1. Proposal: Roof plan will follow PBS P-100 standards and the recommendations of the National Roofing Contractors Association (NRCA) as contained in NRCA publication, NRCA Roofing and Waterproofing Manual, latest edition. The design of metal flashing, trim, and roofing must follow the recommendations of the Sheet Metal and Air Conditioning Contractors’ National Association publication, Architectural Sheet Metal Manual. In addition, all roof assemblies and rooftop structures must meet the requirements in the International Building Code. Additionally, incorporate guidance on replacement of roofing on historic buildings found in Historic Building Roofing at www.gsa.gov/technicalpreservationguidelines
Develop a bid plan to replace approximately 46,000 square feet (SF) roof area shown on attached JFB Roof Replacement Site Plan. Design must meet a useful life of twenty (20) years IAW PBS P-100.
Submit design for 80 mil thickness Polyvinyl-Chloride (PVC) membrane to Contracting Officer for GSA selection. Additional roofing membrane choices may also be submitted. Sample of primary membrane material is to be included with submittal.
Design plan must include complete replacement of all rooftop insulation and drain hardware for the selected roofs. Locate breaks in membrane support away from valleys to the maximum extent possible. Existing roof utilizes dimensional lumber under plywood sheathing. Much of this existing lumber is not pressure treated and has suffered moisture damage. Remove all damaged material, and replace all lumber required for new installation with pressure treated rated for ground contact.
Design must also include complete retrofit of existing fall restraint system (railings, anchors and horizontal lifelines, etc.) to meet current OSHA standard 29 CFR 1926 Subpart M requirements for a permanent use system. Lifeline design must be able to ensure all roof top areas can be accessed. If permissible, plan to inspect and re-certify existing install along North side of building directly below penthouse. Match this design at East, West, and South sides. Provide design solutions for higher Penthouse and lower Post Office and Loading Dock Canopy roofs.
Submit preliminary project management narrative discussing roof access plan for personnel, equipment, demolition of existing roofing, and materials transfer. Include discussion on safety, quality control, and communication.
2. Design Development: Contractor will submit each design phase for GSA Project Manager and Contracting Officer’s approval. Contractor receipt of approved comments will begin next phase. All approved comments and corrections will be included on next phase submission. 100% drawings showing all final corrections and comments must be submitted within fourteen (14) calendar days of 95% approval.
Upon NTP for Design, Contractor and Government will adhere to following design and review timeline:
50% Design Submittal 45 Calendar Days
Government Review 35 Calendar Days
Incorporate Review Comments 10 Calendar Days
95% Design Submittal and Specs 20 Calendar Days http://www.gsa.gov/technicalpreservationguidelines
Government Review 14 Calendar Days
Incorporate Review Comments 14 Calendar Days
Design details must provide minimum flashing heights required for curbs, walls, parapets, etc. Non-tapered insulation will require raising units, parapets, etc. Sheet metal, flashings, roof composite construction, parapets, terminations, expansion joints, and penetrations shall be designed according to the NRCA Roofing and Waterproofing Manual details and specifications.
Insulation system shall be compatible with the application and warranty specified.
Insulation value must meet or exceed a minimum of R-38 in all locations. Roofing manufacturer must approve the insulation system required for roofing warranty.
The completed roof covering assembly shall be rated in accordance with FM P7825, capable of withstanding an uplift pressure as determined by ASCE7-10 and FM 1-49 for perimeter and flashing attachment. In the event that there is a conflict between standards; the more stringent shall govern.
All roof replacement projects shall be designed for UL 90 or FM 1-90 ratings and specifications shall specify a minimum wind speed warranty of 100 MPH.
Minimum slope for all roofs shall be per manufacturer's written installation instructions with positive drainage and no ponds of water. Taper insulation at edge flashings if necessary to prevent ponding water.
No asbestos containing materials shall be allowed.
Provide walkways from roof access points to all roof top equipment. Match existing walkway layout and include a path to all roof-mounted equipment/antennas and roof drains, around base of penthouse, and near edge of each roof section.
Avoid interior gutter installations. Use two-piece, cast iron drain inlets at existing rain leader locations.
Temporary “Night-Seals” (Cut-Offs) must flash working edge of roof system down to the deck to prevent water penetration into the new roof.
Use standard roof symbols on all drawings and details as listed in the NRCA Roofing and Waterproofing Manual.

Prior to beginning work, the Contractor shall submit a construction schedule showing major milestones and significant site coordination events.
During all phases of construction, coordinate with Building Management to ensure unpleasant emissions and odors are not pulled into ventilation supply ducting.
Additionally, all antennas must continue to provide unimpeded communication and tracking capabilities throughout duration of project.
Remove any remaining unused ballast and protective pavers. Demo and remove all material down to roof substrate. Patch and repair any damaged substrate prior to waterproofing/vapor barrier installation.
Minimize penetrations in roofs, space penetrations shall be no closer than 24 inches apart, flashings shall extend a minimum of 12 inches above any overflow or drain, factory made penetration shall be used as much as possible, do not use galvanized material for flashings. Use a termination bar and counter-flashing at vertical walls. If a parapet is short or not watertight, extend membrane over the top of the wall and attach to front face behind cap. Allow for expansion and contraction in metal flashings and corner caps. Use umbrellas/hoods over all pipe flashings for equipment and pitch pockets if possible. Conduit and small pipe penetrations must be made through the side of metal flashings with proper sealants or with specifically designed conduit flashings.
Inspect and repair or replace all roof fixture penetrations. Inspect coping at each roof edge. Reuse coping whenever condition is acceptable.
Materials: All products shall consider the environment, both interior and exterior, and recycled or “green” technology shall be priority, per Presidential directives. All products shall be low or no emitting, volatile organic compounds (VOC), unless no other products are available for installations.
