SECTION B – GENERAL INFORMATION

1. GENERAL INFORMATION

NOAA’s Office of Coast Survey (OCS) is responsible for NOAA’s nautical charting program and provides nautical charts and related products for the coastal and adjacent ocean areas of the United States (including possessions and territories), the Great Lakes, and other inland navigable waters. In partnership with NOAA’s Office of Marine and Aviation Operations (OMAO), OCS has been conducting activities to incorporate Unmanned Surface Vehicles (USVs) into NOAA’s hydrographic survey fleet to support its navigation safety and nautical charting missions.

The next phase in this process is the conversion of existing NOAA hydrographic survey launches to provide the capability to operate as either traditionally manned survey platforms or unmanned platforms operating in close coordination with a manned survey ship or launch.

The services required are the conversion of existing NOAA hydrographic survey launches for dual-mode operations as either manned or unmanned survey vessels. OCS requires the conversion of one launch configuration and the option to purchase five additional reconfigurations throughout a three year period.

The Government anticipates awarding a single Firm Fixed Price (FFP) Purchase Order as a result of this Request for Quote (RFQ).

2. PERFORMANCE WORK STATEMENT

The contractor shall provide all labor, services, materials, equipment, and associated related items and services necessary to perform the requirement outlined in the Performance Work Statement (PWS), “Reconfiguration of Launches” which is provided at Attachment A.

The Contractor shall provide prices in the Schedule of Supplies/Services and Price/Costs Table provided at Attachment B.

A. The required delivery date of the launch configuration and training shall be no longer than 120 days after date of award. Delivery of the five optional reconfigurations shall be no longer than 120 days after ordered.

B. The original invoice shall be submitted electronically to the designated billing office cited on the Contract award. Unless otherwise agreed to, all invoices under this contract must contain the following information:

By submission of an offer in response to a NOAA solicitation or acceptance of a contract, the contractor acknowledges the restriction on current NOAA employees regarding contact with offerors regarding prospective employment and the corresponding obligations for contractors who engage them. The contractor further acknowledges that it has provided notice to former NOAA employees who will provide service to NOAA under the contract of post-Government employment restrictions that apply to them. Such restrictions include, but are not limited to, those set forth in:

(b) 18 U.S.C. § 207 regarding the restrictions on former federal employees having contact with a federal agency on behalf of another person or entity concerning a specific party matter with which the former employee was involved as a federal employee or for which the former federal employee had official responsibility;

15. NAM 1330-52.270-304 NOAA ACQUISITION AND GRANTS OFFICE OMBUDSMAN (OCT 2016)

a. The NOAA Acquisition and Grants Office (AGO) Ombudsman is available to organizations to promote responsible and meaningful exchanges of information. Generally, the purpose of these exchanges will be to:

1. Allow contractors to better prepare for and propose on business opportunities.

2. Advise as to technologies and solutions within the marketplace that the Government may not be aware of, or is not fully benefiting from.

3. Identify constraints in transparency and process.

b. The AGO Ombudsman will objectively, reasonably, and responsibly collaborate with parties and recommend fair, impartial, and constructive solutions to the matters presented to him/her. Further, the AGO Ombudsman will maintain the reasonable and responsible confidentiality of the source of a concern, when such a request has been formally made by an authorized officer of an organization seeking to do business with, or already doing business with NOAA.

c. Before consulting with the AGO Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations withthe respective contracting officer for resolution. However, direct access to the AGO Ombudsman may be sought when an interested party questions the objectivity or equity of a contracting officer’s decision, or when there is a bona fide reason to believe that reasonable, responsible, and objective consideration will not be received from an assigned contracting officer.

d. There are several constraints to the scope of the AGO Ombudsman’s authority, for instance:

1. Consulting with the AGO Ombudsman does not alter or postpone the timelines of any formal process (e.g., protests, claims, debriefings, employee employer actions, activities involving A76 competition performance decisions, judicial or congressional hearings, or proposal, amendment, modification or deliverable due dates, etc.).

