Subject:Market Survey Special Time Charter; Explosive Ordnance Disposal (EOD) Group TWO/Mobile Dive and Salvage (MDS) Diving Operations Support

This is a request for information only, and your response is not an offer. This request for information does not commit the government to pay any costs incurred in preparation of any submission to this market survey or to contract for services.

1. The Military Sealift Command (MSC) requests one Jones Act qualified, U.S. flag vessel to support Explosive Ordnance Disposal (EOD) Group Two/Mobile Dive and Salvage (MDS) diving operations and training exercises.

The vendor shall permit United States Government (USG) personnel to visit the ship no less than 15 days and no more than 45 days prior to the delivery date of each period to conduct a Pre Delivery Site Survey (PDSS). The purpose of this PDSS shall be to, at a minimum, identify and develop deck laydown plan using required USCG deck loading requirements, lay-down locations of Sponsor Mission Equipment (SME) and Contractor Furnished Equipment (CFE), identify locations of electrical outlets, and limit potential obstructions to operations.

The vessel shall support underway and local pier-side diving operations and training, surface-supplied diver training/operations, coxswain training, Unmanned System Operations in support of Unmanned Underwater Vehicle (UUV) and Remote Operated Vehicle (ROV) training requirements. Other required support to be performed for non-diving training evolutions as necessary on a continuous 24-hour basis in water depths between 40 to 1,000 feet.

The vessel shall be prepared to carry multiple small boats, see Sponsor Mission Equipment (SME) listed below, and certified hyperbaric chambers per United States Coast Guard (USCG) and United States Navy (USN) requirements, provide hyperbaric chamber services for emergencies and decompression operations, replenishment/minor maintenance support, and personnel support. The vessel shall be prepared to store explosive materials in SME certified Ready Storage Lockers (RSL) as required for EOD/MDS operations. The vessel will also support loading, storage and discharge of Government materials and equipment (as outlined below), and arranging for any shore-side equipment if required for load/discharge operations.

The vessel and crew shall be capable of providing 24 hours a day support to include (but not limited to the following):

a. Launch and recovery of divers, small boats, ROV’s, and Hydrographic equipment.

b. Refueling small craft onboard.

c. Logistical support (i.e. messing, berthing and communications).

d. At sea transfer of personnel and cargo alongside or astern in up to sea state 3.

e. Initial complete installation of Surface Dive Launch and Recovery System (LARS) with Non-Destructive Testing (NDT) inspection.

2. Area of operations: The vessel will operate out of Virginia Beach, VA and throughout the western Atlantic Ocean, Key West, Florida, Gulf of Mexico, and Caribbean and be required to pull into military and civilian ports as needed by specific training evolutions. The operational areas will be discussed with vessel operator prior to conducting ship load out.

3. Laydays: On or about 15 March 2021

4. Delivery: Contractor vessel’s current on-hire location, or location to be chosen by vessels operating company at no additional cost, not to exceed 2,000 miles from Virginia Beach, VA. Location to be named in offeror proposal to allow for operational planning.

5. Charter period: about 123 days

Vessel Certifications
The vessel shall be United States Coast Guard (USCG) certified under 46 Subchapter I and American Bureau of Shipping (ABS) classified or an International Association of Classifications Societies (IACS) member society. At a minimum, the vessel, launch and recovery systems, cranes, weight handling equipment and unique shipboard storage appliances shall be maintained and shall be classed by the ABS (or equivalent society).
Endurance and Seakeeping
The vessel must be capable of supporting at-sea operations for up to 14 days without resupply. The vessel shall be able to operate in conditions up to and including sea state 5 and conduct launch and recovery of small boats, divers, Rigid Hull Inflatable Boats (RHIB), and Combat Rubber Raiding Craft (CRRC), up to sea state 3.
Water Depth
Vessel shall facilitate operations in water depths of 40 – 1000 feet
Speed
Minimum 10 knots transit speed.
Dynamic Positioning
Vessel shall be equipped with an operable Dynamic Positioning System Two (DP2) or equivalent. The vessel shall be capable of maintaining a specific heading at speeds of one knot or greater and maintaining station within a 150-foot radius of the established position in conditions up to and including winds of 30 knots and sea state 5 (up to 12 feet) along with two fully qualified, certified Dynamic Positioning Officers, in order to support 24/7 operations and training.
Deck Space
The vessel shall have 5,500 sq. ft. of contiguous open deck space with unobstructed overhead of sufficient deck strength to load the required SME/CFE below. The vessel shall also have the capability to conduct universal four-point lashing to the deck. Vessel must provide support equipment for onloading/offloading and handling all SME/CFE, to include the ability to maneuver them onboard and secure them to the deck in accordance with federal regulations.
Vessel Launch and Recovery
The vessel shall be equipped with a launch and recovery system capable of handling SME items listed below. Vessel will be crewed to provide 24-hour launch/recovery services in support of mission requirements.

