PERFORMANCE WORK STATEMENT
C.1. SCOPE.
This effort will encompass the development of Version 4 and updates of the Individual Protection System Performance Model (IP SPM) algorithms and simulation toolkit. The IP SPM is a physics-based modeling and simulation (M&S) suite of tools that can quantify overall protective performance of novel individual protection (IP) garment designs, as well as fielded IP systems, against identified chemical/ biological (CB) agent threat scenarios.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the specialized engineering research services for the development of the next version of the IP SPM algorithms and simulation toolkit as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
C.1.1. Background. There is a critical requirement to develop improved chemical and biological protective garment ensembles to protect our Armed Forces. Evaluation of new individual protective equipment (IPE) garment designs, as well as currently-fielded IPE systems, under a variety of operational conditions requires advanced modeling and simulation (M&S) tools for exploring trade-offs between protective performance, comfort, thermal burden, and cost. Moreover, there is a need to improve the cost-effectiveness and benefit of IPE Test and Evaluation (T&E) methodologies. Both material-level T&E (e.g., Aerosol-Vapor-Liquid Assessment Group (AVLAG), Chemical/Biological Agent Resistance Test (CBART)) and system-level T&E (e.g., Man In Simulant Test (MIST), Aerosol System Test (AST), Porton Man) require new, advanced M&S capabilities for enhanced analysis, interpretation, and understanding of test data in the context of operational scenarios and endpoint analyses that are most relevant to the Warfighter.
C.1.2. Objective. The objective of this contract is to develop the next version of the IP SPM simulation toolkit, a physics-based M&S tool for predicting the performance of IPE garment ensembles under operational conditions.
C.2. APPLICABLE DOCUMENTS:
For the purposes of this PWS, “Required,” as it applies to this paragraph, means that the requirements contained in the directly cited document are contractually applicable to the extent specified. The contractor will be required to comply with the documents below as specified within the PWS.

C.3. REQUIREMENTS:
The following key requirements are identified for development of the next-generation IP SPM:
C.3.1.1. Enhancements to the underlying physics-based modeling capabilities to increase the fidelity of the
IP SPM to address limitations in capabilities and to improve model accuracy. Additional enhancements for input pre-processing, output post-processing and model refactoring for advanced capabilities will be developed for IP SPM Version 4.
C.3.1.2. Extend the toxicological analysis capabilities of the IP SPM to include toxicological effects for aerosols, TICs/TIMs, and other chemicals of interest, as well as to deploy a standalone toxicological analysis utility.
C.3.1.3. Enhance the current baseline aerosol transport models in the IP SPM.
C.3.1.4. Enhancements to the user interface to streamline the data input process and improvements to the simulation results viewing/processing capabilities of the IP SPM to enable more efficient tradespace analysis.
C.3.1.5. Enhance the overall IP SPM capabilities through integration with external software libraries.
C.3.1.6. Build model enhancements as needed to achieve IP SPM model verification and validation through comparison to IPE system test data to include thermal, MIST (Man In Simulant Test), Porton Man and Aerosol System data.
C.3.1.7. Continue development of Garment Libraries as needed to include Advanced Developmental and
Fielded Uniforms.
C.3.1.8. Dissemination and end-user training for the IP SPM Version 4 as requested and scheduled by the
Government.
C.3.1.9. Program support to the Uniform Integrated Protection Ensemble (UIPE) Family of Systems (FoS) procurement program as requested and resourced.
C.3.1.10. Add additional capabilities as requested and resourced to provide enhanced capabilities for increased operational situation awareness via geospatial technologies. To include solutions that integrate soldier‐worn mobile devices, computing infrastructure at the tactical edge, and cloud‐ based geospatial data sources to facilitate collaboration, communication, and information sharing in support of the detection, management, and mitigation of CBRN events. Open geospatial compliant data formats and communication protocols should be utilized to maximize operability of systems. As appropriate, machine learning solutions should be developed which enable early warning to reduce the effects of CBRN threats. CBRN geospatial data should be ingested by the IP SPM for prediction of percutaneous exposure and resulting casualty risk for warfighters and civilians wearing various protective and non‐protective garment ensembles.
C.3.1.11. Add additional capabilities as requested and resourced to evaluate the utility of physiological monitoring device data to provide early indications of health status changes with respect to physical performance, cognitive performance, thermal burden, and/or chemical/biological toxicological effects. These algorithms should ingest human data available from soldier‐worn sensors, as well as available environmental and/or operational data, and inform decision making at the tactical edge. Data from CBRN sensors should be processed using the IP SPM's Toxicological Casualty Risk Assessment algorithms for prediction of casualty risk at different levels of toxicological response, ranging from negligible, incapacitating, and fatal levels of exposure.
C.3.2. The contractor shall provide services to support the development of IP SPM Version 4 simulation toolkit.
The IP SPM is a physics-based modeling and simulation (M&S) software that can quantify the overall protective and thermal performance of new and existing individual protection (IP) garment designs, against chemical/biological (CB) agent threat scenarios.
C.3.3. The contractor shall host a start of work meeting at (Aberdeen Proving Ground)APG, MD or by telecom within thirty (30) days of award of this task order. The contractor shall summarize its understanding of the tasks to be completed, ask and answer questions, and serve as a venue for all parties to make introductions.
C.3.3.1. The start of work meeting shall include a verbal “walk through” of this PWS.
C.3.3.2. The contractor shall provide start of work meeting minutes to the Government not later than (NLT) five (5) days after the start of work meeting in accordance with Data Item A001.
