STATEMENT OF WORK

United States Department of Commerce National Oceanic and Atmospheric Administration, National Ocean Service Center for Operational Oceanographic Products and Services (CO-OPS) Field Operations Division, Atlantic Operations Branch Aluminum Vehicle Shelving Units and Modification

1. BACKGROUND

The Center for Operational Oceanographic Products and Services (CO-OPS) collects analyzes and distributes historical and real-time observations and predictions of water levels, coastal currents and other meteorological and oceanographic data. This is part of an integrated National Ocean Service (NOS) program supporting safe maritime navigation, more productive water-borne commerce, and the needs of the National Weather Service, coastal zone management, engineering and surveying communities. The Center manages the National Water Level Observation Network (NWLON) around the coastal United States and the national network of Physical Oceanographic Real-Time Systems (PORTS®) in major U.S. harbors. It conducts its programs through university, industry, Federal and State partnerships as appropriate. CO-OPS resides within NOAA's National Ocean Service.

The Field Operations Division (FOD) installs and maintains a variety of oceanographic and meteorological equipment and provides support services in order to ensure the efficient collection and dissemination of CO-OPS water level and meteorological data. Collection of tidal water level data at many locations requires both a pressure sensor to measure the variations in water level and a self-contained gas purge system which supplies a constant flow of air to the bottom mounted pressure orifice. The data are then provided in real time via several means including by IP modem and through the GOES satellite system. CO-OPS transmits data from the majority of its NWLON and PORTS stations via the GOES satellite network.

2. OBJECTIVE

CO-OPS uses vehicles such as Ford Transit Vans for installation and maintenance of its temporary and permanent water level stations. In order for these vehicles to be of much use they must be outfitted accordingly with shelves, bins, drawers and a designated space for SCUBA tank and equipment storage. It has been determined from previous experience that standard vehicle shelving made from steel does not stand up to salt water and sea spray that CO-OPS vehicles are exposed to on a regular basis. Ranger Design Products are all aluminum and will contribute to a considerable weight and fuel savings over the life of the vehicle. This purchase is for outfitting new vehicles with ranger aluminum shelving, bin and drawer units and needed modifications to allow for enhanced maintenance of sites for permanent NWLON and PORTS stations as well as temporary installations in support of NOAA hydrography, photogrammetry, VDatum, and special projects.

3. REQUIREMENTS

All shelving units to be made of aluminum or of a material with similar salt water corrosion resistance.

· 2 Scuba Tank Racks to hold two tanks each: One driver side, one on passenger side, rear.

· Roof Rack Topper Manufacturing, Part #CC750T. Must be installed with roof channels to prevent drilling holes in roof. Rack must be custom modified to include an expanded metal center walkway and removable handrail.

· Stainless Steel Rear Ladder, Sirco Part #SUR-093TL. Mounted on rear of van to allow access to roof rack.

· GP3000 HD Modified Sine Wave Power Inverter. To be installed near work bench to supply power to power strip to be furnished and mounted on wall above work bench.

· Dual battery system. Includes group 29 deep cycle AGM battery, battery box, isolating system and all wiring hardware breakers and outlets needed for installation. Dual battery to be installed in work bench area, to be in close proximity to power inverter.

· Custom countertop to be made out of 3/4" cabinet grade plywood to be installed on two Ranger drawer units to create workbench on driver side of vehicle. All edges of countertop that are visible to be capped off.

· Vent Line Van air powered roof vents to be installed under roof rack. Two on driver side, two on passenger side, front and rear.

· Metal storage cabinet large enough to store trash pump and gas generator to be fabricated out of 14g steel. Cabinet to have center shelf with single door. Door to be sealed as airtight as possible and cabinet to be vented to the outside.

· Floor aft of partition to be raised to create a storage compartment to store survey rods. Space under raised floor to be compartmentalized so that survey rods don't roll or move around while vehicle is in motion. Compartments for survey rods to be padded with rubber for sound deadening. Door to be installed on top of floor to allow access from top side. All material used to create raised floor shall be impervious to water.

· 28 L.P.D. flush mount interior dome light to be installed in headliner.

4. DELIVERABLES

4.1 Provide prescribed aluminum shelving units that meet all of the requirements listed above, including installation of shelving units to vehicles.

5. SECURITY REQUIREMENTS

The Certification and Accreditation (C&A) requirements of clause 48 CFR 1352.239-72 do not apply, and thus a Security Accreditation Package is not required.
