QUESTIONS AND RESPONSES FOR ED-FSA-R-16-000729
1. We are in receipt of the above stated RFP which states the base period begins
August 22, 2016. Does this mean FSA is requiring the API integration to be completed by that date?
Response: No, we would begin integration when the contract period starts after award.
2. I assume the 5th column is a type-o and that it was ended to read SMS/Month - i.e.
not to exceed 49,800,000 SMS in the first 6-month Base Period.
Response: This amount has been removed. There is no longer a ceiling to the number of
SMS that could be sent but a range of SMS for pricing evaluation.
3. Also, since the document says this is a 'fixed price' bid - I am also assuming that our fixed price bid will be based on the assumption that FSA will consume all 49,800,000 TXN's in the period.
Response: No, this will be based on volume of SMS messages received and should be priced accordingly, see revised pricing schedule.
4. Are you exclusively looking just for SMS connectivity, where you would simply plug in a vendor and build your own 2FA solution or will you also be considering turnkey solution?
Response: The Government seeks only the plug-in SMS connectivity.
5. How are these services currently being performed? Under contract? In-house?
Response: No, these services are not currently being performed under contract nor in-house.
6. If these requirements are currently being performed under a contract,
a. Who is the Contractor?
b. What is the contract number?
c. When does the contract expire?
d. What is the current contract value?
Response: See response for question number: 5.
