4. Describe the supply or service to be acquired and the total estimated dollar value:

Replacing identical system components with ones that were lost at sea while in use on 6/22 in

90’ of water off of Block Island. Purchase of one MVP tow cable, one MVP single sensor free fall fish and termination kits to replace the units lost at sea. The cable and free fall fish will interface to the existing MVP processing system. The cost is $37,778.

This vendor is the sole proprietor of the MVP system. No one else is known with the ability to provide the parts or service on this proprietary system.

6. Describe your market research efforts and efforts to ensure that offers are solicited from as many potential sources as is practicable:

Market research was limited to the Internet. The only vendor to offer the tow cable and fish was Rolls-Royce.

The last purchase order for the tow cable from Brooke-Ocean is available upon request.