2. The AGO Ombudsman cannot participate in the evaluation of proposals, source selection processes, or the adjudication of protests or formal contract disputes.

3. The AGO Ombudsman is not authorized to generate or alter laws, judicial decisions, rules, policies, or formal guidance.

4. The AGO Ombudsman is not authorized to develop or alter opportunity announcements, solicitations, contracts, or their terms or conditions.

5. The AGO Ombudsman cannot overrule the authorized decisions or determinations of the contracting officer.

6. The AGO Ombudsman has no authority to render a decision that binds AGO, NOAA, the Department of Commerce, or the U.S. Government.

7. The AGO Ombudsman is not NOAA’s agent relative to the service of magistrate or judicial process and cannot be used to extend service of process to another party (whether federal, public, or a private entity).

e. After review and analysis of a filed concern or recommendation, the AGO Ombudsman may refer the interested party to another more suitable federal official for consideration. Moreover, concerns, disagreements, and/or recommendations that cannot be resolved by the AGO Ombudsman will need to be pursued through more formal venues.

f. The AGO Ombudsman is not to be contacted to request copies of forms and/or documents under the purview of a contracting officer. Such documents include Requests for Information, solicitations, amendments, contracts, modifications, or conference materials.

g. Questions regarding this solicitation and contract language shall be directed to Rafael Roman, NOAA AGO Ombudsman, at Rafael.Roman@noaa.gov.

SECTION D -- SOLICITATION PROVISIONS

1. FAR 52.212-1, INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS

(JAN 2017) ADDENDUM

The text of paragraph “f” is hereby deleted, and the paragraph is annotated as “Reserved.” All references herein to “offerors” shall be construed as “vendors,” and all references herein to “offers” or “bids” shall be construed as “quotes.” Paragraph “c” is amended as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the solicitation.”

Vendors interested in submitting a quote in response to this Request for Quotations, must provide the following information before August 11, 2017 at 3:00 PM ET. Vendors shall submit their quote in two volumes: Technical Solution and Price via e-mail to Emily Clark at Emily.Clark@noaa.gov. Within the electronic copy, the Volumes shall be submitted in two separate files in the same e-mail by the due date and time cited on page 1 (SF 1449) of the RFQ. Vendors are encouraged to send a test e-mail to the above individual in advance of the quote’s due date.

Any prospective vendors may contact the Contract Specialist while preparing a quote to obtain a clarification of the SOW or other information needed to prepare a quote. NOAA will provide pertinent information in that regard to other vendors, as appropriate. Please send questions by August 7, 2017 to Emily Clark at Emily.Clark@noaa.gov. All questions must be submitted via e-mail only.

Vendors are required to submit a Technical Solution which will be used to assess the vendor’s capability to perform the services described in the SOW. The solution shall clearly demonstrate that the vendor has a thorough understanding of the effort called for herein.

Vendors shall assume that the Government has no prior knowledge of them and that it will base its evaluation on the information presented in the solution; as such, solutions must be fully self-sufficient and provide all necessary information for a comprehensive evaluation. Solutions must be sufficient to show how the vendor proposes to accomplish the effort described by the SOW.

Failure to submit the Technical Solution by the date and time cited above may be cause for rejection and the quote receiving no further consideration.

The following volumes of material shall be submitted for each quote:

Volume I – Technical Solution

Technical Solution –Shall include all information required for evaluation, excluding any reference to price. Volume I shall be subdivided into the following factors:

A. Technical Approach B. Past Performance

The Technical Solution shall be subdivided by the factors listed above and shall collectively be no more than 20 pages. Pages submitted above this page count will not be read or considered part of the evaluation. Each side of a single sheet of paper is considered a page, such that a single sheet of 8 ½ X 11 is two pages of the 20 page total, exclusive of dividers and any single sheet front or back cover. Each page in this volume shall be separately numbered.

