About this file
This document is a justification and approval for using other than full and open competition to award a sole source contract. The Naval Sea Systems Command Surface Warfare Center Port Hueneme Division intends to award a firm-fixed price contract to Integrated Design Solutions LLC for 25 NATO 1553 Relay Assemblies, manufacturer part number DS220501. These relay assemblies are required to support sustainment onboard nuclear-powered aircraft carriers and landing helicopter dock ships. The NATO technical data package specifically requires this relay assembly, which has been tested and verified as functional for the MK 29 MOD 5 Guided Missile Launcher System. Integrated Design Solutions LLC is the original equipment manufacturer and only approved supplier. Market research found no other manufacturer that can provide an equivalent 1553 Relay Assembly. The contracting officer determined the anticipated costs to be fair and reasonable.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command Surface Warfare Center Port Hueneme Division Contracts Division (NSWC PHD).
2. Description of the Action Being Approved
NSWC PHD intends to award a single firm-fixed price contract on a sole source basis to Integrated Design Solutions LLC for quantity (25) 1553 Relay Assemblies NATO PN H365728-2, MFR PN DS220501 located in the MK 29 MOD 5 Guided Missile Launcher System (GMLS) supporting the North Atlantic Treaty Organization (NATO)
3. Description of Supplies/Services
NATO 1553 Relay MFR PN DS220501, NATO PN H365728-2. The NATO 1553 Relay Assembly consists of a narrow Relay Box with 10 coaxial cable outlets attached. It contains the 1553 Enclosure which provides the Digital Time Division Command/Response Multiplex Data Bus (MIL STD 1553) interface between the .
The Governments minimum needs have been verified by the certifying technical and requirements personnel.
Estimated Dollar Value FY23 Totals
4. Statutory Authority Permitting Other Than Full and Open Competition
J&A Number:
10 U.S.C.2304(c)(l) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
The 1553 Relay Assembly is required to support sustainment onboard Nuclear Powered Aircraft Carrier and Landing Helicopter Dock class naval ships. North Atlantic Treaty Organization NATO NSSMS technical data package specifically identifies this 1553 Relay Assembly which is the only relay assembly that has been previously tested and verified to be functional with the MK29 MOD 5 GMLS. The OEM, Integrated Design Solutions LLC is the only vendor that offers this specific 1553 Relay Assembly without any authorized third-party resellers. Therefore, in order to meet our needs, the 1553 Relay Assembly must be procured from the OEM, Integrated Design Solutions.
As stated, the NSSMS technical data package specifically identifies this 1553 Relay Assembly which is the only relay assembly verified through testing to be compatible with NSSMS equipment. Since Integrated Design Solutions LLC is the only company that offers the 1553 Relay Assembly, if we were to use another vendor, we would need to first locate another vendor that provides a different relay assembly that still meets the correct specifications, conduct First Article Testing (FAT) on the different relay assembly which would require Non-Recurring Engineering and at least one year of delay to complete the FAT, and submit an Engineering Change Proposal. The estimated substantial duplication of cost for NRE and prototype for FAT is ~$75K which is not expected to be recovered through competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research was conducted by Naval Surface Warfare and after exhausting all Navy Supply resources no manufacturer was found who can provide a Form Fit Function 1553 Relay Assembly. In addition, the requirement generator conducted market research using sites such as GSA Advantage, UNICOR, and Ability One to determine if any other vendors could
J&A Number:
provide a form, fit function 1553 Relay Assembly and returned with no results found.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
NSWC PHD will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
