pending test results.

● Moisture Control: Where subgrade or layer of soil material must be moisture conditioned before compaction, uniformly apply water to surface of subgrade, or layer of soil material, to prevent free water appearing on surface during or subsequent to compaction operations. Remove and replace, or scarify and air dry, soil material that is too wet to permit compaction to specified density.

● If too much water is added, the area shall be permitted to dry before compaction is continued.

● In no case shall the moisture content of the material in each layer under construction vary more than three percent from the optimum moisture content.

● When the moisture content in each layer under construction is less than the amount necessary to obtain satisfactory compaction by mechanical compaction methods, water shall be added.

● The Contractor shall supply all hose, piping, valves, sprinklers, pumps, sprinkler tanks, hauling equipment and all other materials and equipment necessary to apply water to the fill in the manner specified.

Sand Bedding

● To alleviate the possible puncturing of the new lining, the existing soil shall be removed as required and a minimum 6” layer of sand shall be installed and compacted to a relative compaction of 95 percent or greater, as determined by ASTM D1557 to meet the proposed contours in all areas to receive pond liner.

● The entire length of the bottom of the mussel and algae ponds shall be sloped to drain towards the concrete kettles with no locations of ponding except right at the concrete kettles.

Stone Dust and Geotextile Filter Fabric

● In areas to receive stone dust, the subgrade shall be compacted to 95 percent of maximum density and a layer of Geotextile filter fabric shall be installed per manufacturer’s recommendations.

● Stone dust shall be placed and compacted on top of the geotextile filter fabric to form a firm surface which will allow for handicapped access around the ponds by a person in a wheelchair.

PVC Gravity Drainage Pipe and Fittings

● The existing 6” PVC downspout underground drainage pipe shall be rerouted and extended to the new storm water detention pond.

● The pipe shall be installed pitch down in the direction of flow and a minimum of 6” of bedding sand shall be placed and compacted on all sides of pipe. The remaining trench shall be backfilled and compacted with fill material, and an under-ground-line warning tape installed directly above pipe at 12” below finished grade.

PVC Clean Out

● At the juncture between the existing pipe and the new pipe, a PVC cleanout shall be installed at grade, and shall be aligned with the new long section of underground drain pipe.

Grass Areas

● Grass areas disturbed by construction operations and were not paved or gravel shall be spread with minimum 3” of topsoil, fertilized, seeded at the rate of 100 lbs. per acre, and mulched with a continuous straw blanket at the rate of two (2) bales per 1000 square feet of area.

Slide Gate

● The aluminum slide gate has been installed in conformance with manufacturer’s written instructions.

● The allowable leakage of the slide gate under design head, seating or unseating head has not exceeded 0.1 gpm/ft of seating perimeter.

● The slide gate can be opened by the handwheel with a force of 40 lbs or less.

● The handwheel has been installed approximately 36” above finished grade.

Fencing

● The existing chain link fencing shall be reinstalled and new chain link fencing including all necessary components as required to have a complete, secure, well braced chain link fence around the perimeter of the ponds shall be installed.

● The selvages on the chain link fence shall be installed with the knuckle of the top of the fence and the twist on the bottom of the fence to match existing conditions.

● Gates shall be installed with plumb posts, they swing freely, are not self-closing, and are lockable.

● Bracing shall be installed to stabilize the fencing and gates to prevent racking of the fence posts as required.

Bollard

● A bollard shall be installed at approximately the middle of the dike separating Pond B1 from the Algae Pond with the ring oriented towards the Algae Pond.

● The 4” diameter bollard shall be installed with a minimum of 2’-6” of embedment in a 3’ deep, 1’ diameter 4,000 psi concrete footing and the bollard shall be filled with similar concrete. The bollard extends a minimum of 3’-6” above finished grade.

● The bollard shall be primed 4-6 mils dry film thickness, and painted 2-3 mils dry film thickness.

Concrete

● At the time of concrete placement, the concrete shall be protected from premature drying and excessive cold or hot temperatures. ACI 306.1 was complied with for cold-weather protection and with recommendations in ACI 305R for hot-weather protection during curing.

Concrete was not placed on frozen subgrade and calcium chloride, salt, or other materials containing antifreeze agents or chemical accelerators were not used.

Electrical

● All electrical components shall be sized and install per all pertinent National Electrical Code

(NEC) requirements.

