About this file
This document is a brand name sole source justification submitted under a federal solicitation. The justification requests Broadax System rackmount computers to support various Automated Test Equipment used for MK41 Vertical Launching System verification. The Broadax RMS110 and RMS251B rackmount computers are required to have specific processor, memory, storage and interface characteristics as detailed. These computers were previously integrated and tested in multiple ATE systems used by the Navy. As the original equipment manufacturer, only Broadax can provide computers that meet all functional specifications, dimensions, and ensure compatibility with existing ATE hardware and software. Qualifying an alternative supplier would substantially duplicate costs without expected cost recovery through competition due to the extensive testing and integration already completed with Broadax computers. Therefore the justification argues Broadax is the sole source that can meet the requirements. The related federal contract opportunity is solicitation number N6339423Q0052 for rackmount computers issued by the Department of the Navy Naval Sea Systems Command.

Identification of Justification Rational:
The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
The Original Equipment Manufacturer for the requested rackmount computers is Broadax System. These computers have been integrated into multiple ATEs, which are widely used to verify production acceptance testing of MK 41 VLS assembly system. Furthermore, these computers are both hardware and software compatible, meet all functional specifications, and meet all dimensions in order fit within the VLS cabinet. Additionally, the Broadax computers have PICMG, PCIe, and PCI slots enabling communication between and control over other hardware within the various ATEs. The Broadax rackmount computers are the only computers that have been tested and verified to meet all requirements.
Specifically, the Broadax rackmount computers are designed to be mounted in standard server racks and cabinets. These computers are space-efficient in that they allow more hardware components to be installed in a compact space within the ATE design. They are designed with front-to-back airflow which provide better cooling and heat dissipation. The RMS110 is a 1U (rack unit) height, short-depth industrial rack mount computer that is designed for high-density rack mount server applications. It features one 3.5" Internal drive bays for storage capacity, supports slim DVD+/-RW optical drive, and two counter-rotating fan. The RMS251B is an Electronic Industries Alliance RS-310C standard, heavy-duty 2U server built with cold rolled electroplated steel. The rackmount computer provides efficient internal space to install and connect a Peripheral Component Interconnect (PCI) to its backplane. The PCI is used to establish the communication and control between the rackmount computer and other external hardware such as National Instruments peripheral modules. Furthermore, the computers’ 2x 3.5" hot-swap drives bays allow front access Hard Disk Drive/Solid State Drive with raid setup. These feature are essential to ensure the proper form, fit and function for all of our equipment designs. The Broadax rackmount computers are currently part of the Technical Data Package and are the only computers that have been tested and integrated in various ATEs. The Broadax rackmount computers are only available through Broadax, the OEM. Broadax confirmed that it has no authorized third party distributors.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
The government identified that Broadax is the only vendor that can fulfill all the requirements outlined in the product description as it is the sole distributor for Broadax rackmount computers.
Therefore, since no other rackmount computer has been tested, verified, and integrated into various ATEs, an attempt to identify and qualify an alternate source to supply rackmount computers meet the requirements will cause a substantial duplication of cost to the Government that is not expected to be recovered through competition. Specifically, the Navy would incur a
