Statement of Work: Contractor will perform maintenance visits to examine, maintain, adjust, and lubricate the components listed below, Including 24/7 emergency services in case of entrapments. Contractor performs maintenance service in accordance with an approved Preventative Maintenance Method. Data gathered about the equipment shall be analyzed to determine optimum maintenance frequency.
A. Geared Traction Elevators
1. Relay Logic Control System - All control system components.
2. Microprocessor Control System - All control system components. System performance examinations will be conducted to ensure that dispatching and motion control systems are operating properly.
3. Geared Machine Components - All geared machine components.
4. Hoist way and Pit Equipment -All elevator control equipment and buffers.
5. Rails and Guides-Guide rails, guide shoe gibs, and rollers
6. Ropes-Hoist ropes, hoist belts (if applicable), governor ropes, and compensation ropes.
7. Wiring-All elevator control wiring and all power wiring from the elevator equipment input terminals to the motor.
8. Door Equipment-Automatic door operators, hoist way and car door hangers, Hoist way and car door contacts, door protective devices, hoist waydoor interlocks, door gibs, and auxiliary door closing devices.
9. Manual Freight Door Equipment-Switches, retiring cams, interlocks, guide shoes, sheaves, rollers, chains, sprockets, tensioning devices, and counterbalancing equipment.
10. Power Freight Door Equipment -Controller, relays, contactors, rectifiers, timers, resistors, solid state components, door motors, retiring cams, interlocks, switches, guide shoes, sheaves, rollers, chains, sprockets, and tensioning devices.
11. Signals and Accessories-Car operating panels, hall push button stations, hall lanterns, emergency lighting, car and hall position indicators, car operating panels, fireman's service equipment and all other signals, and accessory facilities furnished and installed as an integral part of the elevator equipment.
12. Car Equipment-All elevator control system components on the car.
B. Hydraulic Elevators
1. Relay Logic Control System-All control system components.

3. Power Unit-Pump, motor, valves, and all related parts and accessories.
4. Hoist way and Pit Equipment-All elevator control equipment and buffers.
5. Rails and Guides-Guide rails, guide shoe gibs, and rollers
6. Wiring-All elevator control wiring and all power wiring from the elevator equipment input terminals to the motor.
7. Door Equipment-Automatic door operators, hoist way and car door hangers, hoist way and car door contacts, door protective devices, hoist way door interlocks, door gibs, and auxiliary door closing devices.
8. Manual Freight Door Equipment-Switches, retiring cams, interlocks, guide shoes, sheaves, rollers, chains, sprockets, tensioning devices, and counterbalancing equipment.
9. Power Freight Door Equipment-Controller, relays, contactors, rectifiers, timers, resistors, solid state components, door motors, retiring cams, interlocks, switches, guide shoes, sheaves, rollers, chains, sprockets, and tensioning devices.
10. Hydraulic System Accessories-Exposed piping, fittings accessories between the pumping unit and the jack, jack packing, hydraulic fluid, and any heating or cooling elements installed by the original equipment manufacturer ("OEM") for controlling fluid temperature.
11. Signals and Accessories-Car operating panels, hall push button stations, hall lanterns, emergency lighting, car and hall position indicators, car operating panels, fireman's service equipment and all other signals, and accessory facilities furnished and installed as an integral part of the elevator equipment. Re-lamping of signal fixtures is included only during KONE's maintenance visits. Service requests for re-lamping of signal fixtures will be billed separately at KONE's then current labor rates.
12. Car Equipment-All elevator control system components on the car.
Testing will be completed as to industry standards.
Emergency Phone lines will need to be monitored.
Project Objective: The objective of this Project is to Maintain, Test, and Repair 3 Elevators. This Project is located at USDA-ARS JWDSRC, 141 Experiment Station Road building #1 and USDA-GIN LAB 111 Experiment Station Road building #22 Stoneville, MS.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through:
https://www.sam.gov Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This project is located at USDA-ARS and USDA-GIN LAB in Stoneville, MS.
Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital.
Base Bid: Provide all equipment, labor, and materials necessary to Repair and Maintain existing Elevators.
Contractor Responsibility:
1. Contractor will verify all dimensions and site conditions prior to beginning work.
2. Contractor will perform the work as listed in the above outlined Base Bid.
3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed onsite.
4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
6. Contractor must always have a Foreman on the job while working onsite on this project.
Material / Submittals:
The Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.
Inspection and Acceptance:
Contractor will coordinate maintenance, repairs, and inspections with Location Point of Contact and give 3 working days’ notice before work begins.
TERM AND TERMINATION
Work Hours:
Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
