Text19: The existing contract 140A1621P0086 provides Geospatial Support functions to OTS as well as other divisions throughout the BIA. This requirement is to response to project requests involving the use of various technologies including but not limited to Smartsheet GOV, the ESRI Suite of GIS software and much more. This requirement is a key component of the BIA meeting the Geospatial Data Act of 2018.
Text20: MBS has successfully performed this contract for five years and six months. A mandatory source, Information Technology Support Services (ITSS) IDIQ was awarded in September 2024. This contract was originally extended for six months under the authority of FAR Clause 52.217-8 with a period of performance (POP) of 01/16/202 to 07/15/2025 due to delays with awarding of ITSS. Further delays due to the current Continuing Resolution delaying, and verifying and documenting that contracts like this one perform a statutory requirement for BIA and the government, a contract modification is necessary bridge the time between this contract's POP expires on 7/15/2025 and when a new/follow-on task order can be competed and awarded under ITSS. Hence this justification to extend the POP of the contract for six additional months via mutual agreement of the parties. Source sought was posted on SAM.gov and emailed it to ITSS IDIQ vendors to review their capabilities in the meantime.

Not awarding this contract will result in the bureau’s inability to maintain the current GIS Portal and data products. Losing this capability will result in the loss of system and data integrity, the inability to maintain or update datasets and ultimately will lead to the systems overall degradation causing the decommissioning of the current BIA OPEN data page which provides compliance with the OPEN Data act and feeds the required metadata into the DOI enterprise data inventory.

The enhancements slated for this system are also intended to standardize trust asset data creation, processing, and analysis bureau wide and provide the necessary mechanisms to allow tribal collaboration on such data creation and maintenance. This is the cornerstone to the Office of Trust Services co-stewardship with tribes and the organizations that serve them. The enhancements also include the means of automating several data workflows to reduce the burden of data processing and maximize efficiencies for field operations staff.

Not maintaining the system will result in the degradation and loss of current data products and tools that are critical to bureau activities. This will result in the bureau returning to manual and paper processes and ultimately hinder the bureau’s ability to modernize data systems and automate workflows. This system has been methodically put together to become a conduit through which the bureau and tribes can effectively collaborate on data sets that inform decision making and drive innovation in the way we do business.

Text21: The proposed contract action is made under the terms (FAR Clause 52.212-4(c) Changes) of an existing contract (140A1621P0086 ) that was previously synopsized in sufficient detail to comply with the requirements of 5.207 with respect to the current proposed contract action (i.e. this justification for a modification to extend the contract for six months).

The follow-on effort is anticipated to go through the fair opportunity process under ITSS

IAW FAR 16.505.

Text22: Price comparison with the current period of performance, which is based on a fair and reasonable price determination when the contract was awarded. The contractor has provided a price quote for the Labor Hour effort for six months and OTS has agreed the level of effort (labor categories and labor hours) is acceptable to meet the continuing need for six month.

This quote is exactly the same as the price for the last six months under FAR Clause 52.217-8.

Text23: Market research was conducted prior to this Justification. The BIA ITSS IDIQ is the appropriate vehicle to use for this requirement; however, as mentioned above due to various delays the government needs additional time to compete a follow-on.

acquisition.

This modification is for $410.135.04 (incrementally funded in the amount of $410.135.04), which increases the overall ceiling by $4,007,915.11 to $4,418,050.15.
