Statement of Work Science Applications Headquarters Program Web Support
1.0 BACKGROUND
Over the last several years, the Science Application (SA) Program organically built a variety of web sites, pages, tools, and new media channels to fill an ever-growing communications, out/in-reach, and informational distribution need. Various maturing rates of these platforms over time, interim site and various page developments, creation of informational tools and styles of content resulted in an uncoordinated and inefficient web presence and user experience.
For example, in July 2012, as part of the overall neutral facilitation of the 22 collaborative Landscape Conservation Cooperatives (LCC) process, the DOI, U.S. Fish and Wildlife Service (Service) SA Headquarter (HQ) office worked in developing a comprehensive interim website for the LCC Network and to provide ongoing technical maintenance and updates. Providing support to LCCs by offering a collectively produced web-based communication and collaboration tool resulted in an interim website: http://www.lccnetwork.org/
2.0 OBJECTIVE
The Service requires the services of knowledgeable and experienced web developers to coordinate, build, maintain, and provide general support of the SA web presence, federal government site(s) “.gov”, to include variety of new media channels, web pages and sites. These channels support SA’s out/in reach communication and information distribution needs and requirements. However, within the overall SA program web presence is the LCC Network, a partnership-based, web site. The priority is the current LCC Network web site, a “.org” web site not “.gov”, which needs updating and building out of features and functionality to support and provide LCC leadership and the various audiences easily accessible and quality content. Secondary, but just as important, is all other SA web presence; SA home page and other program efforts, need to be brought up to date with the latest content and Service standards with a uniform look and feel for a user-friendly and informative experience. The Service is seeking a contractor with a flexible, adaptive capacity to meet website planning, management, and maintenance needs in a dynamic environment to cater to changes both in the field of web management and technology as well as changes to Service programs and priorities during the duration of the contract.
The work can either be performed on-site, off-site, or an efficient combination of both. If on-site, the Service will provide workspace with telephone, e-mail, and internet access. Any contractor’s personnel on-site and assigned to the Service will be required to sign the Service Personnel Registration Form and Statement of Confidentiality. Scheduled and approved planning, updates, and implementation meetings may be held on-site at Service HQ in Falls Church, VA. Daily operations, meetings, and other contract business will be conducted within Service’s network capabilities; for example: email, VTC, webinar, teleconference, etc.
3.0 SCOPE OF WORK
The contractor shall provide qualified and knowledgeable expertise to perform the following tasks:
1) Provide overall assessments and web site management plans to best coordinate SA’s on-line presence and functionality for both the LCCNetwork.org website and other Science Applications web environments.
2) Migrate current LCC Network web site, http://www.lccnetwork.org, to Drupal, if and when, the Service migrates to the open source content management software.
3) Update and continue to develop the current LCC Network web site, http://www.lccnetwork.org, providing ongoing technical maintenance, hosting, website security coordination, training for administrative users, and provide monthly web analytics reports. The web site includes over 30 web pages and affiliated multimedia files. Examples of the type of updates and improved/new functionalities for the website include:
a. Making the LCC site more adaptive and scalable – able to expand with emerging data-integration and social APIs in the future.
b. Allowing national administrators to directly and easily update the LCC site content
c. Providing access to LCC communication leads for direct news, document, event and project posting and sharing
d. A moderated content workflow and distributed content management
e. Enhancing and expanding the Project Catalog (lccnetwork.org/ourwork/projects)
f. Ability to support adaptable and modifiable collaborative workspaces
g. A Project Management database
h. Improving mobile, smart-phone presentation and usability
i. Bringing the site up to Section 508 compliance
j. Making the site IPv6 compliant
k. Making the site portable and non-proprietary so that it can be easily migrated to other servers and integrated with other systems. The site is currently operating on a proprietary IIS server and APS.NET framework.
l. Develop a shared calendar
4) Provide web site support needs, updates, and development to other web pages managed under Science Applications on the Service’s current platform with planning and new development able to migrate to Drupal. The environment includes six web sites, the primary one with at least 14 pages. Examples of updates and improved/new functionalities for these websitesinclude:
a. Web page and graphic design services for individual web pages
b. Interface design and development for making the Science Applications web sites more adaptive and scalable – able to expand with emerging data-integration and social APIs in the future (http://www.fws.gov/science/).
c. Enhancing and expanding the Wildlife Climate Adaptation web site as needed (wildlifeadaptationstrategy.gov)
d. Maintaining the web sites to Section 508 and IPv6 compliance compliant
5) Training of Service personnel in web functionality – a limited number of Service personnel will have admin rights to be able to update content.
6) Provide website security coordination with Service staff, policies and regulations
4.0 DELIVERABLES
Schedule and Milestones of the Project:
Immediately review and understand current updating needs of the web sites to include posting of current content and keep the sites functional and within Service standards during the initial assessment and web site and content management plan development.
