Statement of Requirements Marinestar Real-time Positioning Service (RTPPP) for NOAA Ships Ferdinand Hassler, Rainier and Thomas Jefferson
1. Requirement NOAA’s Office of Coast Survey (OCS) requires a procurement for the base period of six (6) one-year-long subscriptions to the Marinestar Real-time Precise Point Positioning (RTPPP) service (4 with global coverage and 2 with regional coverage) for operational use by NOAA Field Parties and for continued evaluation by OCS, and up to eight (8) one-year-long subscriptions to the Marinestar Real-time Precise Point Positioning (RTPPP) service (6 with global coverage and 2 with regional coverage) for each of the option years. The services must fully integrate with current attitude and navigation equipment or GNSS receiver equipment currently in use by NOAA field units. See technical specifications below for hardware integration and RTPPP service requirements.
2. Minimum Technical Specifications
2.1 Accuracy Requirements:
The RTPPP service must provide 15cm vertical GNSS positional accuracy at the 95% confidence interval.
2.2 Service Area and Delivery:
Base Period:
Four (4) of the RTPPP service subscriptions must provide global correction coverage. The delivery mechanism must be L-band satellite signal with the option to utilize position corrector data streams via an internet connection. Two (2) of the RTPPP service subscriptions must provide regional coverage that encompasses U.S. coastal waters for the lower-48 contiguous states.
Option Years:
For the option years, the government will specify the number of one-year subscriptions required, up to six (6) of the RTPPP service subscriptions that provide global correction coverage and up to two (2) of the RTPPP service subscriptions that provide regional coverage that encompasses U.S. coastal waters for the lower-48 contiguous states.
2.3 Hardware Integration:
NOAA field units utilize Applanix POS MV 320 version-4 and version-5 GNSS INS attitude and navigation systems. The RTPPP service must integrate fully with current GNSS INS systems.
Criteria for full integration include:
1. No need for additional receivers, GNSS antennas, and/or other hardware
2. Applanix POSView device driver and software support
3. Reception of the satellite RTPPP corrector signal via existing Trimble Zephyr 2 GNSS antennas
4. Integration of RTPPP derived positioning in the Applanix POS MV real-time GNSS-INS coupled solution
5. The capability to log RTPPP position date in the Applanix raw data format for processing in Applanix POSPac MMS software The four (4) global subscriptions must provide full integration on Applanix POS MV 320 v5 GNSS-INS systems. The two (2) regional systems must provide full integration on Applanix POS MV 320 version 4 or version 5 GNSS-INS systems.
2.4 GNSS Constellation Compatibility:
The global RTPPP services must provide correctors for both GPS and GLONASS satellite constellations.
3. Delivery Subscriptions shall be provided to:
LT Charles Wisotzkey, NOAA Routing Code: N/CS11
RM 1001 SUITE N/CS34 BLDG 3
7600 Sand Point Way, NE Seattle, WA, 98115 Telephone number: 206-526-4762 Email: charles.j.wisotzkey@noaa.gov
4. Security requirements The Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.
The contractor will not have access to any government owned equipment or be furnished government privileged information. The subscription to the Marinestar is considered “non-IT” since the subscription is to Satellite positioning which will be capture and processed through GNSS receiver equipment or other navigation equipment.