This system shall:

A. Be capable of lifting and supporting up to 30,000 lbs. per craft and included interface equipment.

B. Be manufactured in accordance with Navy standards or a recognized classification society standard (ABS Rules for Building and Classing Underwater Vehicles, Systems and Hyperbaric Facilities or equivalent standard).

C. Provide a safe means of controlling the motion of the craft during launch and recovery operations in order to prevent injury to personnel and damage to the craft.

D. Be responsible for loading, securing, and discharging mission equipment, unless otherwise requested by government personnel for training evolutions.

E. Provide 24-hour launch/recovery in support of government requirements. This shall be accomplished in sea state/weather conditions as delineated in the US Navy Diving Manual and SME technical documentation to facilitate safe training operations.

Surface Dive Launch and Recovery System (LARS) Install/Removal
The operator shall provide support for the Surface Dive LARS install/removal.

A. Remove interferences, and prepare hot work areas.

B. Test fit LARS, weld pad-eyes or plates as required to deck.

C. Welding must be in accordance with welding and brazing procedures, NAVSEA S9074-AQ-GOB-010/248 or American Welding Society (AWS) D1.1 Structural Welding Code – Steel (minimum) conducts all welds for installation on the vessel.

D. Complete NDT Inspection IAW MIL-STD 2035 or NAVSEA guidance.

E. Complete static and dynamic load test. (Sponsor will perform testing.)

F. Post NDT Inspection IAW MIL-STD 2035 or NAVSEA guidance upon completion of static and dynamic load test.

Vessel owner will assume responsibility for restoration of the deck area upon completion of training and evaluation.

Fuel Storage
The vessel shall be equipped with an USCG approved, minimum 450-gallon, external fuel storage tank (CFE) for gasoline and associated equipment to facilitate refueling RHIBs. The tank shall be equipped with an OSHA-certified pump capable of refueling small craft at sea or on deck. The pump shall include an emergency shut-off switch that is fully accessible to personnel conducting refueling operations. Additionally, the contractor shall provide a means of refueling diesel fuel for sponsor mission equipment (RHIB’s, generators, etc.). The contractor will refuel mission small boats as required.
Electrical Power
The vessel must be able to provide sufficient electrical power in the vicinity of the SME identified in this document. At a minimum, four 480 VAC, 100-amp (Delta) outlets, four 220 VAC single phase, 60-amp, 60 Hz outlets and four 208 VAC single phase, 60-amp, 60 Hz outlets shall be provided. All SME and sponsor support and habitability areas require 60 Hz. If not already present, contractor must place these outlets in the areas identified during the PDSS.
Fresh Water
The vessel shall provide a minimum of 2,000 gallons of potable water per day to support sponsor personnel and crew living onboard, and 1,300 gallons of fresh water daily on the back deck for miscellaneous use, including but not limited to equipment wash down. This requirement can be met through onboard water production capability, potable water storage capacity or a combination of both. If production capability does not exist, onboard storage must be sufficient for the endurance period (14 days).
Dive Staging Area
The vessel shall be equipped with a Diver’s Staging Area for launching and recovering divers. At a minimum, staging area must consist of water access by ladder and removable bulkhead for use of a LARS system. The equipment used to handle the over-the-side divers should meet the requirements of U.S. Navy Diving and Manned Hyperbaric System Safety Certification Manual, NAVSEA (SS521-AA-MAN-010, Revision 2, 1 NOV 2006) and U.S. Navy Diving Manual.
Conference Room/Work Space
The contractor shall provide 250 sq. ft. (minimum) of administrative/conference space sufficient to handle up to twenty-five (25) personnel to conduct classroom training. Space shall have tables and seating to accommodate these personnel, with power outlets providing standard 120 VAC power for computers and presentation equipment. The conference room shall be equipped with a projector and pull-down screen, or a TV measuring at least 55-inches. The conference room shall provide hard-wired internet access to government-provided laptops/computers with sufficient bandwidth to allow embarked leadership to maintain email connectivity with parent units.
Meals
The contractor shall provide three galley-prepared cafeteria-style meals and hotel services for up to 45 embarked personnel (not including vessel crew) when underway.

The price of meals shall be included in the daily charter rate.

Berthing
The vessel shall support berthing for up to 45 embarked personnel in addition to vessel crew. Berthing shall be provided with no more than eight per stateroom and per head equipped with shower. Curtained off bunks are acceptable. Clean linens shall also be provided.

