About this file
This Addendum #2 is a corrected appendix document issued by the Texas Real Estate Commission (TREC) and the Texas Appraiser Licensing & Certification Board (TALCB) as part of RFP #329-26-30001 for License Examination Development & Administration Services. The addendum provides corrected examination specifications and requirements for real estate inspector licensing exams, including updates to exam content standards, job analysis requirements, and inspector certification examination parameters. The original RFP deadline was October 27, 2025, at 3:00 PM CST, with contract execution through August 31, 2028, plus two optional 2-year renewal periods. The selected contractor must have test scheduling services operational by July 15, 2026, with examinations commencing September 1, 2026. The addendum clarifies examination development standards, test bank maintenance requirements, and security protocols specific to the inspector licensing category among the multiple professional licensing examination types covered under this comprehensive procurement.
This addendum establishes pricing and fee remittance terms requiring the contractor to remit $25.00 per candidate for real estate and inspector examinations, with current examination fees ranging from $39.00 to $55.00 depending on exam type. The procurement includes Historically Underutilized Businesses (HUB) participation requirements with statewide goals ranging from 11.2% to 32.9%, mandating vendors to complete a HUB Subcontracting Plan with documented good faith efforts including contact with at least three HUB vendors and two trade organizations prior to proposal submission. The examination services are self-funded through candidate fees, with the contractor generating revenue through examination administration while remitting specified portions to the state agencies. The corrected appendix ensures alignment with updated inspector examination standards and compliance requirements, superseding previous specifications in the original RFP documents.