In collaboration with SA staff, complete and present an assessment within 45 days of SA’s current web presence and how best to coordinate the various Service pages, tools, information, etc. The assessment will also include a separate content management action plan on improving the LCC web site, pages and tools for SA staff review and approval.
Implement an SA approved web site and content management plan for the LCC web site. Monitor and maintain the web site, update content regularly, make recommendations for continued improvement, effectiveness, and efficiency.
Implement an SA approved content management plan for the SA home page and other web products and tools as needed. Monitor and maintain the web site(s) and page(s), update content regularly, make recommendations for continued improvement, effectiveness, and efficiency.
Provide ongoing overall SA program web support: to include but not limited to, monitor and maintain the web site(s) and page(s), update content regularly, make recommendations for continued improvement, effectiveness, and efficiency.
Provide periodic website updates and ongoing analytics reports compared to performance metrics outlined in the approved management plans.
5.0 ELECTRONIC REPORTING REQUIREMENTS FOR CONTRACT REPORT DELIVERABLES:
The contractor shall provide the final approved version of report deliverables intended for public distribution in accordance with the electronic reporting requirements described below.
The Technical Monitor may specifically direct the contractor to provide reports in one or more of the file format standards provided below. An exception to the format standards must receive prior approval from FWS Publication Services.
a. The contractor shall submit all report deliverables intended for public distribution (including status, annual, or final reports) as electronic files, preferably with all graphics and images embedded within the document. The electronic files shall be submitted along with an accompanying hard (printed) copy(ies) of the report.
b. All final approved version submissions shall be delivered to FWS on PC formatted media (CD-ROM or DVD-ROM). Files of 1 MB or less can be sent via e-mail to the 1) FWS Technical Monitor, 2) the FWS contract Administrator or Associate (as specified in the Statement of Work).
c. The accepted standard is the Microsoft Office suite of programs (version 2010 or higher for PC), and the preferred format is a single, editable, electronic file that includes all of the text, figures, illustrations, and high-resolution digital photographs (photographs should be scanned and incorporated in the text). Acceptable file formats are:

d. If it is not possible to include all of the graphics and images (figures, illustrations, and photographs) in the same file as the text, FWS will accept the text in one of the above formats and the graphics and images as separate electronic graphic or image files*. The accepted standard for page layout and graphics is the Adobe Creative Suite of programs. Native files must be submitted, and if a page layout application is used, the job should be packaged complete with fonts used and links to supporting graphics. The following software is supported on both Mac and PC platforms:

*The acceptable graphic or image file formats are: .eps, .tif, .gif, .jpg, .wmf, .emf, .pct, .png, .bmp, .psd, .ai, .fh, .qif, .fpx, cdr. The preferred resolution for graphics or images is 300 dpi. Include all fonts used in creating the file.
e. For animation, video, or multi-media elements (e.g. Flash animated graphics, video clips, HTML or Script-based interactivity through a browser, or CD-ROM), negotiations must be made with the contract Administrator as to acceptable deliverable format prior to award.
f. In the rare case that the graphics or images cannot be supplied in native formats, submit a high-resolution scan from a hard copy with a minimum of 300dpi for color/grayscale, or 600dpi for bw/lineart scans. Submit the scanned image in one of the acceptable image formats listed above.
g. For all calculations in support of contract reports that are conducted in ASPEN+, an electronic copy of INPUT, REPORT and BACKUP (if Model Manager is used) must be submitted with all reports. Additionally, if costing or sizing calculations are conducted in a spreadsheet [no process calculations (heat and material balances) in spreadsheet format are permitted], a copy of the fully documented MS Excel file shall be supplied. Note that vendor quotes and other non-original material can be supplied in hard copy.
h. A fully executed release shall be supplied to FWS with all photographs, regardless of whether such photographs are delivered to FWS electronically or in hard copy. Such release shall certify that the US Fish and Wildlife Service, Department of the Interior, and the United States Government is granted a non-exclusive, paid-up, irrevocable, worldwide license to publish such photographs in any medium or reproduce such photographs or allow others to do so for United States Government purposes.
i. The contractor may contact FWS Publication Services at (703) 358-2197 with questions regarding technical guidance concerning the submission of subcontract report deliverables as electronic files or exceptions to electronic files for graphics and images.
6.0 REPORT DISTRIBUTION
Deliverable Addresses - The contractor shall clearly label all deliverables with the contractor name, FWS contract number, date, and the deliverable description (e.g., Monthly Reports, staus updates). Deliverables shall be sent to the following addresses:
7.0 PERFORMANCE
The period of performance will be 18 months to start on January 19, 2015 and end July 18, 2016. In addition, option years will be available based on successful performance of duties under the contract.
