STATEMENT OF WORK

Gamerco Complex

Highway 491 North, Gamerco, NM

Buildings 330, 320, 273, USBIA Bldg and associated yards

BACKGROUND: The Bureau of Indian Affairs had an environmental audit conducted at the BIA Navajo Region Gamerco Complex, Gamerco, NM. As a result of the findings corrective actions must be conducted to bring the complex back into compliance with the regulatory requirements of 40 CFR, Executive Order 13693 and other internal Bureau of Indian Affairs policy. This includes the proper management of trust records, the proper disposal of excess electronic property (IT equipment), the proper management/disposal of RCRA Subtitle C and D waste and to comply with the Executive Order for the Greening of America to include recycling.

WORK REQUIRED: The BIA required the services of an environmental contractor to remove hazardous waste and solid waste materials located in buildings 273, 320, 330 and the USBIA storage shed (unnumbered) and dispose of hazardous, universal and solid waste identified in the attached environmental assessment report; and, inventory, package, recycle and dispose of waste in accordance with RCRA, TSCA, and Executive orders “For Greening of America.” Buildings have biological hazards which include rodent feces, bird dropping, mildew and dust. Worker protection methodologies are to be followed.

Chemicals were found in various buildings which need to be collected and waste determination made RCRA Subtitle C or Subtitle D for final disposal. See list of materials than need to be disposed of.

All buildings have solid waste in and outside the building vicinity which need to be disposed at a permitted landfill. The waste shall be separated into recyclables such as metals, batteries, etc. and disposed at a permitted recycler. All remaining solid waste will be disposed as solid waste.

When the work is completed, it is the expectation of BIA NRO that the Gamerco Complex will be brought back into compliance under the existing regulatory requirements, Executive Orders and DOI/BIA policy.

STATEMENT OF WORK:

The BIA requires the services of an environmental remedial contractor who has experience and knowledge of working with Federal agencies and preforming environmental policy compliance actions for the federal facilities.

Task 1 Pre-work Submittals:

A. Health and Safety Plan (HASP). The contractor shall prepare a site specific HASP in accordance with 29 CFR 1910.120 to allow for the protection of workers, employees and the public.

1. The plan shall include the company’s respiratory protection plan

2. The plan shall include the company’ confined space plan

3. The plan shall include certificates of workers for LBP, asbestos, HazWOPER and confined space entry

B. Name of NVLAP certified laboratory which will be used to analyze samples C. A list of all subcontractors, including qualifications and experience

Task II. Cleanup of Miscellaneous materials Priority

1. Records. The treatment of records is the first priority.

a. The audit found approximately ~9 pallets of records (~800 Cubic Feet) in Building 320 and 5 CF in Building 330 which were determined to be “records in jeopardy” due to water damage, improper storage and biological hazards.

b. The contractor shall clean, treat and stage clean records at a designated area for BIA to review and prepare for final disposal. BIA shall accept custody of records for their use and disposal from the contractor once they are treated.

2. Electronic Equipment.

a. The audit also found electronic (IT) equipment which must be recycled under the BIA IT policy, recycling of resources under Executive Order 13693 “Greening of America.” All the buildings, especially Building 320 will need to be inspected for IT equipment (computers, printers, scanners, etc.).

b. Items are to be collected and removed for recycling/disposal. Currently there are ~ 5 pallets (500 pounds) of electronic equipment which must be disposed and an estimated 200 pounds of miscellaneous electronic equipment intermixed with debris in Building 320.

Electronic equipment shall be segregated and disposed or recycled.

c. Weight tickets shall be provided to document recycling and disposal.

4. Hazardous Waste (40 CFR 262)

a. The contractor shall inventory all chemicals that will be stored and utilized, dispose of remaining chemicals in accordance with 40 CFR 262 or as solid waste under 40 CFR 258. It is estimated approximately 300 pounds of chemicals are present.

b. Unknown chemicals shall be sampled and disposed based on analytical results.

c. Products determined to be useful may be transferred to another program or facility.

3. Universal Waste.

a. The contractor shall inventory, stage and dispose of approximate of ~300 pounds of universal waste for disposal.

b. The waste shall be segregated, staged, packaged and disposed by recycling or disposal under RCRA Subtitle C after hazard determination is made and documented.

c. Fluorescent light tubes. Place all used lamps in boxes labeled with the date and “Used Lamps.” Lamps were located in Buildings (Programs: Facility Management, IT/Radio, Natural Resources, and Property). Approximately 35 tubes of various sizes must be disposed.

d. Place any broken used lamps in a box labeled with the date and “Broken Used Lamps.”

Broken lamps were located in Building 320 (Property).

e. Batteries. The contractor shall box up all batteries located in Building and dispose of them.

3. Oil/Oil contaminated debris. Estimated ~100 pounds.

a. Clean up the used oil spill in the Gamerco yard behind the old water tank (Facilities Management). Dig out the contaminated soil, place in drum/container, label drums as “Used Oil Contaminated Soil.”

b. Clean up the used oil spill in Building 333 (Natural Resources with the help of Facilities Management). Dispose of rags and sorbents in a container labeled “Used Oil Rags and Sorbents.”

4. Recyclables. Metals approximately 1,500 pounds.

a. Recycle any materials, such as scrap metals, and provide weight tickets for recyclables. Metals are found in all buildings (i.e., metal desks, white goods, scrap metals, etc.).

b. Funds received from recycling effort shall be returned to BIA in the form of a check or the funds deducted from the BIA contract amount.

5. Solid waste if any remaining materials not determined to be hazardous waste shall be disposed of as solid waste in a permitted landfill. Estimated quantity of hazardous materials is shown below and in report.

6. The bidders are encouraged to visit the site before making a proposal for the work.

IV. Reports:

A. Reports for this work shall describe the work done and include, but is not limited to, the following information:

1. Summary of the work completed

2. Narrative of the work performed

3. Sampling methodology if required

4. Analytical Results if required

5. Manifests/Weight tickets/Recycling tickets

6. Waste Profiles

B. A draft report will be submitted for review to BIA within 14 days following completion of the field disposal work. Two copies of the draft report shall be submitted to BIA for review.

C. Following the final review and approval of the draft document by BIA, the contractor shall prepare the final report and certified by a professional engineer that the work was done in accordance with federal regulations. Submit the final report to the BIA Facilities Manager, Gallup Regional building.

All documents collected or prepared for this project are the property of the Bureau of Indian Affairs and must be submitted to the government. The Contractor may not copyright or duplicate the documents without the written permission of the Bureau of Indian Affairs, Navajo Region.

INSTRUCTIONS, CONDITIONS, AND NOTICES TO CONTRACTORS

Special Conditions The Contractor will adhere to all applicable federal and tribal laws and regulations, including payment of tribal taxes as required. The bidding contractor shall be required to furnish all labor, equipment, materials, applicable taxes, bonding, and incidentals to carry out the work in their bid.

Barring complications in site access or other site-specific factors, Contractor shall have 90 calendar days from notice to proceed to complete the disposal/recycling effort. As data is developed and regulatory agencies provide direction and guidance, the contractor shall be expected to provide timely and quality response to issues raised by the regulators and COR assigned to the project. All contact with the public, private or regulatory community shall be made through the BIA, Navajo Region. No information may be released without the written consent of the BIA Navajo Region.

The work will be awarded based on best technical approach and a responsive bid package which meets the needs of the government and not necessarily on lowest price.

Period of Performance The period of performance of this project is 90 days from notice to proceed. This project is an expedited project and the bidders are to utilize sufficient personnel and expedited analytical services to meet the time frame.
