PROPOSAL INSTRUCTIONS
Microsoft Office non-macro enabled compatible documents and .PDF documents are acceptable.
Proposal materials with unacceptable or unreadable formats may be found non- responsive.
SITE VISIT
Interested Contractors may request a site visit at the NOAA/NESDIS/WCDAS Wallops Island, VA 23337 to gain a better understanding of the work to be required. All questions asked during the site visit will be added in writing by issuance of an amendment to the RFQ. The site visit is scheduled for Tuesday, June 20, 2017 at 1:00 p.m. ET. Those parties interested in participating in the visit SHALL contact Joel L. Perlroth via email at Joel.L.Perlroth@noaa.gov no later than 2:00 p.m. ET, Friday June 16, 2017. Vendors must be a U. S. Citizen and be able to provide a current form of identification (i.e. Driver’s License) at the guard station in order to gain access to the campus.
REQUIRED PROPOSAL DOCUMENTS
All prospective Offerors shall read and understand all parts of the PWS, instructions to offerors, and evaluation factors prior to responding or submitting a quote. Submissions that do not follow instructions may be disqualified from further consideration.
The directions provided below assist in providing a fair and equitable and expeditious evaluation of all quotes. Failure to submit any of the requested information or follow any of the stated guidelines may result in the proposal being determined non-responsive. Non-responsive proposals will not be eligible for award. Offerors shall submit a complete quote package in the following Volumes as separate attachments with as little duplication of information as possible:
VOLUME I: Contractual Documents VOLUME II: Technical Response VOLUME III: Price Quotation
Offerors submitting a proposal shall include the following:
VOLUME I: Contractual Documents
• Cover Page – Include the following information at minimum.
o Company Name as it appears in the System For Award Management (SAM) and a list of any subcontractors that may be used under the contract (the prime Contractor must be actively registered in SAM at the time of award) o Company DUNS Number o Company Point of Contact (POC) for this acquisition including name, title, phone number, and email.
• Signed Letterhead - Offeror and shall be signed to indicate the Offeror has read and agrees to comply with all the conditions and instructions provided in the solicitation document. All amendments to the solicitation (if any) shall be acknowledged by return of a signed copy of each amendment, or by separate letter.
• Describe any exceptions to the solicitation clauses or other conditions. This includes proposed language additions, deletions, or substitutions. Explain the reason(s) for the proposed exception and identify all existing solicitation language affected by the proposed change. If any such exceptions or conditions are offered, they must also be identified in a proposal cover or transmittal letter.

VOLUME II: TECHNICAL PROPOSAL
The written technical approach shall address a demonstrated understanding of what is required and the work to be performed as stated in the PWS. This includes the Offeror's approach to successfully accomplish all requirements within the PWS, inclusive of grounds maintenance and snow/ice removal.
The offer shall submit an outline of the types and quantity of equipment and list of manpower requirements identified by discipline that will be required to effectively manage and execute the requirements described in the PWS.
Task 1 Technical Approach for Grounds Maintenance – The Offeror shall submit technical response that describes the Offeror's capability to successfully accomplish all grounds maintenance requirements described within the PWS.
a. Potential Hazards to consider after the event are:
- Hazardous driving conditions due to slippery and/or blocked roadways
- Slips and falls due to slippery walkways
- Sharp objects including nails and broken glass
- Electrical hazards from downed power lines or downed objects in contact with power lines
- Burns from fires caused by energized line contact or equipment failure
- Exhaustion from working extended shifts
b. Plan shall outline the following
- What equipment will be used to perform the tasks
- In what time frame will the roadways be cleared in the Pristine and good zones to return the facility to normalcy
- In what time frame will the sidewalks and walkways be cleared to return the facility to normalcy
- What outside resources will be used to mitigate the problem in the earliest time frame
- What safety precautions will be implemented during the cleanup process
Task 2 Technical Approach for Snow Removal Plan - The Offeror shall submit a technical response that describes the Offeror's capability to successfully accomplish all snow removal requirements within the PWS. As part of the technical approach the Offeror shall provide a narrative that describes how your company will remove snow for the following Snowfall scenarios and how your company will remove the Snow and Ice.
- What preparations will be made prior to the arrival of the storm
- How will the roadways, parking lots and sidewalks be serviced after the event to ensure compliance with the PWS
- How will pretreatment will be provided to guard against re-freezing
Past Performance – The Offeror shall provide at least three (3) references and more specifically any Federal Government references for whom similar services were provided. The Offeror will be evaluated on performance under existing and prior contracts for similar products or services. The Government will focus on information that demonstrates the Offerors quality, cost control, timeliness, problem resolution, and business relations under existing or prior contracts. The Government will contact references to obtain additional information. An Offeror with no past performance will receive a neutral rating (the rating will not add or detract from its rating).

(3) Contract Number
(4) Contracting Officer's Name, Telephone, and Email
(5) Contract award amount
(6) Final, or project final, contract price/cost
(7) Brief Description of the Supplies & Services Provided
(8) Description of contract performance to include a brief explanation of any problems or delays encountered (including how many times the Offeror has not been able to provide the required services requested and what methods or resources were put in place to meet the customers future needs) and any corrective actions taken in regards to either cost, schedule, or performance.
The Offeror will be evaluated on performance under existing and prior contracts for similar products or services. The Government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration as well as the relevance of the project.
The Government may contact references provided via telephone to obtain additional information. The Government will evaluate the relevance and quality of the information provided by the reference.
If the Offeror has no previous contract history, then the Offeror may submit any other information supporting the quality, timeliness, and customer satisfaction with its contract performance, including a list of its major professional accomplishments and awards, and client references.
VOLUME III – PRICE PROPOSAL
Pricing – The Offeror shall submit pricing on the appropriate line item as identified on Attachment A – Pricing Sheet.
In addition to the items specified in the solicitation provision above, the following information is necessary to enable proper evaluation:
(a) Price shall be shown in U.S. dollars with a maximum of two decimal points.
(b) Price Proposals shall include the following:
1) Per unit and extended pricing for each item.
2) DUNS #
3) Invoice Terms
4) Payment Terms
The Offerors price will be evaluated to determine if it is fair and reasonable.