A. Technical Approach

The offeror shall provide sufficient documentation demonstrating how the quoted reconfiguration meets all specifications as required in Attachment A “Reconfiguration of Launches”. The offeror’s approach to meeting all of the Technical Requirements listed in section 2. must be clearly identified. These requirements include Design & Construction Requirements, Functional & Operational Requirements, Command Control, Communications, Situational Awareness & Navigation Safety, Survey Operations & Unmanned Functions, and Safety & Development Features. Details of the vendors approach to provide training, required warranty, and technical support must also be described sufficiently to ensure conformance to specification requirements.

B. Past Performance

Offerors shall describe relevant performance on other contracts or affirmatively state that it possesses no relevant past performance. List up to, but not more than three contracts similar in size, content, and complexity to the proposed contract. The requested past performance shall not be older than three years from the date of issuance of this solicitation. Information shall include:

1. Contract Number

2. Name And Address Of The Government Agency Or Commercial Entity

3. Brief Description Of Work/Services to include: A. Relevance to the requirements herein regarding scope and complexity, B. Results achieved, and C. Description of methodology, tools, and processes utilized in performing the work.

4. Point of Contact With Current Phone Number and E-Mail Address

5. Date of Contract Award

6. Period of Performance

7. Initial and Current Contract Value, and the Extent of Subcontracting.

In addition to the above, the Government may contact other sources to obtain information on the vendor’s past performance.

Volume II – Price Quote

Price Quote

The price quote shall be submitted separately from the Technical Solution using the Schedule of Prices Table (Attachment B). The completed SF1449 shall be included with the Price Quote. The vendor shall include the unit price, and the total amount for each contract line item number (CLIN). For evaluation purposes only and to determine the total overall evaluated price, Option CLIN 0002 unit price will be multiplied by 2, Option CLIN 0003 will be multiplied by 2, and Option CLIN 0004 will be multiplied by 1 and those figures will be added to the total amount for CLIN 0001 to arrive at the offeror’s overall total evaluated price. Although the price schedule indicates a quantity of five total for all optional CLINS, this is due to the fact that the optional reconfigurations will need to be purchased at any time throughout three years after the award is made.

END OF ADDENDUM TO 52.212-1

2. FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014) ADDENDUM

This clause has been tailored to this procurement:

The Government will award a single FFP contract resulting from this RFQ to the responsible vendor whose quote, conforming to the RFQ, will be most advantageous to the Government, price and other factors considered. The determination of greatest value will be made by comparing the differences in the value of the Technical Solution factors with the difference in the prices proposed. The Technical Solution factors when combined are significantly more important than price. However, the Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability. The Government will make this assessment through the development of trade-off analyses or other analytic studies that involve the assessment of benefits of superior performance capability features versus the added costs. As non-price factors approach equality, price as an evaluation factor becomes increasingly more important. The Government intends to award without discussions; however, it may conduct discussions if determined necessary. The quotes will be evaluated on the criteria listed below:

VOLUME I – TECHNICAL SOLUTION

The technical solution factors, listed in descending order of importance, when combined are significantly more important than price.

TECHNICAL APPROACH

In accordance with the “Instructions to Offerors” above, quotes will be evaluated on the offeror’s ability to meet the performance requirements as identified in Attachment A, “Reconfiguration of Launches”.

PAST PERFORMANCE

In accordance with the “Instructions to Offerors” above, quotes will be evaluated on the vendor’s demonstrated relevant past performance or affirmative statement that it possesses no relevant or no past performance. Relevant past performance is performance under contracts or efforts (within the past 3 years) that is of the same or similar scope, magnitude, and complexity to that which is described in the solicitation. This information will be used to assess the contractor’s past performance history. Vendors without a record of relevant past performance or for whom information on past performance is not available will be given a neutral rating.

VOLUME II – PRICE QUOTE

The Technical Solution factors when combined are significantly more important than price. The degree of the price quote importance will increase commensurately with the degree of equality among technical solutions.
