Scope of Work

1. Project Title: VA Data Center Annex GSA Elevator Replacement

2. Project Location: TX1128AT VA Data Center Annex 1615 East Woodward St.

Austin, TX

3. Building Location Hours: To the greatest extent possible work is to be performed during normal business hours 6:00 AM to 6:00 PM. Coordination and approval from GSA COR is required for work performed other than normal hours. Any disruptive work, (i.e. noise, demolition of existing equipment, etc. is to be performed during other than normal working hours.

4. Purpose: Modernize Two (2) existing geared traction Passenger elevators. Provide new: AC motor, solid state microprocessor controls, car frame, cab, doors, and all associated work to provide two complete new passenger elevators operating in one group. OPTION: modernize one (1) existing geared traction Service elevator. Provide new: AC motor, solid state microprocessor controls, car frame, cab, doors, and all associated work to provide one complete new service elevator. All work performed under this contract shall meet or exceed the latest ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards.

6. Notice to Proceed:

6.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.

6.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for spaces for Contractor’s employees and the like.

7. Period of Performance: 550 calendar days from the Notice to Proceed

8. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in contractor documents.

8.1 All work performed for the passenger elevator shall conform to specification number 14210

9. Liquidated Damages: Failure to complete the work in a timely manner will result in assessment of liquidated damages in the amount of $250.00 per calendar day beyond the contract completion date, inclusive of properly executed contract modifications.

10. Other Requirements:

10.1 Security: All personnel performing work on the project needing access to the building shall have a GSA “Contractor” badge.

10.1.1 Personnel without a GSA Contractor Badge performing work can be escorted by a GSA badged contractor on a temporary basis.

10.2 Waste Diversion: Waste diversion is not a contract requirement for this project, however in keeping with GSA’s waste reduction initiatives 90% waste diversion is a goal for this project.

10.2.1 Provide proof (i.e. recycle tickets) of all waste diversion efforts.

11. Submittal:

11.1 Pre-Construction Submittals:

11.1.1 Submit for approval four samples of all finishes, car floor materials, operating and signal system fixtures, hoistway entrance and door materials, sills, protection pads, and light fixture lenses.

11.1.2 Written Project Schedule

11.1.3 Waste Diversion Plan

11.2 Post-Construction Submittals:

11.2.1 As Built Drawings

11.2.2 Three (3) sets of operating and maintenance manuals shall be furnished in bound form. Manuals shall include:

11.2.2.1 Description of the elevator system’s method of operation and control including the functions of signals, door devices and other specified features.

11.2.2.2 Written instructions for the adjustment and care of the equipment.

11.2.2.3 Replacement parts list with part numbers.

11.2.2.4 Type of lubricant required for each lubricated part.

11.2.2.5 Complete set of as-built wiring diagrams.

11.2.3 The identification label for each manual shall include the subject, building name and location, government contract number and the specified elevator numbers to which the manual applies.

11.2.4 One set of manuals shall be provided in tool cabinet in elevator machine room unless otherwise directed. The two additional sets shall be delivered to the Contracting Officer’s Technical Representative. Also, one copy of each on CD-ROM.
