Program Evaluation Assistance – International Conservation
– 140F0622Q0072
Award: The U.S. Fish & Wildlife Service, International Affairs program, anticipates awarding a Fixed-Price Task Order for a six-month period.
Award will be made from this solicitation to the company that submits a Technical Proposal that conforms to the SOW requirements, and who, based on the decision of the Government, offers the best value to the Government, considering primarily technical scores and secondarily, offered prices.
The Government reserves the right to award a contract to any other than the lowest priced offer if, in its judgment, the technical superiority outweighs the cost difference. The Government reserves the right to award the contract to any other than the highest ranked technical proposal if, in its judgment, the potential cost savings offset a minor difference in technical scores.
Submission of Offers: All submissions must demonstrate in a clear and concise fashion the ability and knowledge to execute data visual design and data organization, including application in a program evaluation and international conservation context. Proposals will also be evaluated on the ability to meet the proposed deliverables schedule in section six (6) of the statement of work.
Technical Proposal: The offeror shall submit one (1) electronic copy of the technical proposal. The technical proposal shall include a listing of key personnel and how they meet the criteria denoted in section 3.2 of the statement of work (SOW) (attached). The technical proposal should be prepared simply and economically providing straight forward, concise delineation of capabilities to perform satisfactorily the services being sought. The information provided shall be factual and complete.
Proposals that merely offer to provide services as described in the Statement of Work will not receive further consideration for award.
Technical Evaluation Factors:
1. Technical capabilities to provide the services outlined in the SOW to include personnel that have previous experience or education in the related science or wildlife conservation field.
2. Past performance on contracts of similar scope and complexity with other Government agencies.
All proposals will be evaluated as outlined above. Evaluation factors listed will be evaluated equally and considered significantly more important than price during the evaluation phase.
Acceptance of Proposals: The Government reserves the right to consider as acceptable only those proposals submitted in accordance with all technical requirements set forth or referenced in the solicitation and which demonstrate an understanding of the scope of the services to be provided.
This solicitation does not commit the Government to pay any costs for the preparation and submission of a proposal in response to this solicitation.
