Question and Answer- E15PS00026

Question 1: As part of this evaluation, the offeror will compile a series of test protocols, laboratory testing procedures, and analyses (including FEA) for material properties that should be submitted by operators in plan and permits to demonstrate that the equipment is fit for service in HPHT oil and gas operations. This knowledge will improve BSEE’s ability to effectively review the submittals. Who does the term operators here refer to? And only they are to submit the proposal?

Answer 1: Operators refers to the oil companies. White Papers can be accepted from any interested party. Permits are an application for permit to drill (APD), application for permit to modify (APM).

Question 2: Can you clarify the feasibility evaluation?

Answer 2: Feasibility includes the likelihood of realizing the approach/solution and how it will be successfully applied.

Question 3: Can you clarify the Understanding of Technical Issues evaluation?

Answer 3: Understanding of Technical Issues includes the demonstration that the Offerors clearly understands the technical issues associated with the White Paper Topic and proposed approach.

Question 4: Is the page limit 5 or 10 pages?

Answer 4: The page limit is 5 pages which has been updated in the Revised BAA Notice attached.

Question 5: Are interested vendors information being provided?

Answer 5: No.