The price of berthing shall be included in the daily charter rate.

Port Services
The contractor shall have the employ of an agent to arrange for all port services on a reimbursable basis during this charter. Port services shall include tugs, pilots, potable water, shore power, trash and garbage removal, and oily waste removal including small boat bilge waste, sewage removal, hazardous material removal, line handlers, dedicated telephone service and liberty launch services. Additionally, the contractor shall coordinate with appropriate offices onboard military installations to ensure pier-side services are scheduled and all employees are granted base access. EOD Group TWO personnel shall assist in this, but the responsibility for this shall reside with the contractor.
Communication Equipment
The vessel shall carry marine VHF and a ship’s cell phone and shall accommodate the integrations of Mission Equipment communications equipment and antennas including secure HF/VHF/UHF/SATCOM. The contractor shall allow embarked personnel internet connectivity with the highest rate of WIFI bandwidth possible while underway.

The contractor shall be prepared to enact emissions control procedures as required by NAVSEA OP 4 at any time embarked personnel are conducting demolition buildup procedures.

Navigation Equipment
The vessel shall be equipped with gyrocompass with repeaters, GPS and a radar. The radar shall be capable of surface search to a minimum of 25 NM.
Air Conditioning
The contractor shall ensure all communications equipment is climate-controlled with a maximum temperature of 80 degrees F. Communications equipment requires climate (AC/DH) control. All interior berthing and work spaces shall be climate controlled.
Laundry Services
The vessel shall provide a 24-hour laundry facility for a minimum of 45 Government assigned personnel.
Sponsor Mission Equipment (SME)
All deck stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability.

a) Two NAVSEA certified Standard Navy Double-Lock Recompression Chamber System (SNDLRCS) including an Air Supply Rack Assembly (ASRA): each consists of a standard 20’x 8’x 8’ ISO shipping container (25,000 lbs. fully loaded each, 50,000 lbs. total).

b) Fly-away Mixed Gas System (FMGS) consisting of:

i. One Mixed-Gas Control Console Assembly 80”x66”x38” (870 lbs.)

ii. One Air Rack Assembly (ASRA) 80”x64”x75” (3500 lbs.)

iii. Three Helium-Oxygen Supply Rack Assemble (HOSRA) 80”x64”x75” (3200 lbs. each, 9600 lbs. total)

iv. One Oxygen Supply Rack Assembly (OSRA) 80”x64”x75” (3300 lbs.) Two Booster Assemblies 48”x48”x36” (550 lbs. each, 1100 lbs. total)

c) One Recompression Chamber Life Support Skid (10’ x 8’; 14,000 lbs.)

d) Two MILVANs (20’ x 9’ x 8.5’; weighing up to 15,000 lbs. each) for storing and charging the MK 18 FOS Unmanned Underwater Vehicle (UUVs). These UUVs require 12’ feet clearance on one end to facilitate removal of the UUV.

e) One Expandable Small Air Mobile Shelter (ESAMS) (22’ x 9’x 8’; 10,000 lbs.).

f) Four Combat Rubber Raiding Craft (CRRCs) (12’ x 6’ x 2.5’; 265 lbs. each).

g) Two 11-meter Rigid Hull Inflatable Boats (RHIBs) (36’x 12’; 13,000 lbs. each)

h) Two 9-meter RHIBs (30’ x 10’; 12,000 lbs. each)

i) Two 7-meter RHIBs (24’ x 11’; 9,000 lbs. each)

j) Two RHIB cradles (20’ x 8’; 1,500 lbs. each)

k) One Air Compressor for Chamber Support and Scuba Charging (6’x 4’, approximately 2,300 lbs.)

l) Three Explosive Ready Service Lockers (RSLs) (5’x 5’, 2,000 lbs. each)

Contractor Furnished Equipment (CFE)
All deck stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability.

a) One 450-gallon gasoline storage tank

b) Two FDA approved Automated External Defibrillators (AEDs) unit stored in a location that is accessible to trained responders. One shall be located near the rear deck, and the other must be located near berthing spaces.

c) Sufficient certified and load tested rigging equipment to support sponsor operations. This includes chains to grip equipment to the deck and slings for lifting evolutions.

d) Drying rack to hang a minimum of 16 diver wet suits, dive rigs, and fin sets.

e) Fresh water must be available within vicinity of diver drying rack station.

f) Bottle rack(s) to hold up to 20 standard K-Bottles of diver’s Oxygen, Helium and Standard Air.

g) Deck lighting to support nighttime launch and recovery.

h) Deck lighting to support on deck maintenance during transit without interfering with safe navigation and bridge observation.
