Smithsonian Institution Solicitation No. F09SOL00029, Amendment #000002 Recovery Project: Gear Switches & Transformers @ NZP
14A. ADMINISTRATIVE CHANGES/ CLARIFICATIONS/ADDITIONAL
INFORMATION TO THE SOLICITATION AND/OR ITS DOCUMENTS:
Following are responses to questions received from prospective offerors:
1. A Bid Bond/Offer Guarantee of 20% is required for this solicitation.
2. By no later than 2:30 pm, May 19, 2009, offerors will be expected to provide separately bond copies of the technical proposal (5 copies) and cost proposal (3 copies) to the following address:
Melissa Howard Office of Contracting & Personal Property Management Smithsonian Institution 2011 Crystal Drive, Suite 350 Arlington, VA 22202 (Crystal City)
3. Questions: Medium Voltage fusible switches Spec. Section 261300:
3.a. Section 261300.2.3.B.4 – Key Interlock with secondary main breaker feature is not on the existing units. Are we to add this to the existing equipment not being replaced?
3.b. The existing outdoor switches are S&C PMH-6 (Lemur Island) . Are we to replace with low profile pad mounted switches - S&C PMH-6? Or supply metal enclosed as specified?
3.c. Section 261300 2.3 E.4-6 – Is a neutral bus required in the primary switchgear?
3.d. Section 261300.2.4.A & B – There are no existing multifunction meters and no protective relays on any of the existing switches. Are we to add meters and relays to the new switches? Indoors and outdoors? Are the switches electrically operated for control and automation? (Section 2.4.b.1)
3.e. Section 261300.2.7.A.1-5 – Meters and relays are not existing. There will be additional space required CT’s , PT’s, and arresters. Can the new switches be larger?
3.f. Section 261300.2.7.B.3 – In all existing conditions, the switch is cable connected to the transformer. Is rigid bus required?
3.g. Section 261300 2.7 B.4 – Why is a zero sequence transformer in this spec? Is ground fault tripping required?
3.h. If relays are required, who will perform a coordination study?
3.i. Drawing E-5 indicates a typical switch with depth of 48”. A normal switch with rear termination section will require a depth of 62”.
3.j. Drawing E-5 indicates two fused switches; Drawing E-3 indicates two non-fused switches and one fused switch. Which configuration is required?
3. Responses: Medium Voltage fusible switches Spec. Section 261300:
3.a. No, this is not to be added to the existing equipment.
3.b. Replace with S & C PMH-6 low profile switch to match existing.
3.c. No, match existing 3.d. Yes, new switches are to have digital display and monitors. Refer to Scope of work, Note No 1 on drawing CS-1. Electrically operated switches are not required.
3.e. The new switches must occupy the same footprint of item being replaced. Switches may be larger depending upon existing conditions. The contractor must coordinate this work.
3.f. Rigid is not required. Cable connections are acceptable.
3.g. This is Deleted. Ground fault tripping is not required.
3.h. Relays are not required.
3.i. This is a typical switch, dimensions may vary.
3.j. This is a typical detail. Drawing E-3 prevails.
4. Questions:
4.a. On drawing CS-1 under the scope of work note 1 requires ''The new switches and transformers shall have a front digital display to monitor ampacity, current, voltage, transformer temperature, etc." On drawing E-5 the typical switch and transformer elevation shows the metering equipment mounted on the transformer. Specification section 261300 Medium Voltage Fusible Interrupter Switchgear paragraph 2.4 requires the metering equipment to be mounted on the switchgear. These are all conflicting requirements, please clarify?
4.b. Relating to the requirements in RFI 1 above, to install metering equipment will require voltage transformers (VT's) and current transformers (CT's) to be in a separate cubicle which may be as wide as 36". They cannot fit inside the transformer or switch enclosures. It does not appear that the typical design on drawing E-5 takes this into consideration. Scaling the drawings it does appear that space is a problem. Please provide direction?
4.c. On drawing E-3 the Kori Bustard Yard requires an outdoor oil transformer. Where is the specification for this type of transformer?
4.d. Is the Lemur Island an oil filled transformer similar to the Kori Bustard Yard?
4.e. On drawing E-3 it indicates a key interlock between each switch of the primary selector switch. There is no other key interlock shown on any of the drawings. In specification 261300 paragraph 2.3 B. 4 requires a key interlock between the primary selector switch and the existing secondary main circuit breaker. Please clarify this requirement?
4.f. On drawing E-7 note 2 for Lemur Island requires the replacement of the primary selector switch to match existing. Can we assume this a low profile pad-mounted compartmental selector switch?
4.g. Reviewing drawing E-3; to replace the primary selector switches will require a power interruption to both the "Blue" and "Red" primary feeders because there is no way to isolate the feeders to anyone building without affecting all the buildings being serviced by the same feeders. Due to the transformers and selector switches being close-coupled together the replacement process will take longer than 8 hours. Note 1, under scope of work on drawing CS- 1, requires a generator if the process is to take longer than 8 hours.
The "Blue" and "Red" primary feeders service most of the buildings at the zoo; are we to provide a generator to all buildings affected by any power disruption?
4.h. Specification 261300 paragraph 2.5 B requires the primary selector switch to be fused. Paragraph 2.4 requires multifunction protection elements. Some of these requirements provide redundant protection. Please review these requirements?
4.i. On drawing CS-1 general note 7 requires all power disruptions to be after normal business hours. Please provide the allowable times and days considered after normal business hours?
4. Responses:
4.a. This is a typical detail, refer to note “exact configuration varies”. Mount metering equipment on the new equipment, whether it’s the switchgear or transformer.
4.b. Equipment maybe larger depending on existing conditions. Contractor must coordinate this work.
4.c. Refer to drawing E-7, and the specifications. Transformer shall be dry type.
4.d. No.
4.e. Key interlocks are not required between the primary selector switch and the secondary main circuit breaker.
4.f. Yes. S & C type PMH-6.
4.g. Generators will not be needed for each building on the Red/Blue feeders. Each building/area is T- spliced in manhole adjacent to building/area therefore the individual building can be isolated from the main trunk line and generator will be needed for the that particular building. This will require total outage to disconnect the building from the T-splice.
4.h. Fuses are required.
4.i. After business hours would be Monday thru Friday 7:00 PM until 5:00 AM.
5. Questions Dry type transformers Spec. section 261200:
5.a. 80 deg.c temperature rise units are specified, 150 deg.c units are existing. There are several locations where size of unit will be an issue. Is 80 deg.c required at all locations?
5.b. Will these transformers be required to meet DOE 2010 requirements? (built and shipped prior to 2010)
5. Responses:
5.a. Yes, 30 deg c is required at all locations.
5.b. Yes, comply with DOE 2010.
14B. Except as provided herein, all terms and conditions of the Solicitation remain the same.
