Department of Infrastructure Request for Statement of Qualifications (RFSQ) Development Services Project Specifications
PROJECT INFORMATION
Project Description Williamson County is soliciting qualifications of engineering firms interested in providing engineering services to assist Williamson County staff in daily plat and driveway permit review, FEMA Flood Plain Program administration, and specialized, as-needed drainage and H&H engineering support for projects included in the County’s Road Bond Program, the Road and Bridge Division program, the Development Services & Drainage Division program and County Facilities. We are anticipating selecting approximately three firms for this work. The Commissioners Court may select more or fewer firms at its discretion. Please note: This contract is strictly for the review of third-party developer designs and performing Quality Assurance. Firms seeking to perform original county infrastructure design work (such as drainage conveyance design or roadway design) are not the target of this solicitation and should not apply.
Scope of Services The County requires a dedicated, responsive team to handle a consistent daily volume of baseline development reviews, as well as the specialized expertise to handle complex, as-needed H&H tasks. Professional services include but are not limited to:
Daily / Core Tasks (Consistent Volume)
· Reviewing approximately five (5) Subdivision Plats per week (including drainage and floodplain review).
· Reviewing approximately ten (10) Driveway Permits per week (including H&H analysis, culvert sizing, driveway spacing, and turn lane analysis).
· Reviewing Certificates of Compliance (CFCs) and Floodplain Development Permits.
· Attending approximately four (4) 1-hour virtual pre-development meetings per week.
As-Needed / One-Off Tasks
· Site development and subdivision construction plan review.
· Investigation and review of floodplain and driveway permit violations.
· Complex H&H modeling analysis and review using HEC-HMS and HEC-RAS software (including CLOMRs/LOMRs).
· FEMA substantial damage estimates (SDE) following major flood events.
· Bridge scour analysis.
· Review of proposed amendments to the long-range transportation plan regarding geometric and floodplain impacts.
· Review of construction cost estimates.
· Recommendation of written policies and regulations regarding engineering and development review.
· Review and create CAD and GIS files in support of development review.
· Assist in permit processing and inspections in support of development review.
· Post-flood site visits to collect high water marks and analyze rainfall and flood frequencies.
· Gage location review and recommendations to assess in planning flood early warning systems.
· Perform flood mitigation alternatives analyses and conceptual cost estimating.
· Coordinate with the County to plan and draft revisions to drainage criteria manual, subdivision regulations, and/or flood damage prevention order.
· Develop website, database, and/or system to track and distribute best available hydrologic and hydraulic models.
· Assistance applying to floodplain or drainage related grant opportunities.
Firm shall assign a minimum of one (1) staff person who is a licensed professional engineer in the State of Texas that directly manages all work performed. Firm shall have a minimum of one (1) staff person who is a licensed professional engineer in the State of Texas and is also a Certified Floodplain Manager (CFM) for floodplain management assignments.
Williamson County expects the prime firm to commit its project manager, as proposed in the SOQ, to the duration of the contract. Williamson County further expects the project manager’s commitment to the contract to include commitment as project manager to each work authorization without further delegation or substitution over the course of the contract.
STATEMENT OF QUALIFICATIONS FORMAT
Transmittal Letter One (1) single-sided page transmittal letter that provides an overview of the firm. In addition, it shall provide the name, physical mailing address, email address, and telephone number of the proposed contact for the RFSQ and possible interview process. Pass/Fail Criteria: To be considered for evaluation, all interested firms must be registered with the Texas Board of Professional Engineers and Land Surveyors (PELS) as an engineering firm in the State of Texas. A statement confirming this registration must be included in this transmittal letter to the County.
Organizational Chart One (1) single sided page organizational chart for the project listing all task leaders and key supporting staff. Respondents are required to show who will perform daily engineering activities in addition to task leads. Any names shown on the organizational chart shall be considered as a firm commitment that those individuals shall perform the duties represented. Failure of staff to perform responsibilities represented may result in revocation of the contract. For each individual listed on the organizational chart, indicate the physical office location that individual currently reports to 100% of the time. If the individual reports to more than one office, indicate which offices they are split between and the percentage of time spent in each office. The chart should not be larger than a single 11”x17” page. Resumes shall be provided in Appendix A for all individuals listed on the organizational chart.
Project Manager Experience One (1) single sided page providing information regarding the Project Manager’s Experience/Qualifications with similar projects.
Project Team Daily Plat & Driveway Review Experience One (1) single sided page providing information regarding the Individuals on Project Team’s Experience/Qualifications performing high-volume commercial and subdivision plat reviews, driveway permit reviews, and certificates of compliance for cities or counties.
Project Team Construction Plan Review Experience One (1) single sided page providing information regarding the Individuals on Project Team’s Experience/Qualifications performing commercial/subdivision construction plan reviews for cities or counties.
Project Team Complex H&H and FEMA Experience Maximum of one (1) single sided page providing information regarding the Individuals on Project Team’s Experience/Qualifications preparing or reviewing complex H&H models, bridge scour analyses, and FEMA flood studies/map revisions.
Team Availability There is no page limit for this section, but all information included is limited to the information requested. Failure to adhere to this requirement may result in considering the respondent’s information as non-responsive. For each individual listed on the organizational chart, list all projects that individual is currently assigned with their corresponding percentage of time commitment and the projected completion date for the assignment. For each individual listed on the organizational chart, also list all projects and time commitments included in existing proposals. For each individual listed on the organizational chart, indicate the individual’s official corporate company title as well as a description of their primary role within your company and the time commitment required to complete that role. For each individual listed on the organizational chart provide a proposed time commitment for the Williamson County Project. To ensure continuous, uninterrupted service during absences, respondents must explicitly identify a specific backup staff member for each individual listed on the organizational chart. For staffing purposes, assume the notices to proceed will be issued in October, 2026.
Project Understanding and Technical Capabilities Maximum of one (1) single sided page providing information regarding your firm's technical capabilities and understanding of the project.
Quality Control (QC) Process Maximum of one (1) single‑sided page detailing the firm’s strict internal Quality Control (QC) procedures for checking and reviewing all work products prior to submission. Respondents must acknowledge that the County’s role will be limited to Quality Assurance (QA) testing of the final product.
Appendix A Provide resumes of project manager and staff shown on the organizational chart. Resumes shall include the complete professional employment history of the individual identifying the name of the employer and the time period worked at the firm. For projects referenced, resumes shall indicate the specific activities performed. Resumes not providing correct information may be considered non-responsive. Limit each individual resume to no more than five (5) single sided pages.
Miscellaneous For purposes of the RFSQ, a page is defined to be one (1) side of an 8 ½” x 11” sheet of paper. Standard single line spacing and standard 1-inch margins are required. Condensing character spacing or modifying text to fit more information is prohibited. A Cover Page, Table of Contents, and divider pages are highly encouraged for organization, but are not graded and do not count toward the page limits. Minimum font size of 12 is required for text except on the organizational chart. Use Calibri or similar font. Font size smaller than 12 is permissible on the organizational chart.
