This announcement constitutes a Sources Sought Notice (market survey). This is not a request for quote (RFQ). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary.
This Sources Sought Notice is for Market Research purposes only. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought Notice. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry (GPE) will be evaluated independent of any information submitted in response to this Sources Sought Notice.
The National Oceanic and Atmospheric Administration (NOAA) has a requirement for Employee Wellness Support Services in the form of immediate interactive online training and sophisticated data analytics to foster tracking of user usage and behavioral responses, and to facilitate responses to Congressional inquiries related to compliance. Online training shall cover a variety of topics that shall, at a minimum, include topics in the following categories: sexual assault and sexual harassment prevention, mental health, physical health, and financial health (which shall include retirement training to meet OPM mandates). Training must be provided to all 12,000 NOAA users and must meet cybersecurity requirements to integrate within NOAA’s online training system.
Potential Sources shall provide Capability Statements that are clear, concise, complete, and TAILORED
FOR THIS REQUIREMENT.
Capability statements shall describe how the firm can meet the Government’s immediate requirement;
including consideration of Limitations on Subcontracting requirements articulated in FAR 19.505 and 13 CFR 125.6(a)(1). To inform the Government’s acquisition planning, Small Business and 8(a) concerns shall assume FAR 52.219-14 will apply and thus at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Small business and 8(a) respondents shall acknowledge and specifically address this requirement in their responses.