● All required components to include, but not limited to wire, conduit, pull boxes, transformers, etc. to ensure adherence to NEC, OSHA and also to ensure proper operation of outlet boxes and proper electrical delivery to said boxes shall be provided and installed.

● All electrical components shall be tested, listed, and labeled by Underwriter Laboratories

(UL). Electrical components not bearing the UL label may be rejected by the Contracting Officer.

● Underground conduit shall be buried with a minimum spacing between conduits of 1-1/2” and minimum of 6” of compacted bedding sand on all sides of conduit, and a minimum of 30” below finished with an under-ground-line warning tape installed directly above line at 12” below finished grade.

● A total of 20 waterproof GFCI electrical outlets with in use covers shall be installed at 50’ on center alone the entire outer edge of Pond B1 and along one side of Pond B2 as well as along the dike separating Pond B1 and Algae Pond. An additional 6 waterproof 220V electrical outlets with in use covers shall be installed (See attached 5F-WV-22-77.0 sheet 6 of 8 for locations of all outlets).

● Penetrations through the building shall be flashed and sealed to provide a watertight, weathertight closure.

● All components and fasteners in contact with metal siding or roofing shall be selected to prevent galvanic corrosion.

● Conduit within the building shall be run above the rafters either parallel or perpendicular to the structure.

● GFCI electrical outlets shall be mounted at 18” above finished grade in rigid galvanized steel conduit protruding through the middle of a minimum 24”x24”x4” cast in place concrete pad.

● GFCI electrical outlets shall provide power and shall be tested with a receptacle circuit tester for proper connection of ground wire, correct polarity, and faults.

● Aerator control timer shall be mounted to the 6x6 pressure treated post at 48” above finished grade and shall be tested so as to prove that it controls the ON and OFF function of the aeration system blower for two separate events.

● Circuit breaker panel DP shall be mounted using stainless steel screws to the 6x6 pressure treated post that has a minimum 48” embedment in the ground.

● Circuit breaker panel DP shall be labeled with an equipment identification label and a typewritten directory that lists items controlled by each circuit breaker shall be mounted to the inside of the panel.

● Solid grounding conductor for No. 8 AWG and smaller, and stranded conductors for No. 6

AWG and larger shall be installed.

● Grounding conductors shall be routed along the shortest and straightest path possible and grounding rods shall be driven to 2 inches below finished grade.

● Grounding rods shall be interconnected with grounding electrode conductor below grade and connections shall be made without exposing the steel or damaging the coating.

● UL 467 shall be complied with for grounding and bonding materials and equipment.

● A neatly typed removable circuit breaker directory shall be provided in circuit breaker panel

DP. Directory shall show the circuit number and complete description of all components on all circuits. Provide a permanent number on each branch circuit breaker.

● Receptacles shall be labeled with marker tape.

● The following tests, inspections, and test reports shall be performed:

● After installing the grounding system but before the permanent electrical circuits have been energized, the grounding system shall be tested for compliance with the requirements.

● The ground resistance shall be measured not less than two full days after last trace of precipitation and without soil being moistened by a means other than natural drainage or seepage and without chemical treatment or other artificial means of reducing natural ground resistance.

● Test completed grounding system at each location where a maximum ground-resistance level is specified, at service disconnect enclosure grounding terminal.

Make tests at ground rods before any conductors are connected.

● Perform tests by fall-of-potential method according to IEEE 81.

● Report measured ground resistances that exceed the following values:

● Power and Lighting Equipment or System with Capacity 500 kVA and less: 10 ohms.

● Excessive Ground Resistance: If resistance to ground exceeds specified values, notify

Contracting Officer promptly and include recommendations to reduce ground resistance.

Dewatering

● Where groundwater is or is expected to be encountered during excavation, a dewatering system shall be installed to prevent softening and disturbance of subgrade below fill materials and sand so as to allow fill materials to be placed in the dry, and to maintain a stable excavation side slope.

● Ground water shall be disposed of in areas which would not interfere with construction operations or damage existing construction.

● Historically the flow of Wades Creek tends to dry up between the months of May and

October.

● Water pumped during dewatering operations can be pumped to the field that is adjacent to

Wades Creek or to the Storm Water Detention Pond provided appropriate Sedimentation and Erosion control measures have been taken.

Miscellaneous

● All Federal, State, and local laws in regards to soil erosion and air and water pollution shall be adhered to.

