Subject: Alternative Boom Design
The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement
(BSEE), has a requirement for “Alternative Boom Designs. This procurement is being conducted in accordance with FAR Part 35 Broad Agency Announcements. This is not a small business set-aside. The solicitation number is E17PS00120 and the solicitation will be issued as a Broad Agency Announcement. The Government anticipates awarding a Firm-Fixed-Price type contract as a result of the solicitation. The period of performance is anticipated to be 12 months from date of award. The North American Industrial Classification Systems (NAICS) code is
541620, Environmental Consulting Services with a small business size standard of $15.0 million. All potential offerors must be registered in the System for Award Management (SAM)
(www.sam.gov) in order to receive Government contracts.
The purpose of this project is to investigate alternative boom designs that will allow booms to collect and contain oil at boom speeds above the current standard 0.7 to 1 knot tow speed. The contractor will conduct hydrodynamic modeling and/or other design activities to determine alternative boom designs that would allow the boom to be towed at speeds of a threshold of 5 knots with an objective of 7 knots while preventing loss of oil from within the boom’s apex. The project’s final deliverable will inform
BSEE of possible boom designs that could be considered for use in collecting and containing oil at speeds of 5 to 7 knots tow speed.
HOW TO COMPETE FOR THIS CONTRACT: This is a pre-solicitation notice issued in accordance with FAR Part 5.204. No responses are required at this time, and no request for a copy of the solicitation is required. The Broad Agency Announcement (BAA) will be issued on the FBO website at a later date, but no sooner than 01 August 2017. The solicitation will be issued under RFP No. E17PS00120.
