LED PAPI SINGLE SOURCE ANNOUNCEMENT
1. Introduction/Statement of Intent
The FAA intends to award a single source contract to New Bedford Panoramex (NBP), Claremont, CA.
2. Description of Supplies/Services
The purpose of this procurement is to procure LED PAPI’s in accordance with specification FAA-E-3007. The contractor will manufacture systems, spare parts and provide engineering services, program management, production, testing, and technical/engineering support services.
3. Total Estimated Value and Period of Performance
The estimated value of the contract will be $9,838,874. The contract will include a 1-year base period with 3 option years.

5. Reasons for Single Source
The Acquisition Review Committee approved a Mission Need Statement for the Replace
VASIs with PAPIs program on April 28, 1992. This program was initiated to replace over 1,200 VASIs with PAPIs, with priority given to VASIs located at international airports. The FAA still has approximately 600 VASIs to replace with PAPI systems.
The procurement plan for FY 2010 was to procure approximately 400 LED PAPI systems. The basis of this procurement was to replace several configurations and types of systems in the NAS by procuring and installing the LED PAPI systems. A LED PAPI contract (693KA8-20-P-00056) was awarded to NBP Corp in FY 2020. New Bedford
Panoramex (NBP), the previous LED PAPI awardee is the only company that produces a readily available PAPI system that meets the requirements of FAA-E-3007.
During the execution of this contract, the FAA was only able to procure 130 of the 400
LED PAPI systems planned. This was due to budgetary and other constraints. Due to these constraints, it significantly affected the FAA’s ability to procure enough LED PAPI systems to consolidate the infrastructure and standardize the configurations.
Currently there are several configurations in the field and each new configuration necessitates its own unique costs. The functional requirements of the approved FAA specification allow for each vendor to develop their own approach to designing a system that meets the approved specification requirements. For example, a vendor could determine that different parts from different manufacturers could be used to satisfy all the functional requirements in the FAA specification. These types of changes would likely require a new configuration to be implemented in the NAS.

The rationale for this single source procurement is to procure approximately 80 LED PAPI systems to show progress towards standardization while eliminating several obsolete systems and consolidating the infrastructure in the NAS.
Standardization is an effective acquisition strategy to optimize lifecycle supportability and reduce overall operational cost. This approach can be best understood by recognizing that each new equipment type introduced into the NAS requires a unique logistics footprint.
This logistics footprint affects operational costs across two critical time periods of the equipment lifecycle. The first impact occurs during solution implementation, when significant costs are incurred to establish the initial logistics support infrastructure. These costs include the development of technical documentation, provisioning analysis, test equipment, training, depot repair fixtures, and spare parts. The second cost impact occurs during the in-service phase, in which the ongoing management of parts obsolescence drives periodic engineering redesign, technical documentation updates, revised training, amended repair procedures, and modifications to sparing. These costs cannot be avoided during the equipment service life, but can be mitigated through standardization by limiting the amount of unique logistics footprints.
Throughout the lifecycle of many of these configurations, new personnel will require attrition training, equipment will require depot repair and engineering support, documentation may need to be updated along with repair procedures and parts lists. The costs associated with managing logistics becomes multiplied with the number of unique configurations. The cost and effort required to support the lowest quantity configurations is most notable and clearly inefficient.
A main objective of the PAPI program is to replace the aging and obsolete VASI infrastructure. The recent contract only procured 130 LED PAPI systems. A standardization strategy to procure approximately 80 additional systems would aid to minimize the logistics footprint and lifecycle cost by fully replacing the low quantity
VASI configurations and capitalizing on the established logistics infrastructure.
Moreover, the FAA would be taking on significant amount of risk by procuring a new system based on the developmental hardware and developmental software process outlined in the FAA Acquisition System Toolset (FAST). This would bring uncertainty related to approving a new system in timely and cost-effective manner. The approval process requires formal design reviews, developmental testing, operational testing and establishing integrated logistics support throughout the lifecycle of the product.