● Erosion-control measures shall be removed after vegetation shall be re-established at the site

● Gravel removed from on top of the linear in Pond B1 shall be removed and stockpiled for future use by the Government in the open grass area to the north of the storm water detention pond between the asphalt drive and Wades Creek.

● Erosion-control measures shall be left in place around the stockpiled gravel removed from Pond B1 unless otherwise directed by a Government Representative.

● The Contractor shall repair or otherwise returned to original condition, any parts of the existing facilities which became damaged as a result of the Contractor’s work at no additional cost to the GOVERNMENT.

ADMINISTRATIVE REQUIREMENTS

Inspection of the Work Site

● Prospective bidders may inspect the site and satisfy themselves as to the condition under which they will work or which will affect the work in any manner.

● The Facility is located at the White Sulphur Springs National Fish Hatchery, 400 East Main

Street, White Sulphur Springs, WV 24986.

● Prospective Contractors are encouraged to inspect the site and satisfy themselves as to the condition under which they will work or which will affect the work in any manner. A date and time for an inspection of the site will be set during the solicitation period. Please contact the Contracting Officer’s Representative, Kurt Otting email: kurt_otting@fws.gov to schedule a site visit.

● Government provided square footages have been provided to give a scale of the scope of work involved for the project. Prospective quoters are responsible for obtaining their own field dimensions for estimating purposes.

● All inquiries concerning the contract documents shall be made to: Contracting and General

Services, U.S. Fish and Wildlife Service, 300 Westgate Center Drive, Hadley, Massachusetts, 01035, telephone: 413-253-8625.

Submittals

● Submit for Government approval information concerning the quality of all products, materials and equipment to be used on this project. Submittal will include enough information for the Government to determine if the materials meet the specified quality requirements. Submittal forms shall be furnished to the Contractor and shall be used when submitting all submittals.

● Submit directly to the Contracting Officer a typed completed Material Approval Submittal form plus either an electronic copy or two (2) hard copies of each submittal.

● Contractor shall submit for approval all new material and equipment associated with the construction/repair/alteration of the ponds to include manufacturer’s literature, product data sheets, technical data, installation manuals, specifications and all other available information.

● The Contractor shall submit documentation regarding the following items to the Contracting Officer for review and approval. Documentation submitted shall include but is not limited to the following list:

Worksite Safety

● The Contractor shall be solely responsible for ensuring that all of their on-site activities and equipment conform fully to all standards of the Department of Labor, Occupational Safety and Health Administration (OSHA) 29 CFR 1926 and 1910. Additionally, the contractor shall adhere to all applicable Federal standards, nationally recognized building codes, and nationally recognized safety codes such as the National Fire Protection Association (NFPA), and other nationally recognized consensus standards. The NFPA 101, Life Safety Code, will be used as the minimum criteria for life-safety features, and the NFPA 70, National Electrical Code (NEC), will be used as the minimum criteria for electrical installation.

Temporary Facilities and Controls

● The Contractor shall furnish, erect and maintain all temporary construction facilities and controls and perform all temporary work as required to complete the finished work in accordance with the contract documents.

● Temporary facilities shall be defined to include construction trailers, storage trailers, sanitary toilets, waste containers, staging, rigging, portable generators, required safety measures and any such facility required to complete or support the completion of the work but not to be incorporated as a part of the completed project.

● Electricity, water and restrooms are available on-site. Contractors may utilize these utilities provided no modifications are required. The Contractor shall make those investigations necessary to determine the availability of and existing conditions regarding the utilities at the site.

● Drinking water and telephone shall be furnished by the Contractor at the Contractor’s expense.

● The Contractor shall provide adequate on-site containers for the collection of waste materials, debris, and rubbish.

● All temporary services and facilities shall be removed at the Contractors expense prior to work being considered complete.

Operational Restrictions

● The Hatchery will be open during the performance of the contract.

● The Contractor shall notify the Contracting Officer if it becomes necessary to interrupt any function of the Hatchery. The Contractor shall not proceed without the expressed approval of the Contracting Officer and not until such time as provisions are made to modify the hatcheries operations, as required.

● Notify Contracting Officer no fewer than five days in advance of proposed interruption of electrical service.

● Normal work hours are from 7:30 AM through 4:00 PM, Monday through Friday. The

Contractor will not be permitted to work on Saturday, Sunday or legal holidays unless otherwise authorized by the Contracting Officer.
