PHYSICAL CONFIGURATION RE-BASELINE FOR THE E-9A AIRCRAFT
STATEMENT OF WORK

1.0 INTRODUCTION
The E-9A is a de Havilland DHC-8-103 commercial derivative aircraft acquired to support the Air Combat Command (ACC). The E-9A primary mission is to support the operational test and evaluation of air-to-air and air-to-ground weapons system in the Gulf of Mexico. Aircraft are stationed at Tyndall AFB in Panama City, Florida. Customers that utilize the aircraft are 82 Aerial Targets Squadron (ATRS), Navy, and Army. This program is a Full Contractor Logistics Support (CLS) contract; which consist of aircraft maintenance and Contractor Operated Maintenance Base Supply (COMBS), maintained at the Main Operating Base (MOB), Tyndall AFB (Air Force Base) and provides the necessary support/equipment required to maintain the E- 9A. Management and sustainment of the E-9A aircraft is managed by the Program Office located at Tinker AFB, Oklahoma.
1.1 Scope
This Statement of Work (SOW) defined the efforts required to complete an aircraft Physical Configuration Re-baseline (PCR) of the two USAF E-9A Widget aircraft used for range support and clearing operations. The purpose of the PCR is to document and re-baseline the aircraft configurations for aircraft 047 and 048. Outputs are list of all parts on the aircraft and include the serial numbers for serially tracked items with next inspection/replacement due date.
2.0 GENERAL INFORMATION
2.1 Requirements
This Statement of Work (SOW) covers the requirements to complete an aircraft Physical Configuration Re-baseline of the USAF E-9A Widget aircraft used for range support and clearing operations. The USAF Specialized Training Aircraft Branch (AFLCMC/WLDW) supports two E-9A commercial derivative aircraft which are heavily modified with a maritime radar, telemetry, datalink, and tactical radios, which by contract (FA810617D0009) are held to both Federal Aviation Administration (FAA) and military standards.
2.1.1 An aircraft inspection, conformity inspection and inspection of aircraft maintenance tasks is required to baseline the aircraft against the Type Certificate (TC), applied Supplemental Type Certificates (STC) and any Instructions for Continued Airworthiness (ICA) associated with mission systems modifications. This inspection is comprised of an overall visual inspection, from nose to tail, serialized and timed items re-baseline, and required inspection intervals validation.
2.1.2 A serialized and timed items re-baseline will be conducted utilizing the applicable E-9A technical publications an Original Equipment Manufacturer (OEM) commercial maintenance program manuals. A complete listing of all serialized and timed items as well as the aircraft records will be examined to determine reportedly installed items. Maintenance task cards will also be produced for a visual verification of the part number and serial number of each part to include applicability on the specific serial number aircraft. Following the on-aircraft verification the reported information will be compared with the verified information, any discrepancies will be provided in report form after the conclusion of the inspection.
2.1.3 Required inspection status will be determined by identifying all required inspections by aircraft serial number and configuration according to the applicable E-9A technical publications and commercial maintenance program manuals. The aircraft records will be examined to determine the status of the inspections, any discrepancies will be provided in the Final Inspection Report to be provided after the conclusion of the inspection.
2.1.4 A general visual inspection will also occur during the above-mentioned inspections, and any discrepancies will be provided in report form at the conclusion of the inspection.
Discrepancies may include working rivets, structural cracks, other structural or component fatigue, fluid leaks, and workmanship issues noticed visually.
2.1.5 The contractor may be required to fly the aircrafts to/from the facility for the inspection work to be done if the 82ATRS/CC will not authorize 82ATRS personnel to fly the aircraft in current configuration.
2.1.6 Additionally, an Engineering Analysis effort will be undertaken to confirm proper structural and aerodynamic incorporation of the telemetry antenna housing (commonly called the canoe) running along the starboard, underbelly of the aircraft. Communication with the OEM is expected that will result in updated aileron and rudder rigging to account for the aerodynamic loading associated with the antenna housing. The output of this effort will be a rigging procedure that can be completed whenever aileron or rudder work is done in the future. The contractor is required to have recent experience (within the last 10 years) with DHC-8-103 aircraft or similar variant of the DHC-8 aircraft. Experience with equipment racks and operator workstations in DHC-8 aircraft is also preferred. The contractor must have experience conducting re-baselines on modified DHC-8 aircraft as well as proper management of Aircraft Technical Data Packages (inclusive of engineering drawings from previous contractors, understanding of FAA certifications, ability to review engineering reports and supplemental manuals.)
2.1.7 The task shall start as soon as possible. The work shall occur at a Part 145 repair facility of the contractor’s choosing. The final deliverable is a written, quantitative and qualitative report of the status of the aircraft. A draft is due 1 week after the completion of the inspection. The final report is due 30 days afterwards. This equivocates to a full configuration re-baseline performed on both E-9A aircraft to support a maintenance re-baseline. It shall include part numbers, serially tracked items, and inspection intervals.
2.1.8 The workflow shall be accomplished in the following order in contractor format:
a. Contract Award – Web based or onsite
b. Initial inspection Plan (Draft) – review against USAF top level concerns
c. Approved Inspection Plan – Work starts
d. Inspect all areas and annotate findings formally against task cards
e. Deliver Draft Report summary.
f. Final Inspection Report with all ground proof, inspection cards, redlines, discrepancies, etc.
2.2Project Management The Contractor shall designate a Project Manager who shall be the single point of contact for all work related to this contract and responsible for the control and coordination of all work performed on this effort. The contractor shall provide the project manager’s name, in writing, to the Procurement Contracting Officer (PCO) within 7 days after issuance of delivery order.
2.3 Program Status
The Contractor shall prepare and conduct a weekly program meeting with the US Government (USG) Program Manager via telecom to include overall program status, including schedule and performance of all phases of the effort. The purpose of these meetings shall be to review overall program status, to discuss and mutually resolve issues.
2.4 Security
The Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information (CUI) and to control distribution of controlled unclassified information IAW DoD 5220.22-M, National Industrial Security Program Operating Manual. All Contractor facilities shall provide appropriate means of storage for controlled unclassified information and materials. All CUI shall be appropriately identified and marked IAW DoD 5200.01, DoD Information Security Program: Controlled Unclassified Information Volume 4 (enclosure 3) and DoD 5400.7-R Freedom of Information Act Regulation Chapter 3. The Contractor shall not store or transmit controlled unclassified information on personal information technology systems or via personal e-mail.
2.4.1 Contractors requiring access to Government installations shall obtain the appropriate base identification for all Contractor personnel who make frequent visits to or perform work at Government sites. Contractor personnel are required to wear or prominently display installation identification badges or Contractor-furnished identification badges while visiting or performing work on the installation(s). During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials for any employee who no longer requires access to the work site(s). Upon completion or termination of the contract or expiration of base identification, the Contractor shall ensure that all base identification passes issued to Contractor employees are returned to the appropriate issuing office.
2.4.2 Contractor employees shall comply with local base procedures for entry into Government controlled and restricted areas. If Contractor employees require escorted entry to controlled or restricted areas, the Contractor shall comply with the Federal Installations Command Physical Security Plan and DoD Personnel Security Program, DoD 5200.2-R.
2.5 Government Furnished Assets
The Government will provide the Contractor with access to two E-9A aircraft by delivering the aircraft to the contractor’s location to perform the PCR.
2.6 Government Furnished Facilities:
The Government will provide the required government facilities and base support as required for completion of the PCR effort.
