About this file
This document outlines the evaluation criteria and solicitation for a 2021 New Mexico and Texas Range Supply Contract. The Bureau of Land Management seeks quotes from qualified vendors to provide supplies to various sites in New Mexico and Texas on a firm fixed price basis. Quotes will be evaluated on price and three non-price factors: technical capability of the item offered and ability to meet specifications and delivery schedules; past performance on similar contracts within the past three years, including meeting delivery dates and customer satisfaction; and price, with award going to the lowest priced technically acceptable offeror. Quotes are due by August 9, 2021 and must be submitted on company letterhead and reference solicitation number 140L0321Q0005 via email. This is a total small business set-aside with a NAICS code of 331222 and size standard of 1,000.

Text version
The Government intends to award the contract to a responsible party whose proposal is responsive to the solicitation process for 2021 New Mexico Range Supplies and provides “Best Value to the Government” on a Lowest Priced Technically Acceptable (LPTA) basis.
A Technical Evaluation Panel consisting of no less than three members will conduct the initial evaluation. Upon completion of the evaluation period, the panel will review each proposal and make their final award recommendation to the Contracting Officer. Provide your bid in two separate volumes: Volume 1 – Pricing. Volume 2 – Non-pricing, which includes information of evaluation factors.
Quotes will be evaluated for acceptability but will not be ranked using the non-cost/price factors. To be eligible for award, offerors must receive a rating of “acceptable” in every non-price factor/subfactor. In the interest of economy and efficiency, the Government will start by evaluating the technical quote of the lowest-priced offeror and will award to that offeror if the technical quote is rated “technically acceptable”. If the lowest offeror receives a rating of “unacceptable” in any of the non-cost factors, the Government will then move on to evaluating the technical quote of the next lowest offeror and so on until a quote is rated “technically acceptable”. Therefore, the technical quote of the non-low-price offerors may or may not be evaluated.
The following factors and sub-factors will be used to determine technical acceptability:
Factor #1 -Technical Capability of Item Offered
Subfactor #1 – Ability of Item to Meet Required Specifications - To receive a rating of “acceptable” for this subfactor, offer must at a minimum, demonstrate adequate technical capability of the item offered to meet or exceed the item specifications.
Subfactor #2—Ability to Meet Delivery Schedule - To receive a rating of “acceptable” for this subfactor, offeror shall provide a schedule for delivery that meets the desired delivery date.
Factor #2 -Past Performance
Subfactor #1- Recency and relevancy of present/past performance in relation to this effort - To receive a rating of “acceptable” for this subfactor, offeror must, at a minimum provide past experience on similar type contract(s). The past experience should indicate successes of the contractor in completing/meeting delivery dates and customer satisfaction.
The Government considers “recent” present/past performance to be within the past 3 years.
The Government considers “relevant” present/past performance to be present/past performance effort involved in similar scope and magnitude of effort and complexities this solicitation requires.
NOTE: In accordance with FAR 15.305 (a)(2)(iv)), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” will be considered “acceptable.”
Factor # 3 -PRICE: Award will be made to the lowest priced offeror that is evaluated as “acceptable” for all non-price factors.
