EE133F16RQ0840- Crane Overhaul and Repairs for the NOAA R/V Gloria Michelle
Question: What if we open up the crane and find our initial estimate was too low?
Government Response: Contractors are urged to give their best estimate and remain within that estimate. If there are to be any added expenses, the contractor will submit a Condition Found Report and wait for approval before adding on work. No additional costs are authorized unless approved by the NOAA contracting office.
Question: Can the pier handle a large crane truck?
Government Response: Yes
Question: Should the rams be made of chrome-plated steel or chrome-plated stainless?
Government Response: Chrome-plated stainless
Question: Are the controls in need of repair?
Government Response: The crane controls were recently replaced. No work is needed on the controls.
Question: Are there any operational issues with the crane.
Government Response: It sticks initially when slewing left or right. Once movement begins, the speed of the slew can be adjusted.
Question: What is the state of the extending rams.
Government Response: The rods themselves are in good shape but the canisters are corroded.
Question: Can a new hydraulic pump be installed?
Government Response: The crane shall be plumbed to the existing deck fittings. Another contract will address the pump and the hydraulics in their entirety.
Question: How long can this project take?
Government Response: The period of performance is 10/3/16 – 12/2/16.
Question: Who is responsible for removing the crane?
Government Response: The contractor is responsible for removing the crane. It is bolted to a base on the deck. Removal may necessitate cutting bolts if they cannot be freed.
