STATEMENT OF WORK

WALLOPS COMMAND AND DATA ACQUISITION STATION

Repair and Purchase of Gear Boxes to Support the WCDAS 16M Antenna

Background:

The Wallops Command and Data Acquisition Station (WCDAS) is directly responsible for tracking the National Oceanic and Atmospheric Administration (NOAA) weather satellites. The WCDAS uses 16.4 meter antennas to track the satellite(s). A key operational component of the antenna drive system is the gearbox(s), which in conjunction with the antenna control system provides precision pointing and tracking functions. There are two gear boxes on each of the azimuth and elevation axis. This statement of work describes 1): the repairs required to a failed azimuth axis gearbox and 2): the delivery of a new (spare) azimuth gearbox.

Objective:

1): Repair the failed azimuth gearbox utilizing a combination manufactured components, new Original Equipment Manufacturer (OEM) parts and/or certified as serviceable OEM parts salvaged from a Government Furnished Equipment (GFE) azimuth gearbox that is beyond economical repair. The repaired azimuth gearbox will be fully functional and certified to OEM specifications.

2): Provide and deliver a new azimuth gearbox for use as a future spare.

Scope:

The Contractor shall provide all labor and materials necessary to:

1) Repair the failed azimuth gearbox The Contractor shall manufacture, provide new and/or utilize certified as serviceable salvaged GFE gear box components as necessary. The Contractor shall utilize OEM drawings and documentation to certify the serviceability of salvaged GFE components, and to repair, test and certify the azimuth gearbox to OEM specifications.

2) Deliver a new azimuth gearbox

Tasks:

1.0 The Contractor shall provide all labor and materials necessary to manufacture, provide new and/or identify and certify serviceable GFE components to repair, test and certify the azimuth gearbox to EOM specifications, inclusive of the following:

1.1 Sandblast main gearbox housing and covers

1.2 Manufacture a replacement low speed housing cover

1.3 Replace the 1st stage sun pinion with certified as serviceable GFE sun pinion

1.4 Clean remaining gearbox components

1.5 Manufacture a new input shaft seal bushing

1.6 Manufacture a new output shaft seal bearing

1.7 Replace all oil seals

1.8 Replace breather

1.9 Replace sight glass

1.10 Apply primer and 2-part epoxy paint

1.11 Re-assemble, test and certify the azimuth gearbox to OEM specifications

1.12 Package for shipment and deliver to site

2.0 The Contractor shall provide all labor and materials necessary to provide and deliver a new azimuth gearbox.

2.1 Model: P40 030F 1000-040/HVN Quantity: 1 Each

Security Requirements:

No Contractor access to facilities or equipment is required under the contract – equipment delivery only; authorized in-house personnel install and configure the equipment in accordance with the FISMA System’s configuration management procedures.

Request Delivery:

Delivery for the repaired unit is 6 weeks and delivery for the new unit is 28 weeks from the date of award.
