STATEMENT OF WORK
Thunder Bay National Marine Sanctuary
Great Lakes Maritime Heritage Trail Interpretive Panels Statement of Work:
The Great Lakes Maritime Heritage Trail is located in the northeast Michigan Counties of Alcona, Alpena, and Presque Isle along Lake Huron and the U.S. 23 "Sunrise Side" Heritage Route.
The interpretive panels will be installed by the Thunder Bay National Marine Sanctuary (TBNMS) along the trail.
TBNMS will provide the graphic files to the vendor. Files will have been created on a Macintosh using InDesign Version CC2017, Photoshop version CC2017 and Illustrator version CC2015.

Other:
· All labor, materials and shipping required to deliver the interpretive signs to the shipping address below must be included in the price.
· All panels shall be printed using 12 color High Definition Printing.
· Electronic proofs (PDFs) shall be included in the quote.
· Panels shall be in compliance with the TAA (Trade Agreements Act) and be LEED® certified.
· Signs must be designed for exterior installation in northeast Michigan to withstand temperature extremes from 30 degrees below zero to highs near 100 degrees, full sunlight, and a variety of precipitation including rain, sleet, small hail and snow.
Fabrication:
· Custom High Pressure Laminate (CHP) graphic sign material is composed of several layers of phenolic resin impregnated kraft filler paper, a digitally imaged graphic, a layer of melamine resin, surfaced by a layer of translucent exterior UV / graffiti overlay protection.
· The entire panel, including exterior overlay, must be bonded under heat and extreme pressure to form a composite panel.
· Semi-Gloss Finish must be smoothly textured with reflectivity of 30 + or - 5 gloss units.
· Panels shall be protected with a 10 year UV inhibitor.
Warranty:
The Custom High Pressure Laminate (CHPL) graphics must be warranted for a minimum of 10 years against fading, de-lamination (peeling), blistering, cracking and normal northeast Michigan weather deterioration.
Maintenance Requirements:
· There shall be no warranty requirements for an annual application of water sealant, no exclusions for panels used in “extreme temperatures” and no clause that warranties can be denied due to "improper maintenance.”
· Panels must be able to be cleaned with any solvent and not restrict use of products containing lacquer thinner or acetone.
Period of Performance:
· TBNMS will submit the production files to the vendor within 60 days of the contract being awarded.
· Panels shall be delivered within 100 days of acceptance of the proofs by TBNMS.
· All work shall be completed by December 31, 2018.

IT Security Requirements
The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required.
The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort.
The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.
