NOAA OMAO FLEET RECAPITALIZATION SRB REQUIREMENT—EA133M18RQ0109

OMAO FLEET STANDING REVIEW BOARD

Statement of Work

1.0 Scope

NOAA’s Office of Marine and Aviation Operations (OMAO), External Affairs Division is responsible for managing the sustainment of Fleet and Workforce requirements. Per Public Law 110-38, there is a requirement to submit three separate plans: (A) the Administration’s ship recapitalization plan for fiscal years 2010 through 2024; (B) the Administration's aircraft modernization plan; and (C) supporting workforce management plans. In October 2016, the NOAA Fleet Plan was released. As part of this effort, NOAA had an Independent Review Team (IRT) to provide senior-level independent review on the health of the NOAA Fleet, requirements for recapitalization, and analysis of operational, maintenance practices and technology infusion. NOAA requires a Standing Review Board (SRB) to provide life-cycle reviews during the implementation of fleet recapitalization to ensure appropriate program and project management oversight.

1.1 Objective and Special Requirements:

The intent of this procurement is to award a 5-year contract, including one (1) Base Year and up to four (4) Option Years, for establishment, planning support, program/project management for the Standing Review Board implementation for NOAA’s Fleet Recapitalization effort. The vendor must have recent experience, within the last five (5) years, in NOAA Research Vessel Fleet Planning and Fleet Recapitalization plan writing and coordination, or demonstrate equivalent experience with civilian or Government entity. The effort included in this statement of work must be completed within the stated period of performance in order to accurately communicate the NOAA Fleet needs to decision makers in time to recapitalize the fleet and not impact the status of the Fleet and NOAA Research capabilities. The vendor shall perform this work to carry out the Fleet Planning efforts and successful Fleet Recapitalization without causing negative impacts on the Fleet Planning efforts to date.

The awarded contractor to manage this effort should have unique insight and awareness of NOAA corporate and internal organizational interests in the execution of NOAA fleet recapitalization as detailed in the NOAA Fleet Plan. Strong analytical experience with government capital asset investment decisions, a detailed understanding and experience with NOAA, NOAA’s Office of Marine and Aviation Operations, and the Department of Commerce is desired; however, experience with the Office of Management and Budget, and Congress is required. The current Fleet Recap plan was recently approved within NOAA and the OMB and this follow up work will ensure that NOAA is successful in carrying out the recapitalization effort, therefore, the awarded contractor should have experience with the NOAA Fleet Recapitalization efforts between 2000 and 2016 However, demonstrated equivalent experience with Recapitalization is required.

The work required must include adherence to a strict deadline for final deliverables in order to ensure this effort does not lapse. It is advantageous that the contractor have strong familiarity with NOAA Fleet needs, planning, scientific requirements and other information including developing data formats and processes to capture and translate requirements of an independent analysis board.

The support work and framework of information for the independent team work has been done before, but corporate knowledge has been lost with the resignation of employees previously engaged in recapitalization efforts and life-cycle assessments. A contractor who has past experience leading the development of the work for the initial recapitalization plans for both ship and aircraft and has an intimate understanding of all personnel, information and applicable systems is highly desired.

The Contractor shall support the overall NOAA effort for the evolution of the NOAA fleet through an enduring independent review process. A SRB of senior-level, diverse, experienced personnel is critical for life-cycle reviews during fleet recapitalization and independent analysis of fleet operations, maintenance, utilization of charter and other private sector elements. The Contractor is responsible for establishing the SRB, coordinating, administration and facilitation of all meetings, and delivery of report materials following each meeting. The Contractor is the liaison between NOAA and the

SRB.

The complexity of this requirement is high. Strong background in business analytics, and NOAA and Department of Commerce Business Operations are required to achieve the results of a Standing Review Board necessary for this type of capital planning effort.
